Authorization REQUEST: City Manager requesting the City Commission to approve a supplemental appropriation of $13,000 for design and annexation studies related to the City's possible reconstruction, operations, acquisition, and annexation of Soldiers Creek Park. PURPOSE: This agenda item is needed to fund studies related to the City Commission's desire to explore the feasibility and desirability of annexing, acquiring, reconstructing, and operating Soldiers Creek Park. CONSIDERATIONS: The City Commission has demonstrated an interest in taking over Soldiers Creek Park from the County, involving the reconstruction of the park to meet City standards, annexation of the park and its surroundings, operations of the park, and the City possibly acquiring the park from the County. To develop the factual information needed for the Commission to determine the economic feasibility and the desirability of these actions, we need to perform cost and benefit studies related to acquisition, construction, operations, and annexation of the park and its surroundings. FUNDING: Staff is recommending the following: 1. The City enter into a contract with Land Design Innovations to conduct an annexation study in an amount not to exceed $10,000. 2. The City enter into a contract with S.R.I. to develop a conceptual design and cost study in an amount not to exceed $3,000. 032805_ COMM _ Consent_ 203_ Soldiers_Creek ]ark _Annexation RECOMMENDATION: It is recommended that the City Commission approve the following: 1. Approve a supplemental appropriation from General Fund Reserves of $13,000 to conduct studies needed to determine the economic feasibility and desirability of taking over Soldiers Creek Park. 2. Authorize the City Manager to enter into a contract with L.D.I. in the amount of$lO,OOO, and S.R.I. in the amount of $3,000 to perform the necessary studies. ATTACHMENTS: None COMMISSION ACTION:
