Authorization ITEM 502 REQUEST: The Parks and Recreation Department would like to inform the City Commission on the status of the Seminole County Youth Football League in regard to usage of city fields. PURPOSE: The purpose of this item is to clarify the status of the Seminole County Youth Football League field usage request. CONSIDERA TIONS: · The Parks and Recreation Department staff began communicating with Seminole County Youth Football League representatives in April 2006 regarding City field usage. · Parks and Recreation notified the Seminole County Youth Football League that we could not meet their request for a football field for practice 3 times per week from 6:00 PM - 8:00 PM from August 1 through November 25 and for games every Saturday from 10:00 AM to 3:00 PM. For 7 teams (154 players plus cheerleaders) from all over Seminole County · Parks and Recreation current practice field usage is provided for Two Soccer Leagues, the Winter Springs Grizzlies, and the Lacrosse League as follows: Fall Season Football! Soccer! Lacrosse Teams Practice Field Usage Trotwood Park 121 Teams CWP Expansion 76 Teams Wincey Property 36 Teams 233 Teams Practice on these fields 1 to 3 times per week. Consent Agenda Item 502 July 10, 2006 Page 2 · At the June 12,2006, City Commission Meeting Commissioner McGinnis asked the staff to bring back information. · Parks and Recreation Staff met with Mr. Shawn Sullivan Football Director of the Seminole County Youth Football League on June 29, 2006. He informed us that he had secured a game site at Soldiers Creek Park, and several practice sites in the county. All he was in need of was a practice site for one team made up of primarily Winter Springs players. · Parks and Recreation staff supported providing the Torcaso Park Football Field as a field rental for a practice site three times per week for the football season. Mr. Sullivan indicated that this would meet their need. · However, he asked us to reconsider the $ 19.00 per hour and the $ 12.00 per week field striping fee per Resolution 2002-31. Staff follows the Resolution in regards to all entities that schedule city field usage. · Parks and Recreation Schedules only limited team field usage at Torcaso Park because the CDBG Grant requires that the public (low and moderate income) have reasonable and sufficient hours of usage. · Parks and Recreation staff also suggested other possible sites for future usage including Winter Springs Golf Course, the soccer field area on Shepard Road near 17/92, and Jetta Pointe Park.
