Authorization REQUEST: The Parks and Recreation Department is requesting the City Commission to apply for a Land and Water Conservation Fund Program Grant for the Central Winds Park Expansion and authorize the City Manager to apply for this grant on behalf of the City of Winter Springs. PURPOSE: The purpose of this item is to apply for the maximum potential grant funds in the amount of$ 200,000.00 for the acquisition of the Parker Property. CONSIDERATIONS: . The Land and Water Conservation Fund Program provides grants for acquisition of land for public outdoor recreation use. . The program is administered by Florida Department on behalf of the U.S. Department ofInterior, National Park Service. . The grant program is competitive based on the application and is 50/50 matching with a maximum 200,000 award. . Staff is in the process of completing all the required grant exhibits in order to meet the March 12, 2002 grant deadline. FUNDING: None Required. RECOMMENDATION: Staff is recommending that the City Commission approves this application of a Land & Water Conservation Fund Program Grant for Central Winds Park Expansion and authorize the City 1 Manager to apply for the grant on behalf of the City of Winter Springs. IMPLEMENT A TION SCHEDULE: May 2002 June-July 2002 September 2002 Oct.-Nov. 2002 December 2002 Project priority list (ranking). Final legislative approval and grant award. Execution of project agreement. Completion of documentation submitted. $ 200,000.00 funding received by the City of Winter Springs. CAPITAL IMPROVEMENT PLAN A. Is the proposed project identified, in whole or in part, in the applicant's capital improvement plan or schedule during the current or next three (3) fiscal years? The project was discussed at a regularly scheduled meeting of the applicant's advisory board responsible for park, recreation and leisure service activities. Provide a copy of the agenda and/or minutes of the advisory board meeting(s) where this project was discussed. The board must be an appointed group of citizens, such as a parks and recreation advisory board, who would normally 'review projects similar to the proposed grant application. Discussion must take place at a regularly scheduled meeting. Planning and zoning or similar boards may be used if a parks and recreation advisory board does not exist. CITY OR COUNTY COMMISSIONS ARE NOT CONSIDERED ADVISORY BOARDS. (Please tab as Exhibit "C-2") (7 points) C. Public input on the proposed project was obtained through presentations to community organizations, neighborhood associations and/or a written opinion survey. Provide documentation (agenda, minutes or thank-you letter from an organization, etc.) showing that presentations regarding this project were made to community organizations or groups OR provide a copy of the survey instrument AND a summary of the results and explain how the results relate to the proposed project. FLORIDA NATURAL AREAS INVENTORY The project provides protection of any resources in the Florida Natural Areas Inventory. List the protected resources below and provide a letter from the Florida Natural Areas Inventory (FNAI). (Please Tab as Exhibit "F") (13 points) Yes -X- No 2. INFRASTRUCTURE ASSESSMENT OF LOCAL GOVERNMENT RECREATION AND PARK DEPARTMENT FACILITY NEEDS IN THE STATE OF FLORIDA List all the facilities that will be developed for this project. Only facilities identified in the top three priority ranked index clusters of outdoor facilities needs for new construction identified within the applicant's population density as set forth in the Department's study entitled "Infrastructure Assessment of Local Government Recreation and Park Department Facility Needs in the State of Florida", effective December 1995, will receive these points. (Priority ranked index clusters are attached as pages 14-18.) (15 points) 4. NEEDED RECREATIONAL ACREAGE: (Provide excerpts from your local comprehensive plan. Include data on current park acreage, standards and identified needs.) A. Describe how the project provides for identified need(s) for additional park acreage pursuant to the applicant's adopted local comprehensive plan. Provide the needed amount of acreage as listed in the local comprehensive plan and the total acreage the local government already has under its control.
