COMMISSION AGENDA ITEM B CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR October 8, 2001 Meeting MGR~ /DEPT /~ Authorization REQUEST: Public Works Department Requesting a Supplemental Appropriation of $28,000 for Aerial Mosquito Spraying PURPOSE: The purpose of this Board item is to request a supplemental appropriation of$28,000 to participate with Seminole County for three Aerial Mosquito Spraying applications to be performed by Clarke Mosquito Control in response to Seminole County being placed on a medical alert for the West Nile Virus. . CONSIDERA TIONS: . This supplemental appropriation is needed for the City to participate in a County wide coordinated program of aerial mosquito spraying, On September 27,2001, Seminole County was placed under a Medical Alert after a case of the West Nile Virus was confirmed. The County instituted a ground based spraying program in late August with an $150,000 set aside for an aerial program if justified after a medical alert was issued, At the September 20th Seminole County West Nile Virus Response Meeting, the County indicated they would be evaluating the effectiveness of the ground spraying utilizing light traps, The County's current position is that they would only implement the aerial spraying if the light traps indicated the ground spraying was not producing the desired reductions in the mosquito populations, There were also some concerns about conducting aerial spraying in light of current events. However, we want to be prepared to participate in the aerial program on short notice if that next step is taken, The expenditure of City funds would only occur in con;unction with the county also spraying. We will be recommending a transition from funding the mosquito spraying program out of General fund to the Stormwater Fund as part of the rate study recommendations this fall, The $30,000 set aside for the design of the Little Lake Howell RCP Culvert Replacement would be used for mosquito spraying and that project delayed until next year. Flamingo Ave. Public Works Department Winter Springs, Florida 32708 Dear Alan: Thank you for participating in the Seminole County West Nile Virus Response Meeting held at the County E.O.C. As we discussed in the meeting, Clarke Mosquito Control is under contract to provide both ground ULV and aerial ULV applications for control of adult mosquitoes. We also discussed that a coordinated effort between our control efforts will be more effective. Should a medical alert be declared for Seminole County, several municipalities were interested in the cost of aerial applications for their communities. Weare happy to extend the County contract prices to each of the municipalities within the County. The charge for aerial application is between $.90-$1.00 per acre depending on the choice of product applied. Our GIS Mapping Department has determined that the City of Winter Springs encompasses 9,276 acres. This would make' the cost of each aerial application between $8,348.00 _ $9,276.00. There were also discussions of establishing a network of mosquito light traps to monitor the overall population of adult mosquitoes within the County. Clarke Mosquito Control would be responsible to the installation, maintenance, setting, collections and identification of each trap. We would also provide a weekly report to each participating community. The traps would be run once per week. The cost per trap collected once per week for 8 months would be $6500.00 per year. .' Agwunobi, M,O,,z, M,B,A Acting ~ecretary FLORIDA DEPARTMENT OF HEALT FOR IMMEDIATE RELEASE: September 27,2001 CONTACT: John Cochrane 407/665-3606 West Nile Virus Reported in Seminole County Seminole County Under Medical Alert Sanford-The Seminole County Health Department announced today that the county's second case of West Nile (WN) virus has been confirmed in a second dove. The dead birds were submitted to the Florida Department of Health (DOH) Laboratory in Tampa and tested positive for WN, No human or other animal cases of WN have been reported in Seminole County at this time, Seminole County is now under a medical alert for West Nile virus. Health officials want all citizens living in counties under the medical alert to be on heightened awareness. A total of 48 counties are now included in this alert: Alachua', Baker, Bay, Bradford, Calhoun, Citrus, Clay, Collier, Columbia, Dade, Dixie, Duval, Escambia, Flagler, Franklin, Gadsden, Gilchrist, Gulf, Hamilton, Hernando, Highlands, Holmes, Jackson, Jefferson, Lafayette, Lake, Lee, Leon, Levy, Liberty, Madison, Marion, Monroe, Nassau, Okaloosa, Pasco, Putnam, Santa Rosa, Seminole, S1. Johns, Sumter, Suwannee, Taylor, Union, Volusia, Wakulla, Walton and Washington counties. Remember, all mosquito-borne illnesses are preventable. Even though the weather is starting to change, the Department of Health urges all Floridians to take precautions against mosquito bites.
