HomeMy WebLinkAbout2006 04 24 Public Hearing Item 204 Vistawilla Office Center CITY COMMISSION ITEM 204 Consent Information Public Hearing X Regular April 24. 2006 Meeting MGR./DEPT Authorization REQUEST: The Community Development Department- Planning Division requests that the Commission hold a Public Hearing for the Aesthetic Review ofthe Vistawilla Office Center, located on the south side of SR 434, just west of the Greeneway interchange PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards and aesthetic appropriateness set forth in Subsection 20-321 (b) (1) of the Town Center Code. APPLICABLE LAW AND PUBLIC POLICY: Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs Section 9-601. Approval prerequisite for permits. Section 9-605. Submittal requirements. CHRONOLOGY: March 28. 2005- Mr. Tom Corkery commented during public input on his desire to construct two class "A" office buildings on property available on the south side of SR 434 and east of the Hess station. August 22. 2005- Conceptual Plan approved by the City Commission (relative to the reduced setback from 50' to 25' along SR 434) for construction of two office buildings totaling 79,000 square feet. January 4. 2006- The Planning and Zoning Board recommended the Phase I site plan be approved, subject to conditions. January 23.2006- The City Commission approved the final engineering/site plan for Phase I CONSIDERATIONS: The submittal requirements for aesthetic review are set forth in Section 9-605 and include the spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of April 24, 2006 City Commission Public Hearing Agenda Item 204 height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; ( e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The Vistawilla Office Center will be the first office center adjacent to the City's Greeneway Interchange zoning district. This area has been targeted as an area for mixed-use development with higher density residential and commercial enterprises oriented toward the nexus of the intersection of SR 434 and the Greeneway. As the first office center adjacent to the Greeneway Interchange zoning district, the Vistawilla Office Center will serve as a model for future development projects in the area. Staff has worked diligently with the applicant to incorporate more detail into the exterior facades of the buildings so that these buildings become an asset to the City as well as a good model for future Greeneway development. This detailing is necessary to enhance the "tilt- up" facade construction. In addition, staff has worked with the applicant to modify the landscape plan to provide a "high end" appearance while still meeting the City's Comprehensive Plan requirement for 50% native or xeric plant material. The buildings have been moved closer to the roadway with parking placed behind the buildings to establish a closer relationship between the buildings and the roadway, without the usual large parking lot out front. A black granite canopy has been added to the front and rear building entrances and a small reveal with contrasting color has been added above the entrance areas for the full height of the building. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. This project is the first office center within the surrounding area and represents a substantial upgrade from the adjacent commercial properties. This project will serve as a model for future development within this area and the adjacent Greeneway Interchange area. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street 2 April 24, 2006 City Commission Public Hearing Agenda Item 204 within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. As previously mentioned, this project represents the first of its type in the surrounding area and, as such, should not be compared to the existing nearby commercial sites. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. As previously mentioned, this project represents the first of its type in the surrounding area and, as such, should not be compared to the existing nearby commercial sites. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The proposed project appears to adequately address the minimum criteria of the Comprehensive Plan, the SR 434 New Development Overlay District, and are compatible to much of the Greenway Interchange Zoning District (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. Staff has been working with the applicant to add exterior detailing to the tilt-up construction. While this type of construction has been used on a wide variety of projects, including high end office buildings, it must be supplemented with architectural embellishments to add depth, character, and architectural interest to the buildings. The applicant has added several items that enhance the building's exterior. These items include the entranceway detailing and material upgrade, the color differentiation of the entrance, and the raised parapet sections near the roof of the building. Staff had requested the addition of a cornice and expression line. Staff is still of the opinion that the addition of at least one of these elements would greatly enhance the appearance of the buildings. FINDINGS: · The proposed project is consistent and compatible with the SR 434 New Development Overlay zoning district. 3 April 24, 2006 City Commission Public Hearing Agenda Item 204 · The proposed building elevations reflect similar detailing to the Concept elevation included in this agenda packet. · Phase I engineering and site plan have been approved and initial site work has begun. · The development will be an asset to the surrounding area and the adjacent Greeneway Interchange zoning district with the addition of new buildings that include the amenities and details being proposed. Staff is still supportive ofthe inclusion of either an expression line or a cornice on the buildings. STAFF RECOMMENDATION: Staff found the Applicant's request for Aesthetic Review, in compliance (except as noted) and recommends that the Commission provide any guidance the Commission deems appropriate.
