REQUEST: Police Department requesting the expenditure of $32,970.00 from the
Special Law Enforcement Trust Fund to acquire two police vehicles for school resource
officer/community relations programs and two Automated External Defibrillators.
PURPOSE: This agenda item is needed to acquire Commission approval of the above
mentioned items.
CONSIDERATIONS: In September 2001 Bill Heard Chevrolet provided the use
of a Monte Carlo SS and Blazer LT to the Winter Springs Police Department to be used
at Indian Trails Middle School by the School Resource Officer and Community Relations
Officer teaching DARE at the three elementary schools. Bill Heard Chevrolet provided
the use of these vehicles at no expense to the City. At that time Bill Heard Chevrolet was
providing DARE and GREAT vehicles to all local jurisdictions. At the present time they
are unable to continue the program. Bill Heard has offered the Monte Carlo for
$15,718.50 and the Blazer for $12,718.50. A matrix of market value is listed below:

The Police Department would like to purchase both of these vehicles that will be used by
the Indian Trails Middle School Resource Officer/ GREAT Officer and Community
Relations/ DARE Officer for a total of$28,437.00.
Cardiac arrest is a life-or-death situation. The use of an Automated External Defibrillator
by a member of the Police Department can be instrumental in saving someone's life who
without this immediate attention might otherwise not survive. Frequently, officers in the
field arrive at the scenes of a medical crisis sooner than advanced life support units. The
immediate availability of an AED to a police unit will help save lives. The total cost of
the 2 defibrillators is $4,500.00.

Federal and State law requires that this agreement must be authorized by the Commission
of the City during one of its regularly scheduled meetings.
FUNDING: The source of funds for this item is the Special Law Enforcement Trust
Fund as follows

Currently there is $60,000.00 in the Special Law Enforcement Trust Fund.
RECOMMENDATION: Approve the proposal and the purchase of the 2001 Monte
Carlo, 2001 Blazer LT from Bill Heard Chevrolet for $28,437.00 and Automated
External Defibrillators with supplies for $4,500.00 which is a total expenditure of
$32,937.00.
IMPLEMENTATION SCHEDULE:
Immediately upon approval by Commission.
