REQUEST: Fire Department Requesting Authorization to Accept a Local Foundation Grant
for $13,000 to Purchase an All-Terrain Vehicle and Trailer for Patient Transport
and to Authorize a Supplemental Budget Appropriation for Equal Amount.
PURPOSE: The purpose of this Commission item is to request authorization to accept a $13,000
local foundation grant from the Joseph G. Markoly Foundation and authorization to
the Fire Department to expend the grant funds through a supplemental budget
appropriation to Fund 170 - Medical Transport for purchase of the equipment through
a State Contract not to exceed $13,000.
CONSIDERATIONS:
The Fire Department applied and received a grant from the Joseph G. Markoly
Foundation for the sole purpose to purchase an all-terrain vehicle with a rear patient
carrier, accessories and towing trailer. This equipment will be utilized by the Fire
Department primarily for Cross Seminole Trail emergencies and to provide services at
special events. In the past the Fire Department has borrowed a similar unit from the
Oviedo Fire Department and the unit has proved to be extremely maneuverable in
constricted areas. In the next few months the Cross Seminole Trail will expand into
the western portion of the city coupled with additional request for special events at
Central Winds Park and Downtown Winter Springs. The addition of this type of
response unit will allow more efficient rescue services to be provided.

FUNDING:
The $13,000 grant funds will be deposited upon acceptance by the City Commission in
the Medical Transport Fund 170 and will be made available to purchase the described
equipment in the Capital Expenditures, Other Equipment Line Code in Fund 170-
64000. Expenditure of funds will occur within 90 days.
RECOMMENDATION:
It is recommended that authorization be granted to accept the local foundation grant of
$13,000 and to approve a supplemental appropriation of equal amount to the Fire
Department, Medical Transport Fund 170, Other Equipment Line Code for purchase of
a all-terrain vehicle with patient transport capability including a trailer from State
Contract.
IMPLEMENTATION SCHEDULE:
The delivery of the equipment will occur within the next 90 days.

I am pleased to inform you that the Board of Directors of the Joseph G. Markoly Foundation
has approved a grant for your organization of $ 13,000.00. A check in this amount has been
enclosed. These funds are to be applied to the purchase of an all-terrain vehicle, "Med-Bed"
rear patient carrier, accessories and towing trailer.
Please make note of the following conditions of this grant:
1. Grant funds and income earned thereon may be expended only for the purposes
outlined in this award letter. No substantial variance from the grant's intent may be
made without prior written approval from the Joseph G. Markoly Foundation.
2. Any grant funds or income earned, which are not expended or committed as
stipulated in this letter, must be returned to the Joseph G. Markoly Foundation.
3. The Joseph G. Markoly Foundation reserves the right to request an audit of the
allocation made for each program award. The Grantee will be given reasonable
notice in writing of an audit request.
4. Endorsement of the enClosed grant check implies acceptance by the Grantee of all
aforementioned conditions.
