HomeMy WebLinkAbout2005 02 28 Consent 204 Contract Agreement with Starmer-Ranaldi, Inc. for Design of City Hall Expansion COMMISSION AGENDA ITEM 204 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR February 28, 2005 Meeting MGR /J,./ IDEPT Authorization j'/j/ REQUEST: The Public Works Department Requesting City Commission Approval to enter into a contract for the Design of the City Hall Expansion. PURPOSE: The purpose of this Board item is to request authorization for the Public Works Department to enter into a contractual agreement with Starmer-Ranaldi, Inc. for design services for the City Hall Expansion at a cost of $34,500. CONSIDERATIONS: This project is the planned addition of a new wing that would be constructed in the area located to the west of the commission chambers and north of the existing west side wing. This project is needed for additional office space as the City's employee base increases. The proposal from Starmer Ranaldi includes complete schematic designs, site plans, and construction documents. Construction administration services would be separately authorized by the Commission at the time of construction authorization. The cost of these services is $34,500.00. The projected expansion is for 4,600 square feet. Construction costs are estimated at $600,000. Some conceptual design work has already been performed. The recommended final concept design will be brought back to the Commission for approval prior to proceeding with final design. FUNDING: Funds are available from the Public Facilities Impact Fee Fund for the design ofthis project. The $42,292 budgeted for debt service is not needed this fiscal year and $34,500 would be transferred to the project line code. The debt Consent Agenda Item 204 February 28, 2005 Page 2 service funds are not needed because construction funds have not and are not anticipated to be borrowed this fiscal year. Due to the need to construct both the City Hall Expansion and Utility/Public Works Compound over the next 12 months, it is anticipated that the Public Building Impact fee revenues will not support both projects. Staff is anticipating recommending the impact fee portion of the Utility/Public Works Compound be funded from an interfund loan from the Utility Enterprise fund until such time as revenues increase or sufficient debt has been retired for the public building impact fee to support the payments and reimburse the Utility Enterprise Fund. RECOMMENDATION: It is recommended that authorization be given to the Public Works Department to enter into a contractual agreement with Starmer Ranaldi, Inc for the design ofthe City Hall Expansion in the amount of $34,500 payable from the Public Facilities Impact Fee Fund and recognize that the Utility/Public Works Compound construction costs will likely need to be funded by loan on an interim basis from another source such as the Utility Enterprise Fund. IMPLEMENTATION SCHEDULE: The scope of this work will be completed within 180 days from approval. ATTACHMENTS: 1. The fees quoted herein are based on our current understanding of the scope of work and should the scope change significantly additional compensation may be warranted. B. Fees quoted herein are based on the owner providing Civil Engineering work including paving, drainage, and utility design and permitting. C.
