REQUEST: The Community Development Department requests the City Commission
receive information on the City of Casselberry's small area study for the Seminole
Greyhound Park property.
PURPOSE: The purpose of this agenda item is to inform the Commission that Casselberry is
undertaking a small area study to provide ideas and standards for the possible future
development of the Seminole Greyhound Park property.
CONSIDERA nONS:
. Casselberry has hired Gladding Jackson, Inc. and Real Estate Research, Inc. to conduct the
small area study.
· The study area consists of 200 acres more or less. There are 4 property owners. The
greyhound park consists of approximately 150 acres of total acreage.
. The current zoning is general commercial (C-G) which allows such uses as hotels, large box
construction and apartments. The comprehensive plan designation is low density non-
residential, commercial or medium density residential. The surrounding land use is
residential single family.
. The first public meeting was held Wednesday November 29,2000 at the Casselberry Senior
Center. A second meeting will be scheduled in a few months to discuss the findings and to
review concept plans. A third public meeting will be held a month or two later.

· The study is not intended to require redevelopment of the property but rather to provide
guidance regarding possible uses and standards for layout and design in the event the
property owners decide in the future to redevelop the 200 acres.
. Interestingly, more than fifty (50) percent of the people attending the first meeting were from
Winter Springs. The property is contiguous to the ranchlands.
STAFF RECOMMENDATION:
Staff recommends that the commission be advised of the small area study for the Seminole
Greyhound Park property.

The City of Casselberry is undertaking a Small Area Study and would like your participation.
The purpose of the study is to provide ideas and standards for the possible future development of
the property on which the Seminole Greyhound Park is located.
The study is not intended to require development of the property, but rather to provide guidance
regarding uses and standards for layout and design in the event the property's owners or future
owners at some time desire to re-develop the property. As one of the largest pieces of property
in the City, the site offers the potential to have a significant impact on the area. With proper
planning, that impact should be beneficial to the area.
A public meeting will be held to begin the study:

If you would like to be involved, please attend. We would very much like to hear your ideas.
A second meeting will be held in a few months to discuss the findings to that point. By then,
some concept plans should be ready for your review and discussion. A third public meeting will
be held a month or two after that to discuss the refined plan. You will also receive a notice with
the dates, times and locations for those meetings.
