PURPOSE: The purpose of this item is to request approval to accept the SRI Proposal for Sunshine Park Improvements at a cost of $ 10,000.00. CONSIDERA TIONS: . The proposal is needed for Design Services for Sunshine Park improvements, which include demolition and removal of existing restrooms/storage building. Creation of new paved parking spaces, installation of automatic door opening and closing on Senior and Civic Center, and construction of a new restroom/storage building behind the Senior and Civic Center. . The scope of work includes design phases, construction documents, bidding, and construction administration at a cost of $ 10,000.00. . The amount budgeted for the total project is $ 129,000.00. . Starmer/Ranaldi did the design services work on the parks improvement program and is very familiar with the site and the building style to be used to match the existing structure. FUNDING: The funding source is a CBDG Grant for $ 129,000.00, Line code 7232-56310. 1 / I RECOMMENDATION: . I. SCOPE OF PROJECT Various improvements consisting of demolishing the existing restroom building, providing a new restroom, additional parking, and new accessible entrances and signage to existing Senior Center and Civic Center, with a construction budget of approximately $ J 18,000 II. SCOPE OF BASIC SERVICES sri will provide complete professional design services to assist the City in obtaining a building permit and retaining a general contractor to accomplish the improvements identified in the scope of the project referenced above, with the following anticipated tasks. A. Pre Design Phase (PD) I. Confirm owners goals and objectives 2. Assist owner in obtaining appropriate geotechnical infommtion 3. Assist owner in obtaining appropriate boundary and topographical information 4. Schematic Design Phase (SD) Prepare initial design concepts for client approval consisting of the following: I. schematic site plan 2. schematic floor plan 3. schematic elevations 4. opinion of construction value C. Design Development Phase ( DD ) Prepare design development documents (50% completion) for client approval consisting of the following: I. construction drawings 2. construction specifications 3. opinion of construction value D. Construction Document Phase ( CD ) Prepare final construction documents (100% completion) for client approval consisting of the following: I. construction drawings 2. construction specifications 3. opinion of construction value E. Construction Administration I. Assist owner with advertising for bids, and lor inviting contractors 2. Chair a pre-bid conference with all interested contractors 3. Assist owner with review and awarding of bids 4. Assist owner in preparing and executing contract with contractor 5. Chair a pre-construction conference with contractor and all sub-contractors 6. Review and process all shop drawing submittals 7. Review and process all quality control and test repol1s 8. Prepare and issue all written documentation a. field orders b. change orders c. requests for additional information d. site inspection reports 9. Review and approve contractors request for payments 10. Make periodic construction inspections I I. Provide periodic trouble shooting I problem solving 12. Obtain all contractor required close out documents a. as built record drawings b. testing and balancing reports c. monitor completion of all punchlist items d. warranty certificates e. operation and maintenance manuals III. SCOPE OF ADDITIONAL SERVICE The following services are considered beyond the scope of basic service for this project and can be provided by sri upon the written request and approval of the owner. Fees quoted herein are based on our current understanding of the scope of work as described herein and significant modification to the scope of work may warrant modification of our fees. B. Storm water permitting is not included in this proposal since the size of this project should fall under an exemption. Should a storm water permit be required additional services may be warranted.
