HomeMy WebLinkAbout2005 05 09 Regular 506, On-Street Parking Recommendation for George Street COMMISSION AGENDA ITEM 506 CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X May 9, 2005 Meeting MGR ) V"/DEPT /~ Authorization REQUEST: Public Works Department Requests the Commission Consider the On-Street Parking Recommendation for George Street PURPOSE: The purpose of this agenda item is to provide the City Commission with the Recommendation for Allowing On-Street Parking for one side of George Street as discussed in the attached report. CONSIDERATIONS: The staff and residents on George Street have identified the lack of offstreet parking as a problem in their neighborhood. The problem is created by these residences generally having single lane driveway that are too short to have two cars in a row without the second car blocking the sidewalk. Currently, about two thirds of the residents park a vehicle across the street on City property. Staff retained the service of Ian Lockwood ofGlatting Jackson who has previously designed traffic calming projects and reviewed parking issues for us. Mr. Lockwood's recommendation to allow on-street parking on the house side of George Street is attached. The project would entail striping of the parking places, bulbouts at each end to serve as traffic calming deterrents, and sidewalk repairs/replacement. In order to be able to facilitate the recommendation., the code prohibiting on-street parking would need to be modified. Staff would suggest that on-street parking be allowed where adopted by resolution of the City Commission. Mr. Lockwood's position paper discussing on-street parking is also attached. Regular Agenda Item 506 May 9, 2005 Page 2 To implement the recommendations an ordinance changing the code would need to be prepared, funds appropriated or incorporated into next years budget for the striping, sidewalks and bulbouts, and the project infonnation disseminated to the residents. FUNDING: Funds are presently not budgeted for this project. The estimated costs is $20,000. RECOMMENDATION: It is recommended that the City Commission direct staff bring back an ordinance allowing on-street parking by resolution and to incorporate the $20,000 project costs into the forthcoming budget, and disseminate the information to the George Street residents. Public WorlcsIUtility Director City of Win tel' Springs 1126 Ea., S.R. 434 Winter Springs, FL 3270.8 Ro: George Street Parking GJ#I6645.01 Dear Kip: A site visit was complot.ed to George Street to help provide the City of Winter Springs with some direction regarding on-street parking on that street. My recommendation is to allow parking on the south side of the street with two-way operation. The remainder of thislcner describes wby and bow. George Street is a low-volume, short, straight, east-west street with single-family houses on the south side and an almost empty field on the north side. George S1teet services the driveways to the: houses. Moving from south to north. the cmss--section of George Street includes a sidewall< (4'), a valley gutter (2'), the pavement (20'), and another valley gutter (2'). There is no sidewalk on the north side of the street. Currently, City policy prohibits on- street parking on George Street as it does on all streets throughout the City. "'On-street"" parking w,u; present during the site visit (during a weekday afternoon) on the wutb side of the street. However, the cars were typically parking partially on the street and encroached on the valley gutter and sidewalk. The walking enviromnent on the sidewalk is poor due to the .sidewalk being blocked by the odd parked car plus the sidewalk's narrow width, lucauon irnmediately adjacent to the pavement, and lack of a barrier curb. There was also "off-street" parking in the field on the north side of the street and on Borne front lawns. It is likely that additional on-s1reel ond ofT-street parking would be prescot in the evenings and on the weekends. The street is wide enough to allow parking on one side and still have two.way operation. A width of IS' i.s the role of thumb for parking on one side with two.way operation for streets like Gorge Street. George Street is 20' wide and has valley gutters instead of vertical curbs. Consequently. George Street will easily accommodate parking on one side. The parking will also help improve the pedestrian environment a.long the sidewalk. Glam.g .Jaebo. ""'el [C Based f"lD the poor locations of the parked cars witnessed during the site visit, it is a reasonable conclusion that the local drivers need very clear direction with as to where to park. Col18equently. it is recommended that pavement markings be used to guide them in the foUawing way: a) a 'White line be used on the pavement next to the valley gutter to delineate the south edge of the parking spaces (because there is no vertical curb); b) white lines (7') be used a rho beginning and end of each stail; and c) short white lines be used to make T's andL's at the northern ends of the 7' lines to indicate the north edge afthe parking stalls (as shown in the sketch below). With regard to the City's on~street parking policy, it is recommended that, prior to implementing the project, the City Commis5ion pa&5 a resolution to accept tbis exception to the polic;y, aUowing parking within the markings. The parking policy may mred revising anyway due to the on-ij,treet parking being provided at the Town Center. . With regard to any major changes to the street, the foUowing is recommended: 1. If the street is to be rebuilt for any reason (e.g. utility work, redevelopment, etc.), then the following cross--section is recommended: sidewalk: (S'), landscaped strip (5' to 8'), vertical curb (6"), pavemont (25' including any sutter), vertieal curb (6") landscaped strip (5' to 8'), and sidewalk (5'). This would allow two-way operation and parking on both sides oflhe street. With this cross-section, pavement markings would be unnecessary to guide on-street parking. Bulb outs at the ends ofthe street and other traffic calming measures are rec.ommended to be included in any such project_ 2. The field on the north side of lhe street should be used for something to add value to the msting hou$es and to ule it in 0 loIsefUI manner. The fioo. recommendation would be build housing facing George Street with l\ pocket park. The second choice would build only housing. Commercial would not be recommended due to the abundant supply of conunercial property in the area. P::I.gcz [C If the aforementioned recommendations are followed. then the obvious desire for on.strcel. parking will be met, and it will be done in a prudent way. Furthermore, the SIred will be more pleasant. In addition, if a thlre is a street project or a development project, then the City has some initial guidance. The recommendations herein pertain to oQRstreet paruoM on lQCll.I and collector streets itl the City. Various parts ofthe.strcc\!l caJU10t have on-street parking (i.e. nexl to fire hydrants, near comers of inte~tions. on or aft", sharp curves. etc.) There is an old saying, '"No b'OOd deed goes unpunished," Clumging parking policies as de~cribcd lIbove will generally be well received, However, there will he unforcHCcD challenges such as: chool:ling the side of the street for thc OIHOtreet parking for collector lrtrccls; t~ odd resident who objects to anyone parking on the street in front of their property; etc. These problems need to be dealt with as tbe come up. Conclusion On..,;trcct parking is recommended for the City of Winter Springs for local 9"d collector streets along the policy lines dcst.:ri.bed aoove.
