HomeMy WebLinkAbout2005 01 10 Consent Item 200 Tuscawilla Home Owners Association canine PD COMMISSION AGENDA ITEM 200 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR January 10, 2003 Meeting MGR~ IDEPT~ Authorization REQUEST: Police Department requesting Commission approval and acceptance of a donation from Tuscawilla Home Owners Association in the amount of $5,000 to purchase an additional full service canine. PURPOSE: This agenda item is needed to acquire Commission approval of the above mentioned donation. CONSIDERATIONS: The Tuscawilla Home Owners Association is requesting to make a donation to the Winter Springs Police Department in the amount of $5,000 to purchase a second full service canine. The second canine is necessary to provide seven day a week coverage to our community. By implementing an additional canine, response times to our citizens and community will be reduced. Both dogs would be fully trained for the following duties; . Missing person searches . Suspect searches . Evidence collection . Building searches . Crowd regulation at large events Our current canine is cross trained in drug detection. The new canine will be cross trained for explosives detection. Traditionally, a bomb threat to a facility requires evacuation of the building and department personal spending several hours searching on scene. Implementing an explosive trained canine would allow less time searching the facility by personal and expedite returning them to duty. With our assigned vehicle program all officers have assigned vehicles and we would be able to assign the handler to an existing vehicle causing no impact on Department budget. January 10, 2005 Consent Agenda 200 Page 2 of2 Dr. Jerry Eans of Winter Springs Veterinarian Clinic has continued to provide veterinarian services at no charge to the City. The only charges have been for any medications or vaccination required for the canine. He has also provided first responder training for our current handler in the event of injury during a tour of duty. The Police Department will provide the training of canine and handler with current funds available in the Police Education Trust fund. The additional funds required for this new canines supplies and equipment would be taken from the Law Enforcement Trust Fund with no impact on current budget. FUNDING: There will be no funding required for canine, training and all associated equipment will come from existing trust funds. RECOMMENDATION: Approve the donation from Tuscawilla Home Owner Association for Police canine in the amount of$5,000.00. IMPLEMENT ATION SCHEDULE: Immediately upon approval by Commission.
