HomeMy WebLinkAbout2005 05 23 Consent Item 202, Purchase for Construction fo Utility/Public Works Facility COMMISSION AGENDA ITEM 202 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR May 23, 2005 Meeting A MGR/~ IDEPT Iff' Authorization REQUEST: Public Works Department Requesting Approval to Purchase an Eight Acre Conservation Easement for Mitigation of Wetlands for the Construction of the Utility/Public Works Facility. PURPOSE: The purpose of this Board item is to request approval to purchase an eight acre conservation easement for $69,000.00 for the purpose of mitigation of wetlands that will be impacted as part of the construction of the UtilitylPublic Works Facility on Old Sanford-Oviedo Road. CONSIDERATIONS: This purchase of an eight acre conservation easement for wetland mitigation is needed to offset the 0.81 acres to be fined and the other 0.02 acres that will be impacted during the course of the construction of the Public WorkslUtility Facility. The purchase price is $8,500.00 per acre with a one time $1,000.00 fee for survey and recording for a total of $69,000.00. The Florida Department of Environmental Protection (FDEP) has approved the selected site and amount of acreage to be purchased to offset the proposed fin and impacted wetlands on the property located on Old Sanford- Oviedo Road. The onsite wetlands to be mitigated are isolated pockets with low value. The site plan is attached showing the areas to be mitigated. This mitigation does not compromise the ability to consider the relocation of the trail along the wetland perimeter of the City property. The City's environmental consultant assisted in locating the mitigation property at a cost significantly less than the typical rate of $15,000 per acre in Consent Agenda Item 202 May 23,2005 Page 2 other mitigation banks. The property owner, Rolf Bergman, has agreed to the purchase price and the portion of property selected for mitigation. The Bergman Tract is located just west of the Lake Jesup connection to the St. Johns River near S.R. 46. The purchase of the eight acres is required to obtain the FDEP Permit in order to allow construction of the Public WorkslUtility Facility. FUNDING: The funding source for this expenditure of $69,000.00 is budgeted in the Public Facility Capital Projects Fund (311-65000-30100). RECOMMENDATION: It is recommended that authorization be given to enter into a contractual agreement to purchase an eight acre conservation easement for mitigation in the amount of $69,000.00 payable from line code 311-65000-30100. IMPLEMENTATION SCHEDULE: The easement win be purchased subject to a review by the City Attorney. It is expected this transaction will be completed within 60 days of approval. ATTACHMENTS: 1.
