Home My WebLink About2005 02 28 Consent 202 Contract Agreement for Construction of Doran Drive and State Road 434 COMMISSION AGENDA ITEM 202 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR February 28,2005 Meeting MGRj V IDEPT Authorization ff REQUEST: The Public Works Department Requesting City Commission Approval to enter into a contract for the construction of Doran Drive and State Road 434 Intersection Improvements PURPOSE: The purpose ofthis Board item is to request authorization to enter into a contractual agreement with Central Florida Environmental Corporation to construct intersection improvements of Doran Drive and State Road 434 as advertised under Bid ITB-O 16-04/GB CONSIDERATIONS: This project is the planned addition of a south bound right turn lane from Doran Drive onto SR 434, installation of a traffic signal, opening the median crossing at Doran Drive to allow for south bound left turns onto SR 434 and converting the median opening at City Hall/Tuskawilla Trails meaning you will not be able to make a left out of City Hall. The bids for this project were initially opened on October 27,2004 under ITB- 016-04/GB. There were two bids received at the October 27,2004, bid opening. Both bids exceeded the $225,000 budgeted for the project with the lowest bid being in the amount of$536,900.00. As an alternative, bids were requested under the Seminole County Contract C-12222-03/TLR Public Works Minor Construction Projects Continuing Contract for Miscellaneous Construction for the road construction and the Seminole County Push Button Contract NB - 30210/GG for installation of the traffic signal. The commission previously approved "piggybacking" of the Seminole County Push Button Contract NB - 30210/GG for installation of the traffic signal on November 22,2004 with Traffic Control Devices in the amount of$141,865.42 plus 10% r"nnt1nopnr" Consent Agenda Item 202 February 28,2005 Page 2 Two bids were received under the Seminole County Contract C-12222-03/TLR Public Works Minor Construction Projects Continuing Contract for Miscellaneous Construction. The low bidder was Central Florida Environmental Corporation. The bid submitted is in the amount of$277,672.16. The scope of work includes median modifications at Doran Drive and 434 (converting directional to full opening), median modifications at City Hall access (converting full opening to directional), adding a turn lane on the north side of Doran Drive, Blumberg Boulevard median modifications, and stamped asphalt circle on 434. The bid submitted by Central Florida Environmental Corporation and the bid submitted by Traffic Control Devices together total $419,537.58, a savings of $117,362.42 from the bids submitted for the advertised ITB-016-04/GB. FUNDING: The funding for this project is budgeted in the current fiscal year under the Transportation Impact Fee line code 140-65000-30022. The amount budgeted for this project is $225,000.00. $236,492 would need to be transferred from fund balance to the project line code. RECOMMENDATION: It is recommended that authorization be given to the Public Works Department to enter into a contractual agreement with Central Florida Environmental Corporation for $277,672.16 plus 10% contingency and to proceed with the construction of this road improvement project payable from the Transportation Impact Fee and to transfer from Fund Balance to line code 140- 65000-30022 an additional $236,492.00 to cover the underbudgeted construction cost and contingency. IMPLEMENTATION SCHEDULE: The scope of work will be completed within 210 days of approval. ATTACHMENTS: 1. Bishop Capital Projects Coordinator RE: Bid Analysis DATE: February 23, 2005 On November 11, 2005 the City of Winter Springs received two bids for the construction of the Doran Drive and SR 434 Intersection Improvements. The bids received were priced as follows: Company Bid Central Florida Environmental, Corp American Persian Engineers $277,672.16 $380,115.50 EVALUATION OF RESPONSIVENESS The low bidder, Central Florida Environmental, Corp, provided all required documentation to establish bidder responsibility. The bid may be considered responsive. EVALUATION OF RESPONSIBILITY The references supplied by Central Florida Environmental, Corp were verified. After review of the references, the Engineer, CPH Engineers, Inc. recommended that the contract be awarded to Central Florida Environmental, Corp. RECOMMENDATION In my opinion, an award of the Doran Drive and SR 434 Intersection Improvements project to Central Florida Environmental, Corp is in the best interest of the City.
