HomeMy WebLinkAbout2005 01 10 Consent Item 205.2 Starmer Ranaldi Planning and Architecture Magnolia Square Phase 2 COMMISSION AGENDA ITEM 205.2 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR January 10,2005 Meeting MGR/LfDEPT j/;V Authorization REQUEST: Public Works Department Requesting Authorization for ArchitecturallEngineering Design Services with Starmer Ranaldi Planning and Architecture Inc. for the Magnolia Square Phase 2 and the Town Center Trail Extension. PURPOSE: The purpose of this Board item is to receive approval for Architectural Services for the vertical design elements of Magnolia Square Phase 2 and the Town Center Trail Extension. CONSIDERA nONS: This agenda item IS needed to provide professional design sefVlces for the Amphitheater/Trail Head! Restrooms, multi-purpose pavilion and trail sitting arboretum. The project includes the disciplines of architecture, civil engineering, structural engineering, mechanical engineering, and electrical engineering. SRI was previously approved by the City Commission for general architectural services in response to RFP-008-99-KL on March 22, 1999. They have completed a concept plan of the proposed amenities a summary of which is attached. CPH will be doing the horizontal design elements for this project (hardscape, landscape, irrigation, and lighting) and SRI will be doing the vertical design. The proposal for design services is $67,000.00, which includes the construction drawings and specifications, and obtaining the required permits. FUNDING: The funding source of the $67,000.00 will be evenly split from two line codes in the Consent Agenda Item 205.2 January 10, 2005 Page 2 1999 Construction Fund - Town Center Trail and Infrastructure (305-65000-30045) and Magnolia Park (305-65000-70008). RECOMMENDATION: It IS recommended that the City Commission authorize Architectural/Engineering Design Services with Starmer Ranaldi Planning and Architecture Inc. for the Magnolia Square Phase 2 and Town Center Trail Extension at a cost of $67,000.00 from the 1999 Construction Fund - Town Center and Infrastructure line code - (305-65000). IMPLEMENTATION SCHEDULE: The scope of work will be completed within 150 days of approval. ATTACHMENTS: 1. I. Scope of Project Development of various improvements to Magnolia Park and Blumberg Boulevard located in the new Winter Springs Town Center. These improvements and approximate construction value are briefly described as follows: 1. Amphitheatre and trail head in Magnolia Park (3000 sf at $150/sf= $ 450,000) 2. Multi-purpose pavilion in Blumberg median (2 x 500 sfat $ 150/sf= $ 150,000) 3. Arboretum in Blumberg median Magnolia Park (8 x 400 sf at $80/sf = $ 256,000) 4. Coordination with Veterans of Foreign Wars monument in Blumberg median (design not part ofthis scope) ($ 50,000 allowance) II. Scope of Basic Services sri shall provide complete professional design services for this project including architecture, structural engineering, mechanical engineering, and electrical engineering suitable for obtaining building permits and construction with the following tasks: A. Pre- Design (PD) 1. Confirm clients goals and objectives 2. Assist owner with obtaining all necessary survey data 3. Assist owner with obtaining all necessary geotechnical data 4. Identify all permitting and jurisdictional constraints B. Schematic Design (SD) 1. Develop schematic plans for all improvements 2. Develop schematic elevations for all improvements 3. Develop schematic sections for all improvements 4. Hold work shop with appropriate staff to obtain approval of design concept 5. Outline specifications 6. Prepare an opinion of construction value C. Design Development (DD) 1. Drawings 50 % complete 2. Specifications 50 % complete 3. Prepare an opinion of construction value D. Construction Documents (CD) 1. Final construction drawings 2. Final construction specifications 3. Prepare a final opinion of construction value 4. Obtain building permits and approvals from jurisdictional agencies E. Construction Administration (CA) 1. Assist owner with all bidding procedures and award 2. Chair pre-construction meeting and subsequent progress meetings 3. Shop drawing review and approval 4. Periodic problem solving 5. Periodic construction inspection 6. Assist owner with contractor draw applications 7. Assist owner with all project closeout procedures III. Scope of Additional Services The following services are considered beyond the scope of basic services and can be provided by sri upon confirmation of scope and written authorization of the client: A. Models B. Renderings C. 3D modeling, graphics, fly arounds, videos D. Interior furnishings design and acquisition E. Public hearing and!or presentations F. Expert witness / legal testimony IV. Clarifications A. Fees quoted herein are based on our current understanding of the scope of work and should the scope change significantly additional compensation may be warranted. B. Note fees quoted herein are limited to "vertical" (architectural) construction elements and do not include landscape, irrigation, lighting, hardscape, or civil engineering design. C. Fees quoted herein do not include other owner costs such as permit application fees, impact fees, geotechnical services, and / or surveying services.
