Authorization
REQUEST: The Community Development Department- Planning Division requests that the
Commission hold a Public Hearing for the Aesthetic Review of the Moss Rd International Office
Complex on the southeast comer of Moss Rd and S.R. 434 (which includes the vacant State
Farm Insurance building).
PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive
community development consistent with the intent and purpose of Article XI - Minimum
Community Appearance and Aesthetic Review Standards.
APPLICABLE LAW AND PUBLIC POLICY:
Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs
Section 9-601. Approval prerequisite for permits.
Section 9-605. Submittal requirements.
City of Winter Springs Code of Ordinances Section 16-78. Same- On-premises signs.
CHRONOLOGY:
Mav 9. 2005- City Commission approved Final Engineering Plans and Development Agreement.
CONSIDERATIONS:
The submittal requirements for aesthetic review are set forth in Section 9-605 and include the
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other
constructed elements other than habitable space, if any; ( e) illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural
and engineering data as may be required. The procedures for review and approval are set forth
in Section 9-603.

The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The project is located within the SR 434 Overlay District. The property to the immediate east and
north of the site are vacant. The only existing buildings (in the immediate area) are the Bank of
America and the State Farm building. The front garage areas of the existing State Farm Building
will be replaced with windows. The existing rear mechanical area will be screened from SR 434
with a 6-foot masonry wall. Where plant material is sparse around the existing building,
supplemental landscaping is added (as shown on the plans) to fill in the gaps.
The parking lot area and vehicular use areas will be screened from public ROW. The applicant is
proposing to save two (2) trees that exist between the parking lot and the new buildings, so the
sidewalk will jog around these trees.
The required fencing to the north of the retention area will be black vinyl clad chain link fence.
The existing posts will remain in their current location (and painted black) so that there is no
additional impact to the existing trees; however, the rails and fence fabric will be replaced with
black vinyl clad chain link material.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
No future development has been approved in the immediate area although plans have been
submitted to staff and are in the review process for two commercial buildings along SR 434 with
residential condominiums behind them, on a site across the street.
To the east, a new Bruster's Real Ice Cream is under construction. Bruster's will have a brick
fac;ade with a standing seam metal roof. An expansion to the Venitian Village (formerly the
Badcock Shopping Center) was approved on June 14, 2004 (although no construction has begun).
This building is to be constructed with an neutral colored EIFS finish and will include a standing
seam metal roof as well.
The proposed O-Mei Gongfu Academy will utilize similar materials, including an neutral colored
EIFS finish on the walls with a brick fac;ade at the foundation.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roofline,
hardscape improvements, and height or design elements.

The project consists of three buildings: the existing State Farm buiding, and two new buildings.
Only one of the new buildings (the O-Mei Gongfu Academy) is being reviewed at this time.
Although the styling of the O-Mei building is different than the existing State Farm building, the 0-
Mei building will utilize brick along the building foundation, helping to tie it to the existing
building.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect
to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
The detailing of the O-Mei Gongfu Academy enhances the entire site.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The project is extremely attractive and it is consistent and compatible with the Developer's
Agreement and the SR 434 design specifications.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
The project has incorporated many site and architectural enhancements. The reduction and
enhancement of the massive asphalt parking lot, with the addition of landscape islands will make
a substantial difference to the view of the site from SR 434, as will the hedge that will screen the
vehicular use areas and parking.
The O-Mei building, with its window and entryway detailing and the addition of a trellis to the
front, is a nice addition.
SiQnaQe: The Developer's Agreement stipulates that the main entrance signage shall consist of
lettering attached to the existing 4'x 8' monument sign and that a secondary sign of the same
dimension may be used on Moss Rd.
The O-Mei Gongfu Academy will have its own separate monument sign, not to exceed 6-feet in
height, with no more than 32 SF of copy area per side. The sign shall be set on a masonry base.
Landscaping shall be incorporated around the base. [A graphic illustrating the layout (including
the proposed colors and text) is included as the last page of the attachments. The final graphic
would be professional prepared.]
FINDINGS:
. The proposed project is consistent and compatible with the Developer's Agreement and the
SR 434 design specifications.
. The upgrades to the existing State Farm building and the addition of the O-Mei Gongfu
Academy will be an enhancement to the City and the SR 434 corridor.

· The O-Mei Gongfu Academy utilizes colors and materials that fit in with the adjacent
existing structures.
STAFF RECOMMENDATION:
Staff Review found the Applicant's request for Aesthetic Review in compliance and, therefore,
recommends Approval.
