HomeMy WebLinkAbout2002 11 11 Regular J Add-On City Clerk Yearly Evaluation 111102 ADDON REGULAR J City Clerk yearly Evaluation COMMISSION AGENDA ADD-ON ITEM J CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X November 11,2002 Meeting MGR (</ /DEPT Authorization REQUEST: City Manager requesting the Commission to review the City Manager's comments and recommendations relative to the City Clerk's review for Performance Year September 27, 2001 to September 26, 2002 and to make any changes the Commission deems appropriate. PURPOSE: The purpose of this agenda item is to complete the City Clerk's Evaluation for Performance Year September 27,2001 to September 26,2002. CONSIDERATIONS: Based upon Andrea's performance I am recommending an exceptional review constituting a 6% increase as provided by the City's merit plan. Andrea was appointed City Clerk by the Commission on September 27, 1999. Since her appointment she has received the following evaluations and salary adjustments. Date Personnel Action Salary % February 22, 1999 Appointed Acting City Clerk $34,493 September 27, 1999 Appointed City Clerk $40,000 16.0 September 27,2000 Annual Review - Exceptional $43,200 8.0 September 27,2001 Annual Review - Exceptional $45,792 6.0 October 1, 2001 Salary Adjustment $49,592 8.3 September 27, 2002 Annual Review - Exceptional $52,568 6.0 PERFORMANCE COMMENTS: I fmd my comments for performance year September 27, 2001 to September 26, 2002 to be very similar to last years comments in which I recommended an exceptional rating. .. .. 111102 ADDON REGULAR J City Clerk yearly Evaluation Again this year Andrea has maintained an exceptional balance of qualitative and quantative work products during a very challenging period of time. She has demonstrated a very positive attitude and openness to assisting her fellow workers with their issues. Once again, I am very appreciative of the manner in which she successfully negotiates her way between the Mayor and Commission and the City Manager's office and department heads. Andrea has continued to grow in experience and confidence in her role as City Clerk. She accomplished all of her priorities for this year with the exception of the initiation of optical scanning of records which was impossible to accomplish due to a number of reasons outside her control. Most notably, she successfully concluded the Special Referendum on the Annexation of Dyson, completed two supplements to the City Code, coordinated the final disposition of 90 boxes of records, coordinated the City's Recognition Awards Program, and did a great job administering the Annual Advisory Board Dinner, and Town Center Groundbreaking Ceremony. Of special importance, Andrea completed a 165 page training manual for certifying part time deputy clerks to work the City's Advisory Boards. RECOMMENDATION: Based upon my review of Andrea's performance I am very pleased to recommend a 3.82 exceptional rating for Andrea for Performance Year September 27,2001 to September 26, 2002 and related 6% merit increase in pay.
