HomeMy WebLinkAbout2006 04 24 Public Hearing Item 200.2 Seminole Trail Animal Hospital Final COMMISSION AGENDA ITEM 200.2 Consent Informational Public Hearing Regular April 24, 2006 Meeting MGR/DEPT Authorization REQUEST: The Community Development Department- Planning Division requests the City Commission consider the Final Engineering and site plan for the Seminole Trail Animal Hospital located on the west side of Vistawilla Drive, on the southern out-parcel of the former Kash 'n Karry shopping center. PURPOSE: To review the final engineering/site plan and make a recommendation to the City Commission regarding the 3,752 S.F. veterinary clinic/office on a 1.674 acre parcel within the existing shopping center in the Tuscawilla Planned Unit Development (PUD). This is the first phase, which will stand on its own - Phase II will include the second building and additional associated parking and will be approved, permitted, and constructed separately. The applicant proposes to eventually split the lot. The site is subject to the SR 434 New Development Overlay Zoning District regulations (sections 20-463 through 20-474), an existing development agreement, and a settlement agreement. CHRONOLOGY: AprilS, 2006- Final Engineering Recommended for Approval by the Planning & Zoning Board April 24, 2006- Aesthetic Review considered by Commission CONSIDERATIONS: OVERVIEW: The 1.674 acre site (0.763 acre in Phase I) is located on the south end ofthe existing shopping center at the Tuscawilla PUD. This parcel is designated for office uses - the City Commission has determined that a veterinary clinic/office is an office use and that it is an acceptable use at this April 24, 2006 AGENDA ITEM 200.2 Page 2 of 3 location. It has a Commercial Future Land Use designation. The site contains very few trees, no wetlands, and no listed plant or animal species. ACCESS & TRAFFIC: The vet clinic will not generate enough traffic to require a traffic analysis. A driveway curb-cut is proposed onto the west side of Vistawilla Drive, about 220 feet south of the existing curb-cut on the south side (at the rear) of the main portion of the shopping center. Twenty- four parking spaces (including 1 handicap accessible space) are provided along with a loading/unloading zone for delivery trucks and a bike rack. Dr. Williams, the applicant, already has a practice in the shopping center. Speculation that equestrians using the trail would come to the clinic were dispelled - the doctor’s practice does not include horses. UTILITIES: Dumpsters, transformers, backflow preventers, HVAC equipment, and other utility items, as well as storage facilities must be adequately screened from public ROWs, pursuant to Section 20-473. All on-site utilities must be installed underground, pursuant to Section 20-471. Potable water and sanitary sewer are available to the site (connection to potable water from the north and connection to sanitary sewer from the southwest). The building will be sprinkled. Stormwater management is provided via the existing facility located to the north and west of the site (which was engineered to accommodate the entire shopping center, including the 2 out-parcels). SIGNAGE: One monument sign is designated in the existing development agreement for the site – located at the northeast corner of the site. The attached Development Agreement allows for the lot to be split and an additional monument sign for the additional new lot when it is created on the south end of the site. FINDINGS: 1. The Seminole Trail Animal Hospital site is located south of SR 434, on the west side of Vistawilla Drive, within an existing shopping center located in both the Commercial portion of the Tuscawilla PUD and within the SR 434 New Development Overlay Zoning District. 2.The Seminole Trail Animal Hospital final engineering/site plan is consistent with the Comprehensive Plan and City Code. 3. Approvals, permitting, and construction of Phase II, a lot split, or second monument sign require additional submittals and action. PLANNING & ZONING BOARD RECOMMENDATION: At the Regular Meeting of the Planning and Zoning Board on April 5, 2006, the Board unanimously recommended approval. STAFF RECOMMENDATION: Staff recommends approval of the Seminole Trail Animal Hospital Final Engineering/Site Plan. Ms. Sahlstrom introduced this Agenda Item and noted, “That should not read ‘State Road’ – just ‘Vistawilla Drive’.” A map was displayed of the subject property.
