F- /D~t. /~ REQUEST: Community Development Department requests the City Commission consider and approve the final engineering/site plan for the northeast 2 acres of the approximately 15 acre JDC Calhoun/Doran Town Center site, just east ofTuskawilla Road and south of the Kingsberry home. PURPOSE: The purpose of this Agenda Item is to request that the Commission approve the final engineering/site plan for this portion ofthe Doran site, since it had not previously received final engineering approval. The site layout is somewhat different than previously approved. APPLICABLE REGULATIONS: Section 166.021, Florida Statutes. Chapter 9, Land Development. Town Center District Code. Binding Development Agreement. CONSIDERA TIONS: The applicant proposes two 2-story buildings and one I-story building on this portion of the site. Building 3, located adjacent to Tuskawilla Road (Main Street), is proposed at 15,620 square feet; Building 4, also located adjacent to Tuskawilla Road, is proposed at 15,176 square feet: and single story Building 16, located adjacent to Cliffrose Drive and Tree Swallow Drive, is proposed January 24,2005 Regular Item 501 Page 2 at 9,157 square feet. The plans or renderings have not yet been drawn for any ofthese buildings, and no potential tenant has yet been named. Building elevations and floorplans will be provided when available and must receive DRC approval before a building permit application may be submitted. The site is proposed with a 6 foot-tall masonry wall adjacent to the Kingsberry property. The applicant assures staff that the front (Main Street side) of Building 3 will be at grade with the adjacent sidewalk. There is an existing 50" oak tree on the site that is proposed to remain, although its long term survival appears questionable, given its size and proximity to grading and paving. The only code issue is the 10 foot maximum separation between buildings (20 foot proposed between buildings 3 and 4 and 15.4 feet between Building 4 and the property line). This is being addressed by Dover Kohl and partners, with approval subject to their recommendations. This may need to be addressed in a development agreement addendum (along with the exclusion ofthe Building 2 door along Cliffrose Drive). FINDINGS: 1. The proposed final engineering/site plan is consistent with the existing development agreement, the Town Center Code, and Comprehensive Plan, except that the maximum separation between buildings exceeds the 10 foot Code requirement. 2. There is an existing development agreement, pertinent to the subject property. RECOMMENDATION: Staff recommends that the City Commission approve the attached final engineering/site plan, subject to Dover Kohl's comments and recommendations (to be provided when received).
