HomeMy WebLinkAbout2006 05 22 Regular 302 Landscape SR434 Median Town Center COMMISSION AGENDA ITEM 302 CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X May 22,2006 Meeting MGR/DEPT Authorization REQUEST: The Community Development Department, Urban Beautification Services Division, is requesting the City Commission approve a plan and funding for landscape improvements to the SR434 Medians as part of the Town Center District Landscaping Program. PURPOSE: This agenda item is needed for the City Commission to approve a beautification plan and to authorize Phase 1 of the beautification plan, in the amount of $45,000, for the SR 434 medians, located in the Town Center District between Central Winds Park and the Cross Seminole Trail Bridge. CONSIDERATIONS: The Winter Springs Town Center is entering Phase 2 of construction with several subdivisions currently being developed within the Town Center District. As part of beautification plans for the Town Center District, medians on SR 434 from Central Winds Park to the Cross Seminole Trail Bridge will require upgrading of existing landscaping amenities. Currently, SR 434 medians located in the Town Center District are primarily landscaped with Crape myrtle (deciduous) trees and dated shrub installations within the median end caps; which are currently in need of replacement. During the yearly dormant season, the landscape lacks evergreen foliage which diminishes the appearance of a fully landscaped corridor, however, the use of certain deciduous plant material produces the requisite seasonal color along the corridor and concurrently meets the Florida Department of 052206_ COMM _Regular _302 _SR434 _ Town_Center _ District_Median _Landscaping Transportation (FDOT) requirement for clear trunk and 'break away' of plantings during an auto accident. Staff feels it is prudent to move forward with the installation of softwood evergreen trees and shrubs that will compliment existing landscaping, provide a lush appearance, and will also offer the perception of traffic calming along the SR 434 roadway. This additional landscape installation is also in keeping with the original intent of the original concept to expand upon the median landscaping in the future. PHASES - SR 434 Town Center District Median Landscape Program (SR 434 Town Center Medians from Central Winds Park to Cross Seminole Trail Bridge): 1. Partial landscape package at $45,000. (Funds Available) a. Landscaping consisting of drought tolerant trees and shrubs through a limited portion of median greenbelt areas to reinforce existing plant beds. b. Additional bubbler irrigation to all new trees. 2. Finish landscape package at $97,000. a. Landscaping consisting of drought tolerant trees and shrubs throughout the remaining median greenbelt areas by adding beds in strategic locations. b. Replacement of landscaping at median end caps. c. Additional bubbler irrigation to all new trees. 3. Hardscaping of median end caps at $128,000. a. Brick hardscaping at all median end caps with new shrubs directly in rear. Potential match funding may become available through the Florida Department of Transportation (FDOT) Highway Beautification Program after July 1,2007. Grant funding may also be available to the City for additional trees in the 2007 Urban Forestry Grant Program. City Staff will work to secure grant funding as it becomes available and will keep the City Commission informed as to progress. 2 052206_ COMM _Regular _302_ SR434 _Town_Center _ District_Median _Landscaping FUNDING: Funding for Phase 1 of the SR 434 Town Center District Median Landscape Program in the amount of $45,000 shall come from available funds in Line Code (110) of the Arbor Fund. RECOMMENDATION: It is recommended that the City Commission authorize Staff to move forward with Phase 1 of the SR 434 Town Center District Median Landscape Program as outlined at a cost of $45,000. IMPLEMENTATION SCHEDULE: Staff will make permit application to the Florida Department of Transportation (FDOT) within (60) days for Phase 1 of the program. The project should take (30) days to complete once approved by FDOT. ATTACHMENTS: 1. All deciduous trees lose their leaves every year for several months. SR 434 Median - West View Dahoon Hollies are a softwood evergreen that keeps it's foliage year round. Creating median landscape pockets along a roadway encourages traffic calming. SR 434 Median - East View F.D.O.T. does not permit hardwood trees to be installed on state medians without approved curbing and mounding within the median. Plantings must break-away during vehicular impact. SR 434 Median - East View *Ligustrum trees are also an evergreen softwood tree that will break-away during an impact.
