Authorization REQUEST: Community Development Department, Urban Beautification Services Arbor Division, requesting approval for the installation of canopy trees along the Cross Seminole Trail in front of the Parkstone Development. PURPOSE: The purpose of this Board item is to request authorization for the installation of canopy trees along the Cross Seminole Trail, in front of the Parkstone Development, by Morrison Homes, as part of the Landings at Parkstone Development. CONSIDERATIONS: The Landings at Parkstone is currently under construction adjacent to the front of the Parkstone Community along SR 434. This area is bordered, in front, by the Cross Seminole Trail, which is currently in need of trees to enhance the trail experience by providing much needed pedestrian tree canopy, shade and character. Canopy trees in this area will also serve as a buffer between SR 434 and existing homes in Parkstone. Morrison Homes has generously agreed to provide trees for the length of the trail area, in front of the Parkstone Development. Unfortunately, due to unforeseen site conditions that manifest themselves during construction, installation of ninety-seven (97) Live oak trees originally purposed for the Landings at Parkstone is now impractical for reasons that include: proximity to buildings, soil conditions and other survivability conditions that now exist within the site. City Staff has identified this problem in the field and worked diligently with Morrison Homes to find an equitable solution for the necessary tree installations on the Project. The canopy Live oak trees that were planned for installation in swales and directly 061206_ COMM _ Consent_ 401_ Cross_Seminole _ Trail_Tree PIanting_ At Parkstone next to buildings and brick walls are proposed to be exchanged on a point for point value basis (no net loss of tree cost or quantity) and installed along the Cross Seminole Trail. Staff has received verbal agreements from Seminole County Parks and the Parkstone Homeowner's Association Board for the canopy tree installation along the Trail. Approval will be finalized with Seminole County in an addendum to the City's current Cross Seminole Trail Maintenance Agreement once this item has been approved. Plans for canopy tree installations along the Cross Seminole Trail System include the proposed section at Parkstone as well as select areas along Central Winds Park and behind Winter Springs High School at a total cost of over $175,000. The proposed Parkstone installation plan will reduce the City cost for canopy tree installations by $60,000 along the Cross Seminole Trail. FUNDING Supplemental funding for the canopy tree purchase and installation is not required. Funding for establishment and maintenance of the canopy trees, at a cost of $6,000 annually, will come from the Urban Beautification Line Code (1525-54682) - R&M Grounds, beginning in FY '06 -07. This funding will include manual watering of the new trees until automatic irrigation is established in the area. RECOMMENDATION: Staff recommends the Commission approve the installation of canopy trees along the Cross Seminole Trail, in front of the Parkstone Development, by Morrison Homes, as a point for point value exchange for (97) Live oak canopy trees that were planned to be installed within the Landings at Parkstone Development. Staff also recommends the Commission approve the required maintenance for the establishment and care of said canopy trees installed along the Cross Seminole Trail, in front 061206_ COMM _ Consent_ 401_ Cross_Seminole _ Trail_Tree PIanting_ At_Parkstone of the Parkstone Development, at an annual cost of $6,000, taken from the Urban Beautification Line Code (1525-54682) - R&M Grounds beginning in FY '06 -07. IMPLEMENTATION SCHEDULE: Morrison Homes will install the canopy trees along the Cross Seminole Trail within (90) days after Commission approval. City Staffwill work with Morrison Homes on strategic placement of the canopy trees along the Cross Seminole Trail at Parkstone. ATTACHMENTS: 1. Morrison Homes Confirmation Letter 2. S.R. 434 Winter Springs, FL 32708 Steve: Please allow this letter to serve as confirmation that Morrison Homes will relocate trees from internal to the Landings at Parkstone Community to the trail right-of-way in front of Parkstone, from the Eastem most boundary of Parkstone to the Westem most boundary of Parkstone, with an equivalent point value as calculated below: Parkstone contains 97 Live Oak Trees at a Preferred Plant Credit Value of 4 for a total of 388 points. Morrison Homes will provide and install an equivalent amount of trees equaling the 388 points in the species that the City deems survivable taking into account the soil conditions in the Trail right-of-way. We will coordinate with the City to install the trees once the City has installed the irrigation. I would also like to clarify and confinn the elimination of the Crepe Mrytles that are specified for installation in the Swale areas within the Landings at Parkstone community to be replaced with 2 to 3 Sable Palms or native Dahoon Hollys, per each Crepe Mrytle eliminated. Per our conversation these species have a higher probability of surviving in the wet soil condition expected in these areas. Lastly, I would like to confirm the installation of modified plant material species around the buildingsltownhome units to enhance the landscaping as proposed and approved on the landscape plans. I ask that we have the ability to install, upon your and Mike Mingea's approval, plant material that lends a higher survivability rate and enhances the look of our community.
