REQUEST:
The Community Development Department- Planning Division requests the City Commission hold
a Public Hearing for the Aesthetic Review for the Colonial Bank located on the southwest comer
ofSR 434 and Vistawilla Drive, on Lot 3 (out-parcel No.1) of Tuscawilla Tract 15-Parcell-C
(former Kash 'n Karry shopping center, now Metro Church).
PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive
community development consistent with the intent and purpose of Article XI - Minimum
Community Appearance and Aesthetic Review Standards.

CONSIDERATIONS:
The building is located in the center of the out-parcel site, with vehicular circulation and parking
enveloping it. The arched entryway which faces SR 434 is flanked with columns, wall sconces and
planters. Parking is screened from SR 434 (as required by Code) and the building includes a nice
mix of foundation plantings and trees. Drive through aisles are located at the rear of the building

(as required by Code). A cross access easement to the site is from vehicular drives within the
former Kash 'n Karry site which tie into both Vistawailla Drive and SR 434 .
The submittal requirements for aesthetic review are set forth in Section 9-605 and include the
following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other
constructed elements other than habitable space, if any; ( e) illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural
and engineering data as may be required. The procedures for review and approval are set forth
in Section 9-603.
The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications ofthe proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The proposed building is to be constructed of concrete block with a stucco finish. The stucco will
be scored to create a horizontal banding which will be highlighted by a color palette that utilizes
three color tones, Benjamin Moore #1039 Stonehouse, #1037 Muslin, and #09 Brilliant White. The
horizontal banding is intended to replicate the look of stone. The recess is painted with the darker
color (Stonehouse) to emulate stone banding.
The building includes an arched entrance which extends forward from the rest of the building.
This is also the tallest portion of the building. The remainder of the building steps back from the
street, resulting in good fenestration and in a varied roof line. Columns are also repeated on the
rear of the building, at the drive through. The windows have a gray tint and are square with four
panels. Windows are slightly recessed, to help make the walls appear more like stone. Wall
sconces have been added on each side of the columned entryway along with large planters. The
roof is an architectural grade shingle, color "Stormy Night".
The dumpster enclosure will be constructed of concrete block, faced with stucco and painted to
match the building.
The monument signage is regulated by a previous Development Agreement, which requires
consistency between the style and height of the signage on the former Kash 'n Karry site. The
proposed signage meets this criteria and will include the street address.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
The new one-story Seminole Trail Animal Hospital located on the southern out-parcel is proposing
similar neutral colors also on a stucco building, with a dark asphalt shingle roof. The Vistawilla
Office to the east of the site has received its Final Engineering approval and is currently under
construction, however, has not yet received its Aesthetic Review approval.

(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roofline,
hardscape improvements, and height or design elements.
The proposed building does not appear excessively similar or dissimilar to the other buildings.
The former Kash n' Karry building is under renovation for use by the Metro Church. The building
facade is being repainted with a four color palette which will include a blend of warm earth tone
colors. The main entrance will be a ginger color and the existing awnings are to be repainted in a
pale sunburst.
The bank will blend in well with its neutral color palette, as its proposed colors are very similar to
the two lightest colors being utilized by the church.
In contrast to the shopping center fac;ade, the Bank has a hipped roof with a prefinished stucco
crown trim under the eave to give the roofline definition. The bank's logo is incorporated into the
building's architecture as an embossed logo and is located above the arched entryway on the
front of the building and on the rear of the building between the columns.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect
to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
The proposed building has an attractive classical design and includes design features and
detailing that accentuate the building.
(5) The proposed project is consistent and compatible with the intent and purpose ofthis Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The Colonial Bank aesthetic package meets the requirements of the city's design criteria as
specified in the Code.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
The project is attractive and will be an asset to the community, given the architectural

enhancements already mentioned.
However, a Modification to the Development Agreement is required to address the following
signage deviations from the Code:
1- The location of the Monument sign. The location in the current Developer's Agreement
conflicts with the turn lane that will be installed. (Also, the landscape plan will need to be slightly
modified to accommodate the new sign location.)
2- The height of the building signage. The Code restricts the height of building signage to
fourteen (14) feet in (Section 20-470 (4)d) and the height indicated on the elevation is nineteen feet
three and seven-eighths inches (19'-3 7/8"). The existing Yeager Zimmer Development Agreement
describes a height variance allowed for the Kash n' Karry buildings, but does not include this out
parcel in the variance. Code restricts the height of building signage to fourteen (14) feet in Code
Section 20-470 (4)d.
3- The embossed logo on the front and rear of the building. It is depicted at 48" and the Code
states a maximum height for both text and logos to be 24". The Development Agreement
indicates that the embossed logos are not to be included in the maximum copy area allowed (16
SF) for the building under Code Section 20-470 (4)f. The parcel is on a corner and the Code
indicates that under special circumstances (such as parcels on corner lots), additional signs may
be approved [Section 20-470 (5)] and the logo is incorporated into the architecture of the building.
FINDINGS:
· The proposed project is consistent and compatible with the SR 434 design specifications except
as noted. These are to be addressed in a future Modification to the Development Agreement.
· The new building will utilize colors and materials that complement the adjacent neighborhood
and former Kash 'n Karry site.
STAFF RECOMMENDATION:
Staff review found the applicant's request for Aesthetic Review in compliance and recommends
Approval of the Aesthetic Review package subject to the signage deviations being addressed in a
future Development Agreement.
