HomeMy WebLinkAbout2002 12 09 Regular P Add-On Town Center Sign Permits 120902 ADD ON Regular P Town Center Sign Pennits COMMISSION AGENDA ADD-ON ITEM P CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X December 9,2002 Meeting MGR~T Authorization REQUEST: City Manager requesting the City Commission to give authority to Staff to approve Sign Permits in the Town Center requiring only copy and lettering review. PURPOSE: This agenda item is needed to expedite the issuance of Sign Permits. CONSIDERATIONS: Section F.l of the Town Center Code provides that "all signs shall be subject to a discretionary aesthetic appropriateness review by the DRC". There are a number of permits backing up in the system. Due to the requirement of the Town Center Code for the Commission sitting as the DRC to provide the aesthetic review, tenants can be held up in December for a month, and as much as three weeks in a regular month when the Commission meets twice. The copy area of the signs is approved in the Building Front Elevations by the Commission. The standard for lettering in the Code is clear. Therefore, as long as there is an approved front elevation of the building defining the copy area, Staff would like the authority to approve the lettering that would be placed in the appropriate copy area as defined in the front elevation of the building approved by the Commission. Staff would not approve any lettering that is inconsistent with the Sign Code Section of the Town Center Plan. Additionally, Staff would refer all sign proposals to the Commission sitting as the DRC which were in conflict with the copy area approved in the Building Front Elevations. 120902 ADD ON Regular P Town Center Sign Permits FUNDING: N/A RECOMMENDA TIONS: Staff is recommending that the City Manager be authorized to approve sign permits which are consistent with sign copy area defined in Building Front Elevations approved by the City Commission and the provisions of Section F (Sign Section) of the Town Center Code. General Requirements * All signs shall be subject to a Discretionary Aesthetic Appropriateness Review by the DRC in order that signs are consistent and in hannony with the Winter Springs Town Center. The DRC shall use graphics in this section as non- binding guidelines, but shall make a determination of appropriateness on a case by case basis. *Signs shall be flat against the facade, mounted projecting from the facade, or mounted above the top ofthe facade. Free standing monument signs are pennitted by special exception along State Road 434 frontage. *Signs shall be externally lit. Individualletters and symbols may be internally lit or back -lit. ~ 2. Finish Materials *Wood: painted ornatural *Metal: copper, brass, galvanized steel *Painted Canvas *Neon *Paint/engraved directly on facade surface 3. Configurations *Maximum gross area of signs on a given facade shall not exceed 10% of the applicant's facade area. *Maximum area of any single sign mounted perpendicular to a given facade shall not exceed 10 square feet. *Signs shall maintain a minimum clear height ) Desirable .
