This item is continued from the December 13,2004 Commission meeting. PURPOSE: The purpose of this agenda item is to recommend approval for the revised Final Engineering plans for 104 town-home units and associated infrastructure on 12 acres along the north side of SR 434, west of Parks tone Boulevard. CHRONOLOGY: April 21, 1995 - City received rezoning application package (RU to PUD) and master plan August 28, 1995 - City approved master plan September 25, 1995 - City approved rezoning to PUD September 3, 1997 - City approved master plan revision reducing Tract C from 13 to 2 acres and re-designating tracts C & D from Flexible land use to Neighborhood Commercial & Professional Office January 26, 1998 - City approved preliminary engineering and final subdivision plan @) January 10,2005 Regular Item 500 Page 2 November 23, 1998 - City approved final engineering (except for 43 lots) July 12, 1999 - City approved final engineering for remaining 43 lots January 12, 2004 - City adopted of Ordinance No. 2003-35, the large scale comprehensive plan amendment from Low Density Residential to High Density Residential February 13, 2004 - City received PUD amendment package and associated engineering/subdivision documents July 7,2004 - P&Z Board recommended approval ofPUD master plan amendment and engineering/subdivision plans July 26,2004 - City Commission held a Public Hearing and recommended approval of the Parkstone PUD master plan amendment. July 26, 2004 - City Commission recommended approval of development agreement, preliminary and final subdivision/engineering plans, and restrictive covenants. Dec. 7, 2004- P&Z Board recommended approval ofthe revised PUD master plan amendment and engineering/subdivision plans. CONSIDERATIONS: The site is located within the City on the north side of SR 434, immediately adjacent to the west side of Parks tone Boulevard, separated by a wall from the single family portion of Parks tone. It has a Medium Density Residential Future Land Use (FLU) designation and PUD zoning (as part of the Parkstone Planned Unit Development). It is also within the SR 434 New Development Overlay Zoning District. The site is served by a private looped roadway connected to Parkstone Boulevard, with alternate egress onto SR 434. Emergency vehicle access is proposed through the southwest comer of the site from SR 434. The site features central water and sewer and uses the existing storm-water system already engineered and constructed for Parkstone. The site is vacant open land with no specimen trees, no wetlands, and no known environmental issues. A portion of the Cross-Seminole Trail extends generally east and west between the SR 434 roadway surface and the site. A traffic study was provided with the initial approval and no additional on-site and no off-site traffic improvements were deemed necessary by either traffic consultant. After final approval was received last July, the developer determined that some revisions to the approved plans were necessary. The plans were revised to incorporate the following: 1- Move the front entry drive (Amalie Drive) 90-feet to the south, aligning it with Caneel Bay Terrace (in order to keep the existing median and landscaping along Parkstone Blvd. in tact); and 2- Lower the grade of the development by 12" as reflected on the Grading and Drainage Plan. These revisions have resulted in a better project (than the previously approved plans) because they result in less impact to the neighborhood by retaining the existing Parkstone median landscaping and reducing the overall height of the project by a foot. Additionally, the applicant has modified the plans further, in response to comments from the Commission. These changes include: 3- Substantially revising the rear elevation to look like the front of the units. January 10,2005 Regular Item 500 Page 3 4- Removing the massive 8-unit building (units 97 thru 104) from along Parkstone Blvd. and replacing it with a 4-unit building (units 96 thru unit 101) and a 3-unit building (units 102 thru 104). Unit 97 has been turned 90 degrees and placed adjacent to unit 96. 5- Adjoining driveways have been divided to break up the sea of concrete. 6- Landscaping along SR 434 has been enhanced to supplement the existing metal fencing and brick pillars that are in place on both sides of the boulevard. The enhanced landscaping is in addition to the landscaping approved in July. These changes have been reflected in the Final Engineering and Landscape plans. FINDINGS: 1. The approved development connects to City potable water and sanitary sewer. The City has adequate capacity for both. 2. The approved development of 104 units (8.66 units to the acre) are allowed under the future land use designation of Medium Density Residential. 3. The 12 acre site is within the PUD zoning district, has a Medium Density Future Land Use (FLU) designation, and is within the SR 434 New Development Overlay Zoning District. 4. The approved development has a private roadway system that is not designed to City standards and therefore may not be incorporated into the City roadway system for ownership and/or maintenance. 5. No out-standing traffic issues were found. 6. The revised Final Engineering plans are consistent with the Comprehensive Plan, City Code of Ordinances, and the Development Agreement. PLANNING & ZONING BOARD RECOMMENDATION: At the regular meeting of the Planning and Zoning Board/ Local Planning Agency on Dec. 7, 2004, the Board recommended "Approval" to the City Commission. STAFF RECOMMENDATION: Staff recommends approval of the revised Final Engineering plans for The Landings at Parkstone subject to any additional StaffDRC review and comments, given the recent changes implemented.
