HomeMy WebLinkAbout2006 04 10 Public Hearing Item 201 Aesthetic Review Dumpster CITY COMMISSION ITEM 201 Consent Information Public Hearing X Regular April 10. 2006 Meeting MGR./DEPT Authorization REQUEST: The Community Development Department- Planning Division requests that the Commission hold a Public Hearing for the Aesthetic Review of a dumpster enclosure located behind Building 16 within Phase 1 of the Town Center. PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards. APPLICABLE LAW AND PUBLIC POLICY: Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs Section 9-601. Approval prerequisite for permits. Section 9-605. Submittal requirements. Section 20-486. Signs. [General Design Standards for Redevelopment Area (SR 434)] Development Agreement Approved May 9, 2005 CHRONOLOGY: Jan. 24. 2005- Final Engineering Plans for Bldg 16 Approved Mar. 15,2005- Pre-Construction Meeting held Aoril25, 2005- Revised Engineering Plans Approved June 13,2005- Aesthetic Review submittal Approved, excluding building trellis Sept. 12,2005- Building Trellis Aesthetic Review Approved. CONSIDERATIONS: The submittal requirements for aesthetic review are set forth in Section 9-605 and include the spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; ( e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. April 10, 2006 Public Hearing Item 201 Page 2 of 4 Location of the Dumpster Enclosure BUILDING 3 The dumpster is located behind Building 16 which is under construction. Previous Aesthetic Review submittals did not include the Dumpster Enclosure. Code requires all commercial structures to include an Aesthetic Review. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. 2 April 10,2006 Public Hearing Item 20 I Page 3 of 4 The proposed enclosure is constructed and finished with materials and colors which replicate those on Building 16 (as required by Code) and which makes it harmonious to the site and to the surrounding area. The enclosure includes a trellis above the dumpster to help screen it from view from the adjacent residential units that might otherwise see down into the enclosure area. Building 16 Rear (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. The enclosure is designed in harmony with other buildings proposed in the immediate vicinity. The trellis above the enclosure in particular is a feature that is responsive to these adjacent buildings and their uses. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. The proposed enclosure is constructed of similar materials to other structures in the area but is not excessively similar or dissimilar to these. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. 3 April 10, 2006 Public Hearing Item 20 I Page 4 of 4 The proposed enclosure is very attractive and significantly enhances the character of the rear of the building. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The enclosure is consistent and compatible with the Winter Springs Comprehensive Plan, the Town Center Code, the City Code related to dumpster enclosures, and the Developer's Agreement. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The enclosure is constructed of CMU with a Borel brick fa~ade of "Brookhaven" to match the brick on Building 16. A "Medium Brown" soldier course of Borel brick along the top and at the base of the enclosure help to give it definition. The gate and trellis are constructed of exterior grade wood and are painted SW 7069 "Iron Ore Gray" to match the building trellis. FINDINGS: · The proposed project is consistent and compatible with the Town Center Code and the City's requirements for dumpster enclosures. · The enclosure utilizes colors that replicate those of Building 16, which is adjacent. STAFF RECOMMENDATION: Staff Review found the Applicant's request for Aesthetic Review in compliance and, therefore, recommends Approval. ATTACHMENTS: A. Rendered Elevation of the Dumpster Enclosure.
