REQUEST:
Deputy Mayor Michael S. Blake requests that the City Commission consider three
(3) Resolutions that the City of Oviedo passed at their June 5, 2006 Regular
Meeting, and review and approve three (3) similar City of Winter Springs
Resolutions, 2006-29, 2006-30, and 2006-31.
PURPOSE:
This Agenda Item has been requested by Deputy Mayor Blake so that our City
Commission can review the attached Resolutions that were recently passed by the
City of Oviedo and approve three (3) similar Agreements of our own, showing the
same support.
CONSIDERATIONS:
At the June 5, 2006 Meeting of the City of Oviedo Council, the City of Oviedo
passed the attached three Resolutions:
Resolution Number 1330-06: A Resolution Of The City Of Oviedo, Florida, In
Cooperation With The City Of Winter Springs, Florida Supporting A Request To
The Florida Department Of Transportation To Reduce The Speed Limit On State
Road 434 Within The Cities Of Oviedo And Winter Springs; And Providing For
An Effective Date.

And Construction Of A Toll-Free Roadway Between The City Of Oviedo And
The City Of Winter Springs And Providing For An Effective Date.
Resolution Number 1332-06: A Resolution Of The City Of Oviedo, Florida, In
Cooperation With The City Of Winter Springs, Florida To Commit To The
Development Of A "Dog Park" To Serve The Residents Of Both Cities And The
Unincorporated Area; To Request Financial Assistance From The Seminole
County Board Of County Commissioners; And Providing For An Effective Date.
Regarding action by the City of Winter Springs, Deputy Mayor Blake is
suggesting that the City Commission of the City of Winter Springs follow suit and
adopt three (3) similar Resolutions (see Attachments D-F) endorsing the same
actions that were approved by the City of Oviedo City Council at their June 5,
2006 Meeting. (Minutes from the City of Oviedo's June 5, 2006 Meeting were
unavailable when this Agenda Item was finalized).

RECOMMENDATION:
Deputy Mayor Blake is recommending that the City Commission consider the
attached three (3) City of Winter Springs Resolutions and approve them; and to
authorize Mayor John F. Bush to send a letter of thanks on behalf of the City of
Winter Springs City Commission for their support and for their three (3) related
Resolutions.

RESOLUTION NO. 1330-06
A RESOLUTION OF THE CITY OF OVIEDO, FLORIDA, IN
COOPERATION WITH THE CITY OF WINTER SPRINGS, FLORIDA
SUPPORTING A REQUEST TO THE FLORIDA DEPARTMENT OF
TRANSPORTATION TO REDUCE THE SPEED LIMIT ON STATE
ROAD 434 WITHIN THE CITIES OF OVIEDO AND WINTER SPRINGS;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida are
municipalities through which State Road 434 traverses; and
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida recognize
that State Road 434 is a state maintained roadway with a speed limit instituted by the state; and
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida desire to
see a reduction in the speed limit on State Road 434; and
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida believe
such a reduction in the speed limit along State Road 434 would reduce the amount of vehicular
incidents including vehicular to vehicular collisions, vehicular/pedestrian collisions, near misses
and speed-related traffic infractions; and
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida are in full
and complete agreement that the state roadway agency should act post haste to reduce the speed
limit on State Road 434 from its current limits of 35-miles per hour in some areas and 45 miles-
per-hour in other areas to 30 miles-per-hour resulting in a safer roadway.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
OVIEDO, FLORIDA, hereby concurs with the Winter Springs City Commission in supporting
a request to the Florida Department of Transportation to reduce the speed limit on State Road
434 within the corporate limits of Oviedo and Winter Springs.

A RESOLUTION OF THE CITY OF OVIEDO, FLORIDA, IN
COOPERATION WITH THE CITY OF WINTER SPRINGS,
REQUESTING THAT METROPLAN ORLANDO AND THE ORLANDO
TURNPIKE AUTHORITY CONSIDER FUNDING THE PLANNING AND
CONSTRUCTION OF A TOLL-FREE ROADWAY BETWEEN THE
CITY OF OVIEDO AND THE CITY OF WINTER SPRINGS AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida are
municipalities within Seminole County; and
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida recognize
that the citizens of both cities travel between the municipalities on a daily basis for business and
pleasure along Florida Turnpikes 417, paying a toll of .75 cents for the benefit of the roadway
authority; and
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida desire to
have a toll free roadway traversing the distance between the two municipalities providing
unfettered access for commuters between the cities; and
WHEREAS, the City of Oviedo, Florida and City of Winter Springs, Florida request that
Metroplan Orlando and the Orlando Turnpike Authority consider funding the design and
construction of a toll free artery of at least one lane or some other accomodation in each direction
providing for ease of travel between Oviedo and Winter Springs and areas of unincorporated
Seminole County; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
OVIEDO, FLORIDA, hereby concurs with the Winter Springs City Commission to formally
request Metroplan Orlando and the Orlando Turnpike Authority to consider funding the design
and construction of a toll free roadway that connects the cities of Oviedo, Florida and Winter
Springs, Florida.

PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Oviedo, Florida and the City of Winter Springs, Florida are

and
WHEREAS, the City of Oviedo, Florida and the City of Winter Springs, Florida have
determined that the development of a dog park is would meet an important need for residents
who own canines in the City of Oviedo, in the City of Winter Springs and in unincorporated
eastern Seminole County; and
WHEREAS, the City of Oviedo, Florida and the City of Winter Springs, Florida believe
that it is appropriate for Seminole County to provide financial support for the construction of
said facility that would also be utilized by unincorporated area residents.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
OVIEDO, FLORIDA, that it hereby concurs with the Winter Springs City Commission to
commit to assist in the design and construction of a "dog park" to be funded by both cities and
the Seminole County Board of County Commissioners.

regarding the issues that are important to your City and Winter Springs. I believe this is a
major step in inter-local cooperation between our two cities that can only lead to
improving the quality of life for all residents.

this letter). The next step would be for our cities to jointly approach the Seminole County
Commission for further support and action on these issues.
