PURPOSE: This agenda item is needed for the City Commission to authorize the City Manager to explore the reasons for constant power interruptions which are occurring on and around the Shore Road area of the City. CONSIDERATIONS: Repeated calls, complaints and discussions with Florida Power have failed to improve the declining level of service in the community. Similar problems may exist elsewhere in the City. These problems have gone on for several years with no resolution. RECOMMENDATION: It is recommended that the City Commission authorize the City Manager to look into Florida Power's level of service with the City and bring a satisfactory resolution to this ongoing problem of constant power interruptions in the City of Winter Springs. It has come to my attention in recent months that the reliability of Florida Power service in Winter Springs has been a problem. In the sub-division where [live there have been constant power interruptions for several years now. These occur one to two times a month and are of short duration - 1-4 seconds. Other interruptions are more serious - up to half an hour or more, and occur about one each two months. On 31 October 2002 two more interruptions were experienced around the intersection of Shore Road and Silvercreek Drive, the fIrst at 7:15 AM and the second at 8:45 AM, each of these were approximately 2 to 3 seconds in furation. Repeated calls, complaints, and lengthy discussions with the Forida Power Service personnel, as well as those appearing from time to time in the neighborhood to restore power, have failed to improve the declining level of service to this community. Ir has also come to my attention that similar problems may exist elsewhere in the City of Winter Springs. I would like the City Commission to authorize city staff to request a comprehensive report from Florida Power, to include lists of all power interruptions for the last twelve months within the corporate boun.daries of Winter Springs, and for Staff to present this to t I ommission at the earliest opportWlity.
