HomeMy WebLinkAbout2006 04 24 Public Hearing Item 201.1 Lifeway Homes Aesthetic Review COMP COMMISSION AGENDA ITEM 201.1 Consent Informational Public Hearing X Regular April 24, 2006 Meeting MGR.IDEPT Authorization REQUEST: The Community Development Department- Planning Division requests the City Commission hold a Public Hearing for the Aesthetic Review for Lifeway Homes Corporate Headquarters located on Lots 2 & 3 of the Tuskawilla Office Park on the west side ofTuskawilla Rd in the Town Center. PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards. APPLICABLE LAW AND PUBLIC POLICY: Ordinance 2003-43, Aesthetic Review Standards, City afWinter Springs Section 9-601. Approval prerequisite for permits. Section 9-605. Submittal requirements. Binding Development Agreement with Tuskawilla Office Pak LLC of Feb. 28, 2002 CHRONOLOGY: April 24, 2006- Final Engineering to be considered for Approval by Commission CONSIDERATIONS: The submittal requirements for aesthetic review are set forth in Section 9-605 and include the following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: April 24, 2006 PUBLIC HEARING ITEM 201.1 Page 2 of 3 (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The applicant has worked diligently with staff and with Dover-Kohl in the design of their building and to carefully detail it under the criteria of the Town Center Code. The resulting building will be an asset to the Town Center and to the City as a whole. The Development Agreement requires that the proposed office building be two stories in height. The two- story building is located on the west side of Tuskawilla Rd., on Lots 2 & 3 of the Tuskawilla Office Park. The building’s attractive styling incorporates similar materials to other areas of the Town Center and of the immediate area. As illustrated in the submittal, the building will have a light neutral colored stucco façade ( Color ) with a darker hardie board siding ( Wheel, Custom Color “10.1 Trim”, B-10, C-32, I-8Porter Paint ”) on accented features. Trim around the windows, doors and under the eaves and “Autumn Leaf capping the wall will incorporate a third color (. The building has a Porter Paint “Wild Sage”) hipped roof with an architectural grade shingle (. The parking area and pedestrian “Estate Gray”) walkways connecting from the public sidewalk on Tuskawilla, to the front door and to the parking area, are concrete pavers. A 6’-7” stucco wall extends out from the building parallel to Tuskawilla southward to hide the parking area and to retain the urban street character required in the Town Center. The height of this wall varies from the Code, but is supported by Dover-Kohl as being appropriate to fill the gap between buildings and to retain the urban character. (See Dover-Kohl memo, Attachment ‘A’.) The stucco wall turns at the property line, steps down to 4’-9” and extends westward along the south property line to screen the parking area from the adjacent building. This building is only five (5) feet from the property line and has several windows that would otherwise look directly into the front of these parked cars. The wall height was carefully designed to screen cars without totally blocking the window area. (The 4’-9” wall will extend halfway up the window area.) The submittal does not require a dumpster enclosure, as one is already located within the office park to service this building. The only signage will be on the building and will be limited to address numbers and possibly a small plaque mounted by the front and rear doors. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. This is the final site still to be developed in the Tuskawilla Office Park. The colors and materials of the Lifeway Homes Corporate Headquarters will harmonize well with the other colors and materials utilized within the Tuskawilla Office Park. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: (A)Front or side elevations, (B)Size and arrangement of elevation facing the street, including reverse arrangement, (C)Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. April 24, 2006 PUBLIC HEARING ITEM 201.1 Page 3 of 3 Although the proposed Lifeway Homes Corporate Headquarters is harmonious to other buildings in the area, it includes nice detailing that will make it distinguishable as illustrated on the attached graphics. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The enhanced detailing of the building and completion of the Tuskawilla Office Park will significantly enhance the character of the area. In addition, the Applicant has received the approval of the Architectural Review Board of the Tuskawilla Office Park. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. SR 434 design specifications) and other applicable federal state or local laws. The Lifeway Homes Corporate Headquarters aesthetic package meets the requirements of the city’s design criteria as specified in the Code. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The building includes many architectural enhancements including a hipped roof with roofline variation, CMU walls with stucco finish or hardie board planking, and enhanced window and door detailing. The surfacing of the parking area with pavers and the inclusion of a stucco wall that replicates the building façade will be additional enhancements. FINDINGS: The building elevations include architectural detailing adding to their appearance and the quality of the development. The development will be an asset to the community, with the amenities and details proposed and has received endorsement from the Tuskawilla Office Park ARB. The new building utilizes colors and materials that complement the adjacent buildings and will enhance the character of Tuskawilla Road. STAFF RECOMMENDATION: Staff review found the applicant’s request for Aesthetic Review in compliance and recommends Approval of the Aesthetic Review package. ATTACHMENTS: A.Memos from Dover-Kohl B.Aesthetic Review Package COMMISSION ACTION: Memorandum To:Eloise Sahlstrom City of Winter Springs Cc:Victor Dover From:James Dougherty Date:22 March, 2006 Subject:Tuskawilla Office Park garden wall Comments: Regarding the garden wall used to screen a parking lot along Tuskawilla Road: As this garden wall is being used to screen a parking area, a height greater than the 4 foot permitted maximum would be beneficial to avoid views of parked cars.The taller configuration as drawn should be fine, with a couple of suggestions. Relief in the blank side of the wall could be provided with regularly spaced small vertical rectangular openings in the wall to permit small glimpses through. Relief could also be created by allowing vines or flowering plantings to scale the wall (see the photos below). LIFEWAY HOMES 4/1/06 Council Members RE: Tuskawilla Office Park, Lifeway Homes The following is a description of materials to be used in construction: The exterior building materials will primarily be stucco with a "hardy board" siding to be used on accented features. The exterior colors to be used are as illustrated on all rendering and color pallets. The roof covering will be Oakridge Pro 30 AR Shingles, color Estate Gray. The parking area will be brick pavers which are to be consistent in size and color with the other brick pavers currently in the Tuskawilla Ofice Park. The wall is to be 6' 7" in height on the east elevation. The wall will return to the south side of the property where it will step down to an elevation of 4'9". The will be a stucco surface. The color will match that of the body color from the main structure with trim to also be consistent with the main structure. All standards for the Tuskawilla Office Park where observed and followed in the design of the building. If there is anything we have overlooked, please let us know and we will make the necessary changes. We look forward to calling Winter Springs the home of our corporate office. The ARB has reviewed the certain site plans and building plans for the improvement known as Office Building for Lifeway Homes under plans identiified as Tuscawilla Office Building(the "Plan") for Lots 2 and 3 of Tuscawilla Office Park for Lifeway Homes. 2. This action constitutes the Record Approval of the ARB pursuant to Article Vof the Declaration including, without limitation, the Planning Criteria set forth in Article V, Section 4. 3. The ARB specifically approves the scheme of ingress/cgress and parking established in the Plan for Lots 2 and 3, the building size and location and all other aspects set forth of the Plan.
