REQUEST: The Customer Service Department- Arbor Division is updating the City
Commission on the progress of our annual Arbor Day Celebration to be held on
April 30, 2005 and is also requesting the City Commission to authorize a
supplemental appropriation in the amount of$5,000 from the Arbor Fund to
account 110-54685 for funding of Arbor Day.
PURPOSE: The purpose ofthis item is to obtain Commission approval to allocate supplemental
appropriations of $5,000 for the funding of Arbor Day and provide status to the
Commission on the Arbor Day events.
CONSIDERATIONS:
1. The Customer Service Department-Arbor Division will host Arbor Day on April 30, 2005 in the
Town Center on the median of Blumberg Boulevard between Tuskawilla Road and Big Cypress.
This location will expedite traffic flow to and from the event.
2. In order to be able to furnish enough give away trees as the city has done in the past due to the
increase in citizen's demand due to the three hurricanes experienced in 2004, the Arbor Division
would need $5,000 to be available to cover the costs of purchasing the trees.
3. As part of Arbor Day the city would like to offer space to non-profit organizations to display
their wares related to environmental concerns and as a service to the public. Some of these
groups include the Seminole Audubon society which will address questions on tree care and wild
life habitat creation.
4. We have received donations from some of our local city based tree service companies totaling
$1,000 to help fund the promotion and facilitation of the event. These merchants will provide
and display equipment and staff so the public could be aware ofthe service they offer in our city.

5. Since this is the 75th Anniversary of the Cub Scouts (Internationally), staffhas invited them to
join us celebrating National Arbor Day here in Winter Springs. They will present the flag colors
and lead the Pledge of Allegiance to open our ceremony.
6. Following the Arbor Day event, the city arborist along with a public works crew will install a
large oak tree in front of City Hall and perform a dedication ceremony in honor of the 75th
Anniversary of the Cub Scouts.

A supplemental appropriation from the Arbor Fund for the following expenditures:
Trees, Signage

RECOMMENDATION:
Staff recommends The City Commission approve the supplemental appropriation in the amount
of$5,000 to cover the required costs associated with the purchase of trees and signage for Arbor
Day.
