Authorization REQUEST: UtilityIPublic Works Department is Requesting Approval of Resolution 2006-28 Supporting A Utility Easement Request For Crossing the Cross Seminole Trail PURPOSE: The purpose of this Board item is to request approval of Resolution 2006-28 supporting a Trail Crossing Utility Easement Application to the State of Florida Department of Environmental Protection Division of State Lands, Bureau of Public Land Administration for a sewage force main crossing. CONSIDERATIONS: This resolution is required by the State to demonstrate the local government support of the requested easement. The utility easement is needed to construct the sewage force main from the Jesups Landing project as shown in the approved final engineering. The easement will be turned over to the City from the developer once completed. The City already has a water main and reclaimed water main crossing at this intersection. Resolution 2006-28 COMMISSION ACTION: Attachment No. 1 RESOLUTION NUMBER 2006-28 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA SUPPORTING THE REQUEST OF AN UPLAND EASEMENT APPLICA TION TO THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, DIVISION OF STATE LANDS, BUREAU OF PUBLIC LAND ADMINISTRATION FOR A UTILITY EASEMENT CROSSING THE CROSS SEMINOLE TRAIL. WHEREAS, the City Winter Springs has actively supported the construction of a greenways and trails system in Winter Springs and Seminole County and is dedicated to offering a wide range of recreational and alternative transportation uses which will allow the City's citizens and visitors to enjoy the natural beauty of Winter Springs; and WHEREAS, the City of Winter Springs overwhelmingly supported the design and construction of the Cross Seminole Trail, specifically named in the approved referendum; and WHEREAS, the City of Winter Springs has approved the construction of the Jesup's Landing project near Lake Jesup; and WHEREAS, the provision of water and sewer to new development is integral to the protection of natural resources and a requirement of the City of Winter Springs Comprehensive Plan; and WHEREAS, the proposed easement at the Central Winds Parkway trail crossing will not detract or restrict the use of the trail; and NOW THEREFORE, BE IT RESOLVED, that the Commissioners of the City of Winter Springs, Florida hereby requests the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida grant an Upland Easement as described in the attached exhibits for the construction of the Blumberg Trail through the Winter Springs Town Center.
