Authorization REQUEST: Public Works Department Requesting Authorization to Enter in a Contractual Agreement for the installation of roadway underdrains on various City streets. PURPOSE: The purpose of this Board item is to request authorization to enter into a contractual agreement with, Stage Door II, Inc. for the installation of roadway underdrains on various streets, at a cost of $113,900 plus a 10% contingency. CONSIDERA TIONS: This project by the Public Works Department is essential to the preservation of existing roadways that due to high groundwater have compromised roadway base. During the record rainfalls of 2003 and 2004 sections of roadway on South Edgemon Avenue, Trotwood Boulevard (near Trotwood Park), Glen Eagle Drive and Sheoah Circle suffered damage to the asphalt due to saturation of the base materials by high ground water. Underdrains installed in these areas will capture rising groundwater by means of perforated pipe in a trench at the curb line diverting it to the stormwater system. Visual inspection during these heavy rainfall periods indicated that water was indeed seeping up through the asphalt and creating a sponging effect and with vehicle travel separated the asphalt from the base material. The Public Works Department has identified these areas as an immediate concern, although other roadways encountered similar effects of above average rainfall, they have not displayed damage in the same degree. Orange County, Florida currently has open contract #Y3-1069 with Stage Door II, Inc. for the installation of such underdrain systems which can be piggybacked. The project will include the installation of 6700 lineal feet of 6 inch underdrain at a cost of $17.00 per lineal foot. Consent Agenda Item 401 April 24, 2006 Page 2 FUNDING: This project was budgeted in the current fiscal year from the Transportation Improvement Fund - Capital Improvements Program, line code 104-65000, Project 30073 Underdrains, ($80,000). Additional Funds are available for the cost ofthis project from 104-65000 Project 30059, Northern Way Repairs ($100,000). The Northern Way Repairs Project was completed in FY 03/04 through special appropriation as repairs could not be delayed until FY 05/06. It is anticipated that the balance of the funds from Northern Way Repairs will be used towards the Resurfacing Program as the $140,000 budgeted for resurfacing will not cover anticipated costs due to rising price of asphaltic products. The anticipated cost for under drains is $113,900 and payable from the funds listed above. Funds will be expended over the next 90 days. RECOMMENDA TION: It is recommended that the City Commission approve authorization to enter into a contractual agreement with Stage Door II, Inc. for the installation of under drains on South Edgemon Ave., Trotwood Blvd., Glen Eagle Dr., and Sheoah Circle and grant authorization to piggyback on Orange County Construction Term contract #Y3-1 069 for the installation of under drains at a cost of$113,900 plus a 10% contingency. IMPLEMENTATION SCHEDULE: The scope of work will be completed within 90 days of approval. ATTACHMENTS: None COMMISSION ACTION
