REQUEST: The Community Development Department- Planning Division requests the City Commission hold a Public Hearing for the Aesthetic Review for the Seminole Trail Animal Hospital located on the west side of Vista willa Drive, on the southern out-parcel of the former Kash 'n Karry shopping center (now Metro Church). PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards. APPLICABLE LAW AND PUBLIC POLICY: Ordinance 2003-43, Aesthetic Review Standards, City afWinter Springs Section 9-601. Approval prerequisite for permits. Section 9-605. Submittal requirements. Section 20-470 (2) & (4) Single Tenant Identification Signage Settlement Agreement on the Tuscawilla PUD between the City and Florida Country Clubs Inc Developer's Agreement on Tuscawilla Tract 15 Parcel l-C between Robert Yeager and Zimmer Development Company, recorded Ian 14, 1999 in Book 3574, Page 0532 CHRONOLOGY: April 5, 2006- Final Engineering Recommended for Approval by the Planning & Zoning Board April 24, 2006- Final Engineering to be considered for Approval by Commission CONSIDERATIONS: The submittal requirements for aesthetic review are set forth in Section 9-605 and include the following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and ~ April 24, 2006 PUBLIC HEARING ITEM 200.1 Page 2 of 4 colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character ofthe community. The applicant has worked diligently with staff to refine the submittal so that the building is carefully designed, detailed, and is an asset to the City. The project is located on the west side of Vistawilla Rd., immediately to the south of the (former) Kash 'n Karry shopping center. The one-story building utilizes a similar architectural style and similar materials to the homes that are within close proximity to the development. The building will utilize a cultured stone fa~ade on the east fa~ade and around the base of the building on both the east and south sides. The base of the building not seen from the street will be painted stucco, "Weathered Oak". The main body of the building will be painted stucco, "Chowder", a light neutral color. Enhanced detailing of the front of the building with the addition of accent panels and trim helps to alleviate the effect of otherwise bare walls. Building trim will be painted "Anthem White". The roof will be a dark colored asphalt shingle. Windows are clear, non-tinted. Window and door trim will be an antique bronze finish. Windows will include mullions also with an antique bronze finish. The dumpster enclosure will be constructed of concrete block, faced with stucco and painted to match the building. A fenced area for walking dogs is located to the rear of the building and will utilize black vinyl clad chain link fencing. The monument signage includes a cultured stone base to match the building. The signage face is painted "Chowder" to match the main color of the building. The sign cap is "Weathered Oak". Repetition of building colors and materials on the monument signage helps to unify it with the building. The signage will include the street address in 8" letters perpendicular to the street. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. The former Kash 'n Karry site is currently being remodeled by the Metro Church and will be repainted in a combination of four colors which include light neutral and warm earth tones. The colors of the Seminole Trails Animal Hospital will harmonize well with these colors. The new one-story Colonial Bank located on the north out-parcel is proposing similar neutral colors also on a stucco building, with a dark asphalt shingle roof. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within April 24, 2006 PUBLIC HEARING ITEM 200.1 Page 3 of4 five hundred (500) feet ofthe proposed site, with respect to one or more ofthe following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roofline, hardscape improvements, and height or design elements. Although the proposed Seminole Trail Animal Hospital is harmonious to other buildings in the area, it includes nice detailing that will make it distinguishable. These include the use of cultured stone on the east elevation and along the base and a cupola that will be centered on the roofline to add interest. The cupola has been enlarged at the request of staff, to better fit the scale of the building. Additional detailing includes a veterinarian caduceus emblem ( a type of veterinarian logo) that will be placed under the eave above the entry way. This emblem will likely exceed the Code requirement limiting logos to 24"and will therefore be addressed in the Developers Agreement. Planters will flank the doorway. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The enhanced detailing of the building will significantly enhance the character of the area and any future buildings that are located in the area. In addition, the Howell Creek Reserve and Eagles Watch Homeowners Association has indicated their endorsement of the Seminole Trail Animal Hospital as proposed here. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. SR 434 design specifications) and other applicable federal state or local laws. The Seminole Trails Animal Hospital aesthetic package meets the requirements of the city's design criteria as specified in the Code. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The building includes many architectural enhancements as mentioned in the previous sections and is constructed of concrete block with a stucco finish and architectural grade shingles. FINDINGS: · The building elevations include architectural detailing adding to their appearance and the quality of the development. April 24, 2006 PUBLIC HEARING ITEM 200.1 Page 4 of 4 · The development will be an asset to the community, with the amenities and details proposed and has received community endorsement from the adjacent HOA. · The new buildings utilize colors and materials that complement the adjacent neighborhood and former Kash 'n Karry site. STAFF RECOMMENDATION: Staff review found the applicant's request for Aesthetic Review in compliance and recommends Approval of the Aesthetic Review package. ATTACHMENTS: A. State Road 434 Winter Springs, Florida 32708 To Whom It May Concern: The Board of Directors for the Howell Creek Reserve Community Association, Inc., which is comprised of the Howell Creek Reserve and Eagle's Watch subdivisions is pleased to support the construction of the veterinarian clinic of Dr. Paul Williams. The Board has informed the residents of our homeowner's association as to the intent of Dr. Williams in building his clinic. We have done this at our annual meetings and in our newsletter. This information has been met with positive response. Dr. Williams' parcel is located adjacent to our community swimming pool, basketball court and playground area, which is not only an active area for all of our residents, but also a major asset for our community. Prior to Dr.Williams purchasing the parcel, we were concerned with the type and size of building that would eventually be constructed on that lot. We are pleased with Dr. Williams' current plans to build a separate, one story building for his veterinarian practice as reviewed in the architectural rendering he provided to us. It appears to be a great transition between the former Kash n Karry building and our community as well as an asset to the Tuscawilla area. During the last three years Dr. Williams has kept us informed regarding his plans and we believe that he will continue to do so as he moves forward with this building and possibly one or two more which could be located on this same parcel in the future. He also recognizes the fact that many of his clients live in our subdivisions and he wants to continue his relationship with us. We do appreciate his intent to work with us.
