HomeMy WebLinkAbout2005 01 24 Informational 304 Status of Various Capital Improvement Projects COMMISSION AGENDA ITEM 304 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR January 24, 2005 Meeting MGR. ~EPT /At--- Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERATION: TRAFFIClTRANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk) - The Notice to Proceed was issued August 8th. Project completion for the 270 day project is currently May 2005 although additional time for the delays due to the hurricanes is expected. The issue of the turn lanes at Moss Road and Hayes Road was discussed with FDOT on August 4. Progress Energy has committed to finalizing the pricing for burying the power. This is needed so the other utilities (phone, cable, county fiber) can price their work. PEC plans for the deceleration/turn lanes provided to the contractor at the October 19 progress meeting. Removal of sidewalk and curbing began week of November 8 and are substantially complete. The Landscape Easements for the five selected sites have been signed. Milling of the pavement areas for the traffic separators to begin the week of 24 January. Shop drawings of the hardscape features presented on Monday, January 10. Spacing of the proposed streetlights is approximately 100' apart for both the north and south side. (1/13/05) SR 434 Town Center Corridor Analysis - A stakeholders meeting was held on May 12th with consultants, property owners, and FDOT to review opportunities and alternatives available to redefine 434. Glatting Jackson will be consolidating the input into a recommended plan of action. (5/24/2004) SR 434/ Doran Drive Traffic Signal - This is a joint design project with CPH Engineers and PEC, Inc. the project involves installation of a traffic signal at Doran Drive and SR 434. The City HalllTuskawilla Trails median opening will be required to be changed to a directional only to get signalization at Doran Drive. Permit applications have been approved by FDOT. Project was advertised for bid on August 15 with the bid opening on September 15. Two bids were received. Bids were rejected as they both came in higher than the amount budgeted. Decision was made to investigate piggybacking off the Seminole County Contract for the signal installation and investigate doing the same for the road construction. The January 24, 2005 Information Item 304 Page 2 stamped asphalt will be made an alternate bid. FDOT disapproved staff application to install colored pavers or colored concrete for the crosswalks. The commission approved the contract for the installation of the traffic signal on November 22, 2004. Staff will proceed with this portion of the project after receiving the required easements on the south side of SR 434. The purchase of the Blumberg property on the NW corner will close by the end of January. Staff is in discussion with the lowest bidder under the Seminole County Contract regarding night work with the stamped asphalt and MOT. (1113/05) SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed issued March 2003 for 12 month construction period with a 6 month extension for the conflict with the trail bridge. Irrigation is complete and plant installation is 95% complete, awaiting completion of trail bridge. Funds will have to be re-budgeted to complete the project which is projected for February. Work being performed by Public Works and Utility Department staff. (11/22/04) SR 419/ Moss Road Turn Lane - The scope of this $240,000 project includes the installation of a west bound turn lane from SR 419 onto Moss Road with changes to the associated storm drains, roadway striping and lane widening. FDOT is contributing $100,000 towards this safety improvement. Allstate Paving, Inc is the contractor. The contract has a 120 day completion date. Construction is substantially complete with permanent stripping remaining and FDOT inspection approval. (1/13/05) Cross Seminole Trail North (Wade Street to Gardena Avenue) - Project was bid as of May 10th. Contract was approved by the County Commission on 10 August to Schuller Contractors, Inc of Orlando for $1,589,000.00. The proposed construction limit for the 3.5 miles of paved trail is from Gee Creek (500 feet east of Wade Street) to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena Avenue. The portion of the trail in the middle of the Schrimsher property impacted by the eagles nest is not included in the project. However, an inspection by staff on 11/8/04 revealed hurricane damage to the tree the nest was in and no sign of the nest in the area. Construction projected to begin in January 2005 with a 9 month construction period has been delayed due to administrative issues with FDEP. Pre-construction meeting was held on January 13,2005. Notice to Proceed to be issued on 24 January. Construction to start on the portion of the south side of the SR 434 crossing first. Seminole County asked for a price to complete the portion of the trail previously not considered as part of this contract because of the eagle nest. County staff hopes to perform this work as part of this contract. Contractor has asked to use the Leerdam property as a staging area. (1/13/05) Pedestrian Bridge - Cross Seminole Trail- Construction by the designlbuild team of Jones Bros./Mactec underway. Deck pour was completed as scheduled on 22 September. The $240,000 designlbuild contract was scheduled to be completed November 2004. Approval of the fence fabric and lighting was approved by the commission on 9 August. Painting of the bridge curbing and panels is being planned. Staff is working with County staff to change the color from gray to a more appealing sandstone color. Project completion date delayed due to storm related delivery and supply issues and design of the electrical. New estimated completion date is February 2005. New colors selected by the City approved. (1113/05) Cross Seminole Trail Connector (Wade Street to Wekiva Trail) - The Preliminary Design and Corridor Analysis was presented by the County and VHB. City Manager is working on garnering financial support for the City preferred alignment north of the industrial park versus the County preferred alignment through the industrial park. The design of the 6.5 mile portion of the trial is approximately 90% complete according to the Seminole County project manager with scheduled completion in December 2004. The January 24, 2005 Information Item 304 Page 3 ROW acquisition is planned to be complete in January 2005 and construction estimated to start in February 2005. The estimated completion date is February 2006. The 90% design plans provided to staff on 13 January. (1/13/05) Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been requested from the Leerdam property. Sunshine Building has completed the paving of the interior park road adjacent to the Cross Seminole Trail as approved by the commission on 22 November. The Parks and Recreation Department will no longer be able to use the portion of the trail to enter and exit the park leading to the soccer fields when construction begins. (1113/05) Winter Springs Boulevard Reconstruction - Proposal for phased pavement analysis and scope of repairs was approved on May 10th. Pavement analysis began in June. Geotechnical work completed to capture the rainy season ground water table information. Report on the geotech findings being prepared and expect the report to be presented to staff by the end of January. (1113/05) UTILITY SR 434 Water Main (Vistawilla Road to Spine Road) - Design is 90% complete. Waiting for Casscells to execute the required utility easement. Schrimsher easement is pending. (11/10/03) Utility/Public Works Compound - Design is 90% complete. Plan review process ongoing. Site development concerning wetlands mitigation ongoing. FDEP and Corps of Engineers permit application being prepared. Expect application to be submitted to FDEP by the end of January. Site plan went to DRC on 11 January. (1113/05) Well #4 - Sunshine Building and Development is contractor for this $271,956 project. Test well #1 complete. Test well #2 complete. Staff and geotechnical consultant reviewing information from test well # 1 and #2 to identify better production zones ongoing for recommendation of alternative site for best location of well. Recommendation for well site received from CPR. Recommendation presented to commission on 11/22/04 and approved for completion of the well near the original site. New permit is expected to be received the week of January 17th and construction will restart shortly thereafter. (1/18/05) Reclaimed Water Augmentation - Final report pending by CPR. (5/24/04) PARKS and RECREATION Central Winds Park Expansion Contract A (Site work) - Clearing, grubbing and grading complete. Work was damaged by hurricanes and claim being processed by FEMA. Sunshine Building and Development will provide cost to re-grade site prior to beginning Contract D - Irrigation construction. (11/22/04) Central Winds Parkway Stormwater Piping - Sunshine Building and Development has completed installation of storm structures, piping and underdrain. Underground stormpiping is complete. Regrading of the expansion site to begin the week of January 17 with installation of the irrigation system to begin the week of January 24. InstaUation of the sod to begin as soon as each irrigation zone is complete beginning with all retention/detention pond slopes and embankments. (1/13/05) January 24, 2005 Information Item 304 Page 4 Central Winds Park Expansion Contract C - Irrigation - Design is complete. Pump station installation complete, Progress Energy power connection for pump station complete. Project was advertised for bid on 1 August with a bid opening date of 17 August. Contract awarded to Water Systems Irrigation. Notice to proceed will be issued in mid January after the re-grading has started. (1113/05) Central Winds Park Expansion Contract D - Grassing - Project was advertised for bid on 1 August with a bid opening date scheduled for 7 September. Bid Opening was extended one week to 14 September due to the hurricanes. No bids were received. The Commission approved for the Parks and Recreation Department to contract with Environmental Turf, Inc to provide and install the sod and plugs. This is to begin in late January or Early February after sufficient irrigation has been installed and tested. (11/13/05) COMMISSION ACTION:
