REQUEST: The Community Development Department requests the City Commission hold a
public hearing to review and provide a determination for the Starlight Baptist Church's
conditional use request, pursuant to Section 20-163 of the City Code, to allow the church to
expand on its 4.28 acre site at 190 East Bahama Road (N. W. comer of E. Bahama and Hayes
Road).
PURPOSE: The purpose of this agenda item is to consider a conditional use request, which
will allow the existing Starlight Baptist Church to expand on its 4.28 acre site, pursuant to the
regulations for the applicable R1-AA zoning district.

CONSIDERATIONS:
The site is approximately 4.28 acres and contains the existing Starlight Baptist Church sanctuary
(approximately 7,055 SF), unattached accessory building (approximately 1,728 SF), and a
covered basketball court (approximately 5,000 SF). The site has R1-AA zoning and a Rural
Residential Future Land Use (FLU) designation. It abuts other R1-AA properties to the north,
east, and west; a portion of the Mount Greenwood [residential] PUD to the northwest; and RC-I
property to the south.

The church has submitted a conditional use application (to expand the church within the Rl-AA
zoning district), a final engineering/site plan (for the expansion), and a variance request (to allow
grassed parking for those spaces that will be used only on Wednesday evenings and Sundays, as
well as occasional special events). The plan is to construct a new 30,167 SF sanctuary (with 783
seats) and provide additional parking for the expanded facility and generally bring the site into
conformance with Code. The existing structures are proposed to remain, with the covered
basketball court eventually being enclosed. A development agreement (DA) is proposed, but not
yet received, to address scheduling a sidewalk along E. Bahama Road and other site issues,
including, but not limited to, screening the bus parking, overnight accommodation for visiting
pastors and/or visiting singing groups. These accommodations are provided by parking a
recreational vehicle for short periods of time. Other pertinent issues could also be included in the
DA.
Subsection 20-163 (a) (1) lists churches and their attendant educational buildings and
recreational facilities as among the conditional uses in the R1-AA zoning district. The
conditional use is necessary to increase the intensity of use (i.e. expand, by building a new and
much larger sanctuary) at the site, pursuant to Subsection 20-163 (c).
Subsection 20-163 (d) (see attachment) specifies the information that the applicant for a
conditional use for a church must demonstrate to the Board of Adjustment. These include
building setbacks, off-street parking, sidewalks, and a complete description of any easements or
restrictions affecting the title to the proposed church site which may be inconsistent with the
proposed use.
The proposed site plan depicts building setbacks that meet or exceed the setbacks set forth for
churches in the Rl-AA zoning district (35' front and 25' rear). Based on Section 20-163
requirements for church parking, the church is proposing 119 spaces, 18 more (18%) than the
101 required (783 seats/8 = 98; 1 per resident church official = 0; 50% of the number of
permanent employees = 3). The same requirements are set forth in Section 9-277 (Subsection 9-
277(21)), which establishes minimum parking requirements for a number of different uses.
Pursuant to Code, parking is not depicted within the 35' front yard building setback. Sidewalks
must be installed along the Hayes Road ROWand to provide access to and from the parking lot.
Staff recommends the East Bahama Road sidewalk be delayed until such time as plans are
approved for improving that roadway (to be addressed in a development agreement).
Subsection 20-163 (b) states that any review of an application or plan shall consider the character
of the neighborhood in which the proposed use is to be located and its effects on the value of
surrounding lands, and further, the area of the site as it relates particularly to the required open
spaces and off-street parking facilities.
Comprehensive Plan Transportation Element Policy 1.5.12 requires new development to
construct sidewalks. Comprehensive plan policies cannot be waived. The applicant proposes to
construct a 4' wide sidewalk in the Hayes Road ROW, concurrent with the site work. East
Bahama Road is not paved and there are no plans to pave it. Due to the semi-rural nature of the

Ranchlands (where people often express the desire to remain semi-rural) and the fact that any
sidewalk along the adjacent portion of East Bahama would likely need to be tom out and
reconstructed when that roadway is improved, staff and the City Attorney believe it may be best
to delay construction of the East Bahama sidewalk until that roadway is paved - or at least until a
design has been provided and accepted. This and other considerations would most efficiently be
addressed through a development agreement.
The church presently keeps about 12 dozen or more busses on-site and occasionally has a visiting
pastor and/or singing group that will stay over night in large travel coaches or other vehicles of
similar function. The church wants to retain these practices. Staff supports both of these
requests, but wants the site plan to reflect acceptable means to accommodate and screen both.
Busses should be parked on paved or otherwise hard-surface parking spaces and visitor motor
coach accommodations should be paved or hard - surface spaces and include appropriate power,
water, and sanitary accommodations in a manner and location with the least negative impact to
the neighborhood.
As a separate but related agenda item (PH 200.2), the applicant has requested a variance from the
Section 9-278 requirement that parking spaces be either paved or hard-surfaced, pursuant to the
variance provisions of Section 9-5, to allow stabilized grass parking for those spaces that will be
used on Wednesday evenings and Sundays (and possible occasional use for special events). Staff
supports this variance and notes that many local codes have provisions to allow stabilized grass
parking for those spaces not used on a daily basis at a church.
At the June 15 BOA meeting, the Commission chambers were filled and seats had to be arranged
in the lobby to accommodate the attendees. A number of people spoke of the church expansion.
The speakers were almost equally divided between those in favor and those either in opposition
or with concerns. Both sides addressed the issues and each other courteously. A number of
people filled out forms to express support for the conditional use, but did not wish to speak. The
primary concerns expressed by those either in opposition or with concerns appeared to be
as follows: (a) size and magnitude of the proposed expansion (and future expansion) and its
compatibility (or lack thereof) with the semi-rural character of the area, (b) traffic and its
impact on the existing dirt roads, (c) the previous and current aesthetic state of the existing
buildings - particularly the busses, (d) parking along East Bahama Road in the right-of-
way, (e) the current draft site plan, and (f) noise. There were those who want to have the dirt
roads paved and those who want to preserve the dirt roads as part of the semi-rural character
(there appears to be a long-term, on-going debate over the future of the dirt roads in the
Ranchlands) .

FINDINGS: l.The site is located within the Rl-AA One Family Dwelling [zoning] District and
has a Rural Residential Future Land Use (FLU) designation.
2. Planning staff believes the conditional use request to expand/intensify the
existing church to be consistent with the general zoning requirements and in the
best interest of the public, subject to (a) clarification about the busses and
overnight visitors with motor coaches or similar vehicles, (b) adequately
accommodating and screening these busses and motor coaches, (c) approval and
execution of a development agreement addressing future provision of a sidewalk
along the adjacent portion of East Bahama Road, and (d) the stipulation of
reasonable hours for activities that could be heard by the adjacent residents. Staff
concurs with the additional BOA recommendations set forth below.
3. The site plan and aesthetic review will address bringing the entire site into
compliance with current City codes, not just the new construction.
BOA ACTION:
The BOA reviewed the conditional use request at a special June 15,2006,
meeting. After staff and the applicant made their presentations, 33 people spoke
on the request. Others filled out forms, but chose not to speak. One letter was
distributed to the Board. After public participation on the item, the Board asked
staff to convey their request for additional police enforcement (traffic) in the area.
The Board recommended approval, subject to the following conditions:
(1) staff recommendations (Findings section #2);
(2) the site plan include adequate landscape buffers;
(3) placement of "no parking" signs in the adjacent ROW;
(4) that the busses be adequately hidden or stored off-site; and
(5) that the DA include language to (a) limit further growth (intensity- e.g.
number of seats (400 in present sanctuary for a youth ministry & 783 in
the new sanctuary) and (b) set forth reasonable hours of activities.
The Board had no objection to the idea of overnight visits by visiting pastors
and/or singing groups, as long as it is for a very limited number of nights and
if proper accommodations and screening were provided. The Board further
had no objections to the addition of a "mothers' morning out" program or a
similar low intensity addition to the church activities, if demand arose for
those activities.

RECOMMENDATION:
The BOA and staff recommend that the City Commission approve the conditional
use to allow the Starlight Baptist Church to expand on their 4.28 acre site, subject
to the 5 conditions and the clarification of uses and intensity set forth in the BOA
Action section above.

II. Traffic: Compatibility:
Per the traffic analysis, there will be an increase of 586 daily trips and 241 peak hour
trips. These trips will occur on Sundays, when the roads are operating at the highest
levels. Therefore, the traffic impacts will not prevent the roads to function at acceptable
levels.
III. Access and Circulation: Buffers:
This site is laid out utilizing the existing driveways. The new building is placed so that
the internal circulation is buffered from the adjacent residential parcel to the north. A 25
foot natural buffer and an additional 25 foot setback will be provided along the north
property line. The site plan exceeds all of the code requirements, especially off street
parking required and open space. There will be additional landscaping installed along
Hayes and Bahama Roads to provide additional buffering from the right of ways.
IV. Adverse Impacts:
This property is currently being used for a church. The proposed use will be for a church.
Therefore, the property values will not be impacted.
V. Easements:
There are no known easements or restrictions that are affecting the title to the proposed
church site.
VI. Parking:
The site plan provides more than the required amount of parking. All spaces proposed

Since The RancWands do not contain any existing sidewalks, we are requesting the City
to waive the requirement of constructing sidewalks adjacent to the right of ways abutting
the property. There are internal sidewalks that will be constructed connecting the parking

VIII. Other:
The church currently utilizes grass parking and is requesting the City to continue
allowing grass parking. This gives the site more of an open space appearance when not
utilized by vehicles. This will occur about 95% of the time. The project will go through
the Aesthetic Review that will include the installation of the steeple, color and material of
the proposed building and maintenance of the existing structures.

DIVISION 4. R-1AAAND R-1AONE-FAMILY
DWELLING DISTRICTS
Sec. 20-161. Designation.
The lands included within R-1AA and R-1A
One-Family Dwelling Districts are developed pre-
dominantly as single-family dwellings on lots of
generous areas. The zone districts are designed to
preserve and protect the characteristics of single-
family use.

Sec. 20-162. Uses permitted.
Within any R-1AA and R-1A Single-Family
Dwelling District, no building, structure, land or
water shall be used except for the following use:
(1) Single-family dwellings and their custom-
ary accessory uses.
(Ord. No. 44, ~ 44.29, 1-8-68)
Sec. 20-163. Conditional uses.
(a) There shall be no conditional use within
R-1AA and R-1A One-Family Dwelling Districts
except the following:
(1) Churches with their attendant educa-
tional buildings and recreational facili-
ties.
(2) Public utility and service structures.
(3) Schools.
(4) Public recreation areas and facilities.
(5) Stadiums, independently or in conjunc-
tion with existing school facilities, pro-
vided the seating capacity shall not ex-
ceed the student enrollment of the school
to be served plus ten (10) percent, and
provided there shall be no lights or night
use.
(b) Any review of an application or plan shall
consider the character of the neighborhood in
which the proposed use is to be located and its
effects on the value of surrounding lands, and
further, the area of the site as it relates particu-
larly to the required open spaces and off-street
parking facilities.

(c) Any conditional use that may be granted is
limited to the use and intensity shown in the
application and plans submitted, and application
must receive approval in the same manner as the
original application.
(d) Applicants for a conditional use for the
location of ~ ~ in any residential zoning
district shall furnish the board of adjustment
with the following information and shall provide
the minimum setbacks, off-street parking and
sidewalks as set forth herein, as follows:
(1) Setbacks, minimum.
a. Front yard minimum of twenty-five
(25) feet in R-1ASingle- Family Dwell-
ing Districts and thirty-five (35) feet
in R-lAASingle-Family Dwelling Dis-
tricts, from property line; arterial
streets to be treated individually.
b. Back yard minimum of twenty-five
(25) feet.
(2) Off-street parking.
a. Provide one (1) parking space for
each eight (8) seats in chapel and
nave, plus one (1) parking space for
each church official resident on the
premises, plus additional parking
spaces equal in number to fifty (50)
percent of the number of permanent
employees.
b. Space for one (1) car equals ten (10)
feet by twenty (20) feet or two hun-
dred (200) square feet plus ingress
and egress to a public roadway.
c. Parking area may not occupy any of
the front yard setback.
d. If sufficient parking area is not avail-
able on church lot, parking may be
provided within three hundred (300)
feet either through ownership or lease
but must be zoned or approved for
such use.
(3) Sidewalks.
a. Sidewalks shall be installed by the
church on all streets abutting the
church building and such sidewalks

shall also be installed bordering park-
ing areas serving new or additional
church facilities.
(e) All applications shall contain complete de-
scriptions of any easements or restrictions affect-
ing the title to the proposed church site which
may be inconsistent with the proposed use.

Sec. 20-164. Building height regulations.
In R-1AA and R-IA One-Family Dwelling Dis-
tricts, no building or structure shall exceed thirty-
five (35) feet in height, unless otherwise provided
herein, except that boathouses on the lake front-
ages shall not exceed twelve (12) feet in height
above the high waterline; roof decks may be used
as sun decks.

Sec. 20-165. Building area regulations.
Each single-family dwelling shall be located on
a lot or parcel of land having an area of not less
than ten thousand (10,000) square feet in an
R-1AA Single-Family Dwelling District and eight
thousand (8,000) square feet in an R-IA Single-
Family Dwelling District and such lots or parcels
ofland shall have a minimum width of ninety (90)
feet and seventy-five (75) feet, respectively, at the
building line.

Sec. 20-166. Front, rear and side yard regu-
lations.
The following yard regulations shall apply in
the R-1AA and R-IA One-Family Dwelling Dis-
tricts:
(1) Front yard. Front yards shall not be less
than thirty-five (35) feet in depth in the
R-1AA Single-Family Dwelling Districts
and twenty-five (25) feet in depth in the
R-IA Single-Family Dwelling Districts.
(2) Rear yard. Rear yards shall not be less
than thirty-five (35) feet in depth in the

(3) Side yards. Side yards shall be provided
on each side of every dwelling structure of

and ten (10) feet in R-1AA, including
utility easements.
(4) Corner lots. On corner lots, the (ront line
setback of twenty-five (25) feet or more
must be maintained, but a fifteen-foot
sideline setback will be pp.rmittp.d on tqe
street sideline, provided the corner lot
faces the same way as all other lots in the
block. If the building faces the long dimen-
~ofthe lot, or where corner lots face a
different thoroughfare than other lots in
the block, the twenty-five-foot or greater
setback must be maintained from both
thoroughfares.
(5) Setbacks. The existing platted R-1AA lots
have a side setback often (10) feet rather
than twenty (20) fe~t.

Requests The Board Of Adjustment Hold A Public Hearing To Review And Provide
The City Commission A Recommendation For Starlight Baptist Church's
Conditional Use Request, Pursuant To Section 20-163. Of The City Code, To Allow
The Church To Expand On Their 4.28 Acre Site At 190 East Bahama Road (North
West Comer Of East Bahama And Hayes Road).
Mr. John Baker, AICP, Senior Planner, Community Development Department presented
this Agenda Item and said, "'Staffrecommends approval of the 'Conditional Use' subject
to the 'Findings' in Number 2. above."
Mr. Baker noted a letter he received from a resident dated June 15, 2006. This was
distributed to the Advisory Board Members, along with a publication entitled, "Trip
Generation" from the Institute of Traffic Engineers; and a Comprehensive Plan Policy.
Discussion.
Mr~ Baker distributed some aerial views of the subject property.
Mr. Thomas H. Skelton, P.E., Vice President American Civil Engineering Company, 207
North Moss Road, Suite 21 J. Winter Springs. Florida: spoke on the subject property and
the "Conditional Use" Request.
Mr. Skelton said, "As far as the impact on storm water, we have obtained the St. lohn's
[River Water Management District] Pennit on this - so there is no impact on that. We
have met their requirements and we will meet the City's too. Church use is a minimal
use as far as water and sewer is concerned. What they have now - an existing septic
system out there which they are going to remove and tie into the central sewer system
with a private lift station. One of the conditions of Approval was the Development
Agreement which included the part about building the sidewalk along Bahama [Road] at
a time that is appropriate. And we agree with that - bring up to Council [Commission] is
that right now there is nothing but shell paths on Hayes Road as you go through the
Ranchlands, and we would like to keep that. But, if it is something that is required, they
will do."
Furthermore, Mr. Skelton stated, "Again we had started the Site Plan review, but were
requested by - reconunended by the City Staff to hold off on proceeding until we got this
'Conditional Use' approved just in case there are changes because the Site Plan could
adhere to your Code, but if there is something else that is asked or requested by the City
Boards or Council [Commission], we would have to make the revisions.

So, the Site Plan is about mid-way through the review now and it is represented by the
Site Plan that we show here tonight. At that tlme too, we will go over the Aesthetic
Review of the building and the heights, the looks, the appearances and those kind of
items.
In conclusion, after reviewing the City's requirements and the Staff Report, it is my
professional opinion that the Site is adequate to handle this expansion and we request that
the Board make a recommendation to City Council [Commission] for approval."
Dr. Glenn C. Riggs, Pastor, Starlight Baptist Church. 330 East Pinewood Court. Lake
Mary, Florida: thanked Mr. Skelton for his presentation and Mr. Baker and Staff for
their assistance. Dr. Riggs then addressed the Advisory Board Members regarding this
Request.
Discussion.
With concerns regarding parking on the road, Vice Chairman Jack Taylor asked Mr.

Mr. Baker stated, "The sign and I believe the letters we sent out stated this would be
going to the June 26th, [2006] [City Commission] Meeting but we received a directive
from what the City Manager and City Commission are plarming for the [June) 26th." Mr.
Baker continued, "So, we probably will be going to the July 1 Olh, [2006] City
Commission Meeting, but we will change the sign and we will send out letters to the
abutters within one hundred and fifty feet (1501)." Chaimlan Waters said, "So, as it
stands now, the plan for this to go before the City Commission is on July 1011\ [2006]."
Mr. Baker said, "Yes."
For clarification, Mr. Skelton said, 'The church again bought the property in 1990
whether it was a right move by the City to approve the 'Use', they bought it, were able to
use it, they have been using it for sixteen (16) years. They did not buy the four (4) acres
to only be able to use one (1) acre. They bought it to be able to use the entire piece.
\Vhen it was approved, there was no stipulation that you never were able to expand - and
that is what they are looking to do. And as far as the expansion, although it is an
expansion, it is more of a replacement. There was a comment that, 'They want to do it
right'. Well, this is their first step in doing it right. They are going to build a new
building, they are going to make it look good. They have to go through the Aesthetic
Review Board and again please the residents of the Ranchlands. Just to clarify on thc
size of the expansion - it is going from four hundred (400) seats to seven hundred eighty
three (783) [seats]. The entire new building is not the sanctuary. Only one third (Y3) of
the building is going to be sanctuary, the other is going to be offices, classrooms."
Mr. Skelton then said, "The building coverage that is going to occur is twenty-five
percent (25%). They are not looking to expand anymore after this. This is it. If they
want to expand after this, they will relocate. This property is big enough to handle what
they have out there. The amount of traffic that is going to be created by this, if they get
full occupancy on filling seven hundred and eighty three (783) seats - is less than double
the amount of traffic if they 'fill the entire sanctuary.
As far as the grass parking, they have to stabilize the grass parking. It is common in
churches. There is grass parking now. There is adequate water. There is a ten inch (10")
and a twelve inch (12") water main out there, so any kind of fire protection can be met.
Again - there are shell paths out there on Hayes Road, and that was one of the stipulations
that when they paved Hayes Road, they would have to have the shell paths on both sides
of the road. And the City is requesting us to do the concrete sidewalk on Hayes [Road].
We asked not to do that, but we will do that if that is a requirement. As far as the
cosmetic of the building, again they have to go through the Aesthetic Review.

Vice Chairman Taylor asked, "Where are you planning on hiding those buses on this
Plan?" Mr. Skelton said, "Our first step is going to he heavily landscaping the buffers
along Hayes (Road] and Bahama [Road]. We are going to try to relocate the buses
during the week and only have them park on Sunday. I'Illet the Pastor explain how he is
going to go about that, but he stated that they arc actively pursuing an alternate place to
park the buses during the week." Vice Chairman Taylor said, "There is really no place
on this Plan to quote 'Hide the buses'. I mean, they are all going to be visible from the
street_ Correct?" Mr. Skelton said, "The landscaping would definitely buffer against it.
It's definitely not going to hide it one hundred percent (100%) unless you build a high
enough wall the same height as the bus. But, the landscaping will definitely buffer
against the buses and if they find an alternate location which they are pursuing, I believe
it would take care of that issue."

Dr. Riggs read into the Record some emails he received from residents in the Ranchlands
in favor of the expansion.
Furthennore, Dr. Riggs stated, "We plan to totally replace that roof We plan to rcpaint -
but we are going to repaint everything to fit into the scheme of all of this. We have put
shrubbery, we have met with the City - there are a lot of requirements that are there and
we are going to have to meet Code - this is going to be a beautiful facility." Dr. Riggs
said, "Traffic is not a problem now and it will not be a problem then. And the Staff has
studied that and concluded that that is the fact."
Vice Chairman Taylor asked, "I would ask you your opinion of putting 'No Parking'
signs up on both of those roads in the vicinity of the chw-ch to make your neighbors
happier and to prevent an accident." Dr. Riggs said, "Yes. Absolutely."
In addressing the bus issue, Dr. Riggs said, "If it would make the neighborhood better,
we are in the process of updating our bus fleet. We are retiring some of the buses,
replacing new ones and we are open and willing to use a consistent color pattern for these
buses. We are actively pursuing right now a plan to try to relocate these buses as soon as
we possibly can. All of this because - again, we want to be good neighbors."
A flyer posted on mailboxes in the Ranchlands was introduced into the Record.
Discussion.
Vice Chairman Taylor asked, "Can you make a note to mention to Chief [Dan] Kerr
[Police Department] that there may be a need for some more traffic enforcement out
there, especially on Bahama Road?" Mr. Baker said, "Yes, sir." Vice Chainnan Taylor
added, "Just to let them know that there is concern of speeding on that road."

expansion of Starlight Baptist Church. Our property joins them, and we have had no
issues or conflicts with the church for all the years we have lived here. We believe
churches are an asset to any community, and we are glad Starlight is in ours. Please
vote to allow this church to continue to serve both God and our community.

Dear Commissioners:
As a resident at 400 Hayes Rd., Winter Springs since 1993 and a neighbor to the Starlight
Baptist Church, we have no objection to the church's expansion plans.
We originally signed a petition opposing this expansion which at this time we wish to
withdraw. We believe the facts on that petition were not accurate.
We have monitored the activity and observed the church on Sunday and believe that the
expansion will not create any real traffic burden on the Ranchlands. The bulk of the
traffic comes to the church from State Road 434 by the way of Hayes Road and not
through the main part of Ranchlands or on the dirt roads. The cars that we observed
traveling through the Ranchlands going to the church seemed to be obeying the traffic
rules. These are not the people doing the donuts at the comer of Hayes and Bahama
roads. The church buses as they are leaving and returning are no more disruptive than the
regular school buses and generally they are going slower. The buses which have been
reported by some to be an eyesore, we have noticed that they have been relocated to a
place less visual to the public.
The parking on the street has been corrected and we have noticed that this is being
monitored by the church to avoid this in the future.
We have heard that some people are concerned over the noise that the children make
outside, being as close to the church as we are, we do hear them at times but it is not
offensive to us and as we understand the area where their outside activities currently take
place is to be completely enclosed.
The church has been a good neighbor over the past 13 years that we have been here and I
can only imagine what might be on this comer if the church was not there, maybe some
high density low cost housing.
Therefore, we have no objection to and support the proposed expansion of The Starlight

RE: Planned Expansion of Starlight Baptist Church
Dear Commissioners:
I learned at the June 15 Board of Adjustment meeting that, unlike Pastor Riggs, I am a terrible public
speaker. So rather than address you at tonight's meeting, I will relay my mounting concerns in this
letter, which I hope you will carefully consider.
The Winter Springs Code of Ordinances, Division 4, Section 20-163(b) states that "Any review of an
application or plan shall consider the character of the neighborhood in which the proposed use is
located and its effects on the value of surrounding lands..." The Ranchlands is a unique equestrian
community in Winter Springs zoned for minimum I-acre lots. There are fewer homes here than there
are current members of Starlight Baptist Church. We are not organized, we are not trying to grow. We
love our seclusion and our dirt roads. The Ranchlands is our home, not our weekly gathering place,
and our home is dear to our hearts.
The Starlight Baptist church asserts that it is a neighborhood church, a country church, a church that
fits into our neighborhood. While that may currently be the case, the facilities outlined in their plans
indicate that this is about to change.
SIZE: The seating capacity of 783 in the sanctuary, as presented to the Board of Adjustment, was
somehow transposed. The plans actually provide seating for 873 in the sanctuary: 600 on the first floor
and 273 on the second floor. To my knowledge, an 873-seat sanctuary is the second largest in Winter
Springs. Only St. Stephen's is bigger. By way of benchmarks, First Baptist Church of Longwood
seats 500, St. Augustine's in Casselberry seats 650 and St. Luke's in Oviedo seats 700. Unfortunately,
Starlight's plan does not stop at 873 seats for the congregation. Additional seating for 67 choir
members brings the occupancy of the sanctuary to 940, and there are classrooms for 266 occupants, a
multipurpose room for 160, a conference room for 55, a lobby that holds 329, office space for 20, and
infant/toddler rooms for 28. All tolled, the occupancy ofthe new building alone is 1,798. Moreover,
the church plans to retain all existing structures, including the current 400-seat sanctuary, bringing the
total site capacity to 2198, not including the two existing ancillary buildings and the 5000 square foot
basketball court they plan to enclose. This is a plan of tremendous magnitude.
LOCATION: While other area churches are on main roads in commercial areas, this very large
church will be in the center of our small, rural neighborhood. The church is, by its own admission,
growing in The Ranchlands because it cannot afford to purchase property on one of the more
appropriate thoroughfares. It does not seem right that the character of our neighborhood should be
sacrificed because a rural residential neighborhood is the only place this church can afford its
ambitious expansion.
ZONING: It is incongruous that Rl-AA zoning, which on one hand protects the integrity of our
community by dictating minimum I-acre lots, on the other hand includes conditional uses that expose
it to such inappropriate growth. These inapt conditional uses also permit schools and stadiums which,
considering the amount classroom space in the planned expansion and number of buildable lots
surrounding the church, are not out of the question for the future of The Ranchlands.
TRAFFIC: The church has indicated that the information from the traffic study presented at the June
15 BOA meeting is inaccurate and overstated. However, I personally counted 120 cars in the parking
lot on Sunday, June 25, for a less-than-full-capacity morning service. That's 240 traffic trips (not
including sixteen noisy bus trips) through The Ranchlands on a typical Sunday morning. I counted
another 40 parked cars that evening, which is an additional 80 trips. Since the current Sunday impact
on our roads is roughly 320 trips, doubling the congregation would reasonably double the number of
trips to 640. This takes into consideration the congregation in the main sanctuary only, so if anything,
the traffic study is understated.
While Hayes Road may have been paved to a high DOT standard, the road was never intended as a
thoroughfare. This volume of traffic is decidedly out of character with the neighborhood, detrimental
to our quality of life and, since the value of our homes lies in their quiet, secluded setting, it poses a
threat to our property values.
PARKING: Over the weekend, I received the July 2006 Country Roads newsletter, which raises
some very valid questions regarding the parking for the proposed expansion. According to the
newsletter, the plans allow for a maximum of 195 9' x 18' parking spaces. This is tight parking under
any circumstances, and at least 45 spaces short when they double their congregation. The question is,
with grass parking, no lines, and people taking up as much space as they feel they need, how do they
even expect to pack 195 cars in?
BUILDING HEIGHT: The Winter Springs Code of Ordinances, Division 4, Section 20-164, states
that "In R-lAA and R-IA One-Family Dwelling Districts, no building or structure shall exceed thirty-
five (35) feet in height." At 37' high, with a 13' steeple, the planned building is 2' over code and the
steeple is 15' over code.
It is more than reasonable to assert that the church's expansion is too ambitious for our neighborhood.
While most of us would be delighted to see them remove their current structures and replace them with
a more aesthetic building, a plan of this size is not appropriate. A 300 to 600-seat church is a
neighborhood church. The mega church they are planning belongs in a commercial area.
I hope that you will carefully consider all of these issues before making your decision tonight, and not
open the door to the degradation of our lovely neighborhood.

My wife and I have lived in Winter Springs for over 20 years, and absolutely love the area. When
Starlight Baptist Church (Starlight) moved into the old First Baptist Church (190 E. Bahama Road) on the
comer of Hayes Rd. and Bahama Rd, we were thrilled. The first thing they did was patch and paint. Every year,
I have seen improvements.
Before Starlight arrived, the lot had nothing to stop cars from cutting through from north Hayes Road to
south Hayes Road. This dangerous practice was brought to a halt when Starlight placed telephone poles around
the perimeter on Bahama and north Hayes Road. There was no landscaping in front of the building, but now
there is a well-maintained garden and wide sidewalk entrance and is no longer an eye sore to passersby.
Once Starlight purchased the property, they paid off all past due taxes and slowly started cleaning the
area up (hauling off trash, tore down old playground equipment, and filling in holes). However, there is only so
much you can do before you reach a diminishing return on your effort. Even though Starlight wants to do more
with what they have, it makes no sense to put more into something that will be insufficient when completed.
That is why the new building is needed.
What Starlight proposes to do will beautify the area and give the Ranchlands a focal point. It would
allow them to level and sod a new parking lot. I have seen plans for the new church, and trust me when I say, I
think everyone in the Ranchlands will be proud to say who their neighbor is. The landscaping alone will make
Hayes and Bahama look like a garden.
If you deny this building project, Starlight would probably have to sell the property and move to another
area. If they sold it, it would most likely go to another poor church, which would then have to start over,
because they would be just trying to payoff the bill for the property. Once they got to the point that they could
think about making things look better, it may have gotten worse. At some point, they too will have a building
program.
I live three houses down from Starlight, and I want to let you know I want Starlight to build the building
they are asking for and for you to work with them to make it possible to improve the community. By doing this,
we will be assured the comer will be improved. The property at 190 E. Bahama was started as a church, is a
church, and will always be a church. Do you really want to take a chance that another church could do a better
job?

Starlight but also for the Winter Springs Community.

Although data was also coIIecfed for Sunday and Wednesday evening service times. since Sunday mornings yield higher traffic volumes due
to higtIet ~. only SUnday rnoming data is evaluated.
Turning Movement Counts were observed over two hours for two Sunday mornings as members arrived. The highest volumes over a one
hour span were evaluated for peak hour directionat volumes as indic8ted.
To derive data for a worse case scenario, four of the highest 15 min.ute volumes within the two hourS were selected to comprise a complete
hour for each direction. This new set of data was evaluated for peak hour directional volumes as indicated in ~.
In addttion. another set ()f data was ooItected as memb&rs dismissed from sunday morning aervice$ between 12:00 & 1:00 pm. SInce the
direction of 1raftIc was reversed, the directional data here has also been reversed to stay with consistency of other directional volumes. This
data, lncIiQated In B!!!lY!!, yielded a higher flux of trafIic within a shorter interval of time, versus two smatJer fluxes over a longer interval of
time as with the arrival data.
