REQUEST: Utility Department Informing the City Commission on the Potable Water
Usage for 2004.
PURPOSE: The purpose of this agenda item is to inform the City Commission on the potable
water usage for 2004 compared to years prior to adoption ofthe water restriction
ordinance.
CONSIDERATIONS:
The Consumption Use Permit was issued to the City of Winter Springs in October
1996 and expires in October 2006. In 1996 and 1997 the permitted allocated flows were
not exceeded. But in 1998 the drought conditions began and for the next three years the
flows exceeded the allocations. On February 26, 2001 the City Commission adopted a
water restriction ordinance.
The attached graph and table show the impact of that ordinance on potable water
usage as well as the return of normal and above rainfalls. The graph and table show the
annual flows plus the allocated annual increase in the permitted capacity for each year
starting in 1997. The water consumption for 2004 was 362 million gallons below the
annual permitted allocation. The annual withdrawal allocation was also increased by 4% in
2004.
