REQUEST: The Parks and Recreation Department is requesting the City Commission to discuss
the Conceptual Master Planning of the Expansion of Central Winds Park.
PURPOSE: To discuss several options on Master Planning the Expansion of Central Winds Park.
CONSIDERATIONS:
. On September 4, 2001, a majority of Citizens of Winter Springs voted for a bond referendwn to
acquire and develop property adjacent to Central Winds Parks known as the Parker Property.
. The primary purpose of the acquisition is to provide needed sports fields and parking.
. Citizen input is very important from the youth sports groups and other interested citizens in the
master planning process.
. Although this list is not inclusive of all the options available, the following does explore some
alternatives to consider.
1. The City Commission could establish a Central Winds Park Expansion Committee made up
of Sports Leagues Representatives and other interested Citizens. These Citizens would meet
on a regular basis in public meetings through the master planning process and make a
recommendation for development to the City Commission.
2. The City Commission could now select the master plan design service proposal or allow the
committee once it is formed to interview and recommend to the Commission a firm to
provide this service or have staff recommend a firm.
3. The City Commission could now select a design firm and have them work with staff. Staff
would establish public meetings and invite all youth group representatives, interested
citizens, and promote these meeting citywide. Staff and design firm would present the
recommended final design to the group and also to the City Commission for [mal approval.

FUNDING:
Up to $ 8,500 for master planning services.
RECOMMENDATION:
That the City Commission discuss the options presented and provide further direction to staff in this
matter.

We look forward to having the opportunity to work with you and the City once again, as your design
consultant for the above referenced project, and submit the following proposal for your consideration.
1. SCOPE OF PROJECT
Development of the Parker property containing approximately 27 acres adjacent to, and as an
expansion of, Central Winds Park. The development of the property will be initially for open play
fields and additional parking for Central Wmds, however the City would like to look into the future
and analize the site's long range potential as well.
II. SCOPE OF BASIC SERVICES
sri will provide complete professional design services to demonstrate alternative concepts
showing both initial use and the build out potential of this site. The following outline describes our
basic services for the project.
A. Pre Design Phase (PD)
1. Confinn owners goals and objectives.
2. Assist owner in obtaining any necessary survey, soils, and environmental data.
3. Confinn overall project schedule and budget.

B. Master Planning Phase (MP)
1. Prepare Master Plan alternatives identifYing how various improvements can be
accommodated on the site.
2. Prepare opinion of probable construction cost for each master plan alternative, and phases
of construction within the alternatives.
3 . Using these initial master plan concepts meet with City staff and hold public work shops to
assess the recreational and athletic desires of the community.
4, Based on community input we will prepare a couple alternative plans that address the
desires of the community and hold a second meeting for public input.
5. Prepare a minimum of two alternative master plan concepts, which reflect both city staff
and community concerns and make a formal presentation to City Council for input.
6. Based on City Council input prepare a final master plan including opinion of construction
value for the City to move forward with a well thought out road map on how to develop
this property in a series of phases.
Ill. SCOPE OF ADDITIONAL SERVICES
The following setvices are considered beyond the scope of basic service for master planning of this
project and can be provided by sri upon the written request and approval of the owner.

VI. CLARIFICATIONS
A. Fees quoted herein are based on our current understanding of the scope of work as described
herein and significant modification to the scope of work may warrant modification of our fees,

information.

Conceptual Park Master Planning
Dear Mr. Pula.
'v'le arc providing this proposal to the City ofWintcr Springs for the Conceptual Mastcr Planning
of the above referenced project as previously discussed with you. We have worked with the City
previous planning efforts on this same Parker tract and would very much like to carry forth that
work and incorporate your current aspirations.
Michael Design Associates wil1 provide conceptual master planning level graphics of the park
expansion and interaction with the Commission, agencies and the Public as detailed below. At
this time, no detailed design plans or administration is proposed. A description of the work
proposed follows:
Expansion Area Planning - The new park expansion area planning will include items that thc
City wishcs to be included into the designated area with allowance for stormwater treatment
facilities and adequate buffers to neighboring properties. The planning will provide a plan that
will make thl: expansion an integTal part of the "whole" Central Winds Park and will delineate a
new park entrance treatment as part of that integral experience, The Town Center Design Code
will be followed where applicahle and feasible to provide facilities that are cohesive with the
civic fabric of the Town Center. Facilities will include but not be limited to ball fields of varying
intensities and sports, parking, restrooms, courts, maintenance facilities as desired, possihle pool
area and other facilities desired by the City. The Cross Seminole Trail/Florida National Scenic
Trail will be reCOh'l1ized and addressed throughout the master planning with the appropriate trail
oriented entities when desirable to the City staff. The potential use of the Springs Land Tract as a
regional trailhead will also be addressed.
Public Involvement - Michael Design Associates welcomes the interaction of all entities into the
planning process and at the request of the City is including the following meetings in this
proposal:

1 Public Workshop at the Senior Center
(including user and Commission one-on-one intervicws as desired) (please note
that this workshop will not be as intcnsive as the Town Center Charrette dm: to budgets
but will be of the degree necessary to provide interaction with the desired Park users and
Commissioners. The workshop will begin at 9:00 AM Saturday morning with an
informative Powerpoint presentation of the initial ideas, followed by Q&A, and then a
table session to answer persons questions one on one lasting until 2 - 3:00 PM).
2 - 3 meetings with Staff for review and intcraction purposes
Other data collection and planning meetings as determined necessary
by the Consultant
Michael Design Associates will provide Powcrpoint slide presentations as detailcd above to
convey planning intents and will also utilize large scale graphics as needed throughout the
planning process. MDA will maintain a listing of needed contacts but is not providing
advertis\:ment, meeting notice or mailings in this proposal.

MDA will deliver the initial graphics within 90 - 100 days of the signing of this proposal barring
any unforcsc~n circumstances beyond the control of the Consultant. The end of year holidays
may affed this projection and it is anticipated that the City and MDA work together to estahlish a
r\:asonahle schedule with the appropriate user entity and City needs considered.
Delivery Items
MDA will provide the following items in this agreement:
Gral)bic Conceptual Master Plan board: Include 3 final laminated color graphic plans
at 24" x: 36" of the Park Expansion Area; Other plots or lamination will be charged on a
direct cost basis from the printing company
Booklets: I bound and 1 unbound (2 total) booklets at 8.5" x 11" fonnat illustrating the
intent of the Conceptual Park Master Plan, with color covers and a z-fold master plan and
the rest of the document in black and white print;
Archival and Printable CD's - 1 CD of the document for archival and mass printing
purposes will be provided with the full document in color including all photographs
inserted into the narrative, that the City may print as many copies as desired lor
distribution purposes.

Payment Terms
MDA will invoice an initial retainer fee of20 percent of the total fee at the beginning of the
project for payment during nonnal City check writing cycles. Other invoices will occur on a
monthly basis as appropriate, MDA will provide additional back-up infonnation if requested.
The total amount of this proposal is $8,500, including the meeting coordination and graphic items
proposed above,
