Raymond Company COMMISSION AGENDA ITEM 502 Consent Information Public Hearin Re ular MGR. /~~Pt. x 7 February 14.2005 Meeting REQUEST: City Manager requesting authority from the City Commission to enter into an emergency contract with J. Raymond Construction Company to construct sidewalk improvements in front of Building 2, Town Center, in the amount of $69,154.00 plus a 5%(ontingency. PURPOSE: This agenda item is needed to authorize the completion of sidewalk construction on the Tuskawilla Road side of Building 2, Town Center, before the opening of Building 2. CONSIDERATIONS ~ The City is responsible for sidewalk construction in the Town Center. ~ Construction of Building 2 is near completion. Pedestrian walkways installed by the City in front of Building 2 must be completed and ready for use before opening of the building space. ~ The sidewalk must harmonize with the current design theme used in the existing Building 1 area, which includes wider walkways and converting the existing angled parking to parallel parking. ~ 1. Raymond Construction Company is the contractor utilized in the construction of Building 1 sidewalk last year by the City. Performance by the contractor was very good. EMERGENCY STATUS: ~ Cost of construction materials are increasing at an alarming rate and many Contractors are backlogged with construction projects. ~ The construction proposal provided by 1. Raymond Construction Company is valid for (30) days. ~ Two other quotes were received: Sunshine Building & Development - $66,485.50 & Southland Construction - $66,000. However, due to the coordination required between the City portion and developer portion and consistency with prior work, staff recommends utilizing 1. Raymond Construction Company. ~ In order to meet the opening date and avoid increasing costs of construction, it is necessary for the City to proceed immediately and approve a negotiated contract with 1. Raymond Construction Company in order to coordinate building construction with sidewalk construction in the most expeditious manner. LEGAL AUTHORITY: ~ Florida Statutes, Section 255.0525(a) allows municipalities to negotiate construction projects in an amount less than $ 200,000 without public bidding. ~ City Code, Section 2-152(vii) allows the Commission to made emergency purchases without bids when the Commission deems the purchase to be within the best interest ofthe City. FUNDING: Funding for this Project is the Road Improvement Fund in the amount of $ 69,154.00. Funds would be transferred from fund balance to the appropriate project line code. RECOMMENDATIONS: It is recommended the Commission authorize the City Manager to enter into a contract with 1. Raymond and Associates for the construction of sidewalk improvements in front of Building 2 in the amount of $ 69,154.00 plus a 5% contingency payable from the Road Improvement Fund and authorizing the transfer from fund balance to the appropriate project line code.
