Authorization REQUEST: The Public Works Department is advising the City Commission on current progress of the Beautification Division. PURPOSE: This agenda item is to update the Commission on status of Beautification projects and activities within the City of Winter Springs. CONSIDERA TION: BOARDS Tuscawilla Lighting and Beautification District - Deteriorated landscaping has been replaced in March 2005 at the Tuskawilla Road main entrance fountain areas, Government Services Group has submitted a proposal to compose a Capital and Maintenance Assessment Program for installing street lighting and decorative signage along Northern Way, Shetland, Tuscora, Seneca, Howell Creek, Deer Run, Vistawilla, and Seneca. The estimated capital project cost is $450,000,00. The Advisory Board expects to bring additional information on the project to the Commission in mid-2005. Construction of the State Forestry tree grant project, a 50% match ($17,500.00 total cost), for installation of trees along Winter Springs Boulevard will start in May 2005; completion within (30) days, The Winter Springs Boulevard decorative street light poles are being painted as needed during the next (60) days. Bids for the grounds maintenance of the T.L.B.D. have been received and are under evaluation, The current annual grounds maintenance contract with P&L Lawn Service has a value of$ 101,626.20, Oak Forest Wall and Beautification District - Bids for the landscaping and irrigation capital project have been received and reviewed by the Advisory Board, Staff will be presenting the recommended bidder for contract in April 2005. The Advisory Board plans to have landscaping for the Lorie Taylor Memorial Garden installed by May 13, 2005, Dick Taylor has purchased a monument to be placed during the dedication ceremony. Eastwood Tuff Turf, grounds maintenance contractor, is performing to standard. The annual grounds maintenance contract was renewed for May 1 st, 2005, with a contract value of $ 8,164.00. April 25, 2005 Informational Agenda Item 303 Page 2 Beautification of Winter Springs - The Community Grant Project is going well with many interested citizens calling to discuss the program. Complete grant packages will be presented to the Commission for approval in late May 2005. Beautification currently has $15,000,00 (line code 4411-58000-30077) earmarked for this project. The Advisory Board has been organizing the Annual Arbor Day event to be held April 30, 2005 - 9am, on Blumberg Boulevard in the Town Center. The Arbor Division has secured more than 700 trees to distribute to Citizens during the 2005 Arbor Day Event. The Winter Springs Highs School group is being contacted to verify their participation in the Bat House Program for Central Winds Park. An update will be provided when more information is available. FACILITIES Our facilities consist of City Hall, the Public Safety Building, Public Works Building, the Fire Stations, the Water Plants, and the Reclaimed Water Plants. The appearance of our facilities continues to be upgraded with landscape enhancements at each location, Minor replacements such as sod, plantings, and trees are being installed at the City Hall Complex. The annual grounds maintenance contract was renewed on February 1 st, 2005, and is currently valued at $38,545.96 per year. TUSKA WILLA ROAD Eastwood Tuff Turf, the grounds maintenance contractor, is performing to standard and communicating with staff The annual grounds maintenance contract was renewed on May 1 st, 2005, with a current contract value of$41,692.50 per year. CITY RIGHTS OF WAY. MEDIANS, AND PONDS DawnaLee Corporation, grounds maintenance contractor, is performing to standard and communicating on a weekly basis with staff, The annual grounds maintenance contract, which started September 1st, 2004, is currently valued at $105,216.75 per year. SR 434 RIGHTS OF WA y, MEDIANS, AND PONDS Automobile accidents continue to be an issue on the SR 434 medians, claiming roughly $10,000.00 in trees per year, most of which is recovered through insurance claims. DawnaLee Corporation, the grounds maintenance contractor, is performing to standard and communicating with staff. The annual maintenance contract, which started October 1st, 2004, is currently valued at $85,260.00 per year. TOWN CENTER DISTRICT The Town Center District currently consists of Market Square, Magnolia Square, and Blumberg Boulevard; including rights-of-way areas in the vicinity. Currently, patriotic banners are being ordered for the July 4th event to be installed on the Tuskawilla Road and Blumberg Boulevard street light poles, Staff is working on conceptual 'year round' alternating banners that will attempt to capture, in design, the heart of the Winter Springs Town Center. Markham Woods Landscaping, current grounds maintenance contractor, has been terminated due to quality issues, Ken-Lin Landscaping will start maintenance as of May 1,2005 at an annual cost of$ 17,372.00, April 25, 2005 Informational Agenda Item 303 Page 3 PROJECTS SR 434 Beautification Project (Grant) - Original program re-imbursement was projected to be $179,427.43, with installation by the Public Works and Utility Departments, The project was completed below original projections with a total re-imbursement of $153,089.85. Installation is now 100% complete. Forestry Grant: The City of Winter Springs has been awarded (2) grants: one for the hiring of a tree worker ($32,000,00), and one for tree installations along Winter Springs Boulevard ($17,500,00), The grants are a 50% match and must be completed by September 2005, The projects are on schedule. Additional grants for the 2005/2006 budget year have been applied for with the Department of Forestry. Staff is awaiting results. Holiday Tree: The holiday tree has been relocated to the new Central Winds Park expansion. Town Center - Building 2 Sidewalk: Construction ofthe Building 2 sidewalk in the public right- of-way, by J Raymond Construction, is scheduled to be completed by May 15, 2005. The project is on schedule. Kingsbury Fence: Installation of fencing to be placed along the Kingsbury property, in the public right-of-way, is scheduled to begin by April 27, 2005. The project should be complete within 5 days of commencement, Project Bid System: The Urban Beautification Division and the Information Services Department have been working on a service contract bid system for the City of Winter Springs Web site, The project has been in beta testing for several months with positive results. Additional information on this project will be provided as it becomes available. Hurricane Tree Replacements: Replacement trees are being installed throughout the City in right-of-way areas. To date, over 150 trees have been purchased and 25% have been installed for this project. Street Lighting Upgrade Projects: The following areas are either in process or being considered for future decorative street lighting upgrades. Many are a direct replacement for current baseline Progress Energy owned and maintained roadway poles and light fixtures, The City currently allows a monthly amount of$ 10.32 (baseline cost) per streetlight toward upgraded costs. 1. 2, 3. 4. 5.
