HomeMy WebLinkAbout2005 02 28 Consent 205 Contract Agreement with APAC-Southeast, Inc. to Construct the Deceleration Lane at Moss Road COMMISSION AGENDA ITEM 205 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR February 28,2005 Meeting MGR ~ IDEPT / /}/ Authorization REQUEST: The Public Works Department Requesting City Commission Approval to enter into a contract for the construction of the Deceleration Lane at Moss Road for Eastbound State Road 434. PURPOSE: The purpose ofthis Board item is to request authorization to enter into a contractual agreement with AP AC-Southeast, Inc. to construct the turn lane at Moss Road and State Road 434 as part ofthe SR 434 Access Management Project (Village Walk) at a cost of$106,388.18 plus 10% contingency. CONSIDERATIONS: This project is needed due to the ongoing construction of SR 434. The scope includes the addition of a east bound right turn lane from SR 434 onto Moss Road, shifting the installation of the new proposed mast arm traffic signal, and extending the stamped asphalt cross walk as part of the existing contract with AP AC-Southeast and Seminole County. Constructing this project later would result in a poor appearance ofthe stamped asphalt. The proposal for this change order to the project was received from AP AC in the amount of$106,388.18. This proposed change order has been reviewed by PEC, Inc as the design firm for the turn lane and found to be acceptable. The FDOT permit has been received. FUNDING: The funding for this project is budgeted in the current fiscal year under the Road Improvements Fund line code 115-65000-30080. However, we are recommending the deceleration lanes be funded from Transportation Impact Fee. Sufficient monies are available in fund balance. The transfer from fund balance to a project line code amount would be in the amount of $117,027. Consent Agenda Item 205 February 28, 2005 Page 2 RECOMMENDATION: It is recommended that authorization be given to the City Manager to enter into a contractual agreement with AP AC-Southeast, Inc. for the Moss Road deceleration lane and related intersection improvements at a cost of $106,3 88.18 plus 10% contingency payable from a supplemental appropriation from the Transportation Impact Fee fund balance of$117,027 to 140-65000-30080. IMPLEMENTATION SCHEDULE: The scope of work will be completed within the scope and time frame of the SR 434 Access Management project. ATTACHMENTS: 1. Central Florida Division's Proposal and Contract (available upon request) and APAC's satisfaction with credit conditions. APAC shall mobilize on the project one time.
