HomeMy WebLinkAbout2005 01 24 Consent 205 Resolution 2005-06, Seminole Cty Library System Expansion Program RESOLUTION NUMBER 2005-06 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, RESPECTFULLY REQUESTING THE SEMINOLE COUNTY, BOARD OF COMMISSIONER'S FORMAL ENDORSEMENT TO LOCATE A SEMINOLE COUNTY BRANCH LIBRARY IN THE WINTER SPRINGS TOWN CENTER, AND SCHEDULING OF A REFERENDUM ON THE FUNDING OF THE SEMINOLE COUNTY LIBRARY SYSTEM EXPANSION PROGRAM; PROVIDING FOR SEVERABILITY, REPEAL OF PRIOR INCONSISTENT RESOLUTIONS, AND AN EFFECTIVE DATE. WHEREAS, the Seminole County Commission authorized an Advisory Committee to review the needs of the Seminole County Library System, and WHEREAS, study committees has identified the need for expansion of the library system including location of a new branch library in Winter Springs, and WHEREAS, sites in Winter Springs of sufficient size, enough to accommodate a branch library are limited, and WHEREAS, -the Winter Springs Town Center Master Plan and Comprehensive Plan identify sites for public facilities, such as libraries within the Town Center, and WHEREAS, the location of a branch library in the Winter Springs Town Center would fulfill the planning goals of the Winter Springs Town Center and Comprehensive Plan and also serve as an economic anchor for the Town Center. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS: SECTION 1. Endorsement. That the County Commission formally endorse the location of a branch library in the Winter Springs Town Center. SECTION 2. Fundine:. That the County Commission include funding of the Winter Springs Town Center Branch Library and other recommended library expansion projects in a Referendum for funding in the Fall of2005. If any section, clause, phrase, word, or provision of this Resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, whether for substantive or procedural reasons, such portion shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portions of this Resolution. SECTION 4. Repeal of Prior Inconsistent Resolutions. All pnor inconsistent Resolutions adopted by the City Commission are hereby repealed. SECTION 5. Effective Date. This Resolution shall become effective immediately upon passage by the City Commission of the City of Winter Springs, Florida, and pursuant to the City Charter.
