Authorization
REQUEST: Public Works Requesting an Additional Authorization for the Construction of a
Temporary Road from Hickory Grove Road to the High School.
PURPOSE: The purpose of this Board item is to request an additional authorization for the
construction of a temporary road from Hickory Grove Road to Winter Springs High
School to allow for the closure of portions of Tuskawilla Road with Esterson
Construction Company, Inc. at a change order cost of $52,790.00.
CONSIDERA TIONS:
This approval is needed to construct a temporary road from the west end of Hickory
Grove Road to Winter Springs High School. Portions of Tuskawilla Road will be closed
which will create a public safety hazard due to the traffic volume trying to ingress and egress
the high school. Originally, the closure was not objected to, but a closer review of the
timetables involved by school representatives and the Police Department concurred that a 2nd
access was needed to reduce the problems the closure will create.
The right of way for the temporary road was purchased this year from Mr. Blumberg.
Approximately 60% of the expense for this road will be salvaged when the permanent road
is built in this location. The temporary road will have 20 feet of pavement width with swale
drainage. The permanent road will require stormwater piping and need a SJRWMD permit.
A quote of $52,790 was received from Esterson Construction who is the City's
contractor building Hickory Grove Road and Tuskawilla Road. This change order would
exceed the original 10% contingency authorization from the City Commission. Therefore a
separate authorization for this change order is requested. The arbor for clearing the north
end of this roadway is estimated at an additional.cost of $8,000. No time extension is
required for this change order.

FUNDING:
The funding source for the construction expense of $52,790.00 is the Road
Improvement Fund that is funded from the One-Cent Sales Tax. In addition, the Arbor Fee
is estimated at $8,000, which will also be paid from the Road Improvement Fund. The funds
will be expended over the next 30 days.
RECOMMENDA TION:
It is recommended that authorization be given to construct a temporary road from
Hickory Grove Road to Winter Springs High School with Prime Construction Group, Inc. at
a cost of $52,790.00 plus a 10% contingency payable from the Road Improvement Fund
(115-56385). In addition, the Arbor Fee estimated at $8,000 would be paid from the Road
Improvement.
IMPLEMENTATION SCHEDULE:
The temporary road will be constructed within 30 days of approval.
