COMMISSION AGENDA ITEM A CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR October 8, 2001 Meeting MGR ~EPT ~ Authorization REQUEST: Public Works Department Requesting Authorization to Piggyback off of the Seminole County contract for the design of the S.R. 434/Tuskawilla Road Mast Arm Traffic Signal Replacement. PURPOSE: The purpose of this Board item is to request authorization to Piggyback off of Seminole County contract (PS-555-00/BJC) for the S.R. 434/Tuskawilla Road Mast Arm Traffic Signal Replacement with PEC, Inc, at a cost of$15,847.10, CONSIDERA TIONS: These design services are needed to proceed with the design of the traffic signal upgrade at Tuskawilla Road and S.R. 434, The project is to replace the current strain pole signals with the decorative mast arms standard adopted by the City, We are proposing to piggyback off of Seminole County's design contract for signalization (PS-555-00/BJC) with PEC, Inc. of Orlando. PEC, Inc has completed the design of the Vistawilla Drive Signal and we anticipate receipt of that permit. Staff will be requesting authorization to proceed with bidding and construction of the Vistawilla Drive signal at a future meeting, The scope of work includes surveying, subsurface sampling and field-testing, signalization design, and permitting for the traffic signal at Tuskawilla Drive and S,R. 434, Bidding Services and Post Design Services are quoted separately and not part of this request. ., The preliminary construction cost estimate is $140,000 for the signalization work which includes the decorative mast arms, (, . . . State Road 434 . .Winter Springs, Florida 32708 RE: State Road 434 / Tuskawilla Road Intersection Signalization Project Proposal for Professional Engineering Services Dear Mr. Lockcuff: Professional Engineering Consultants, Inc. (PEC) is pleased to present this proposal for professional engineering design, permitting, bidding, and post design services for the State Road 434/ Tuskawilla Road intersection signalization project. This project consists of reconstructing the existing concrete strain pole signal with decorative mast arm poles, The terms of this proposal are consistent with our continuous Seminole County Minor Roadway and MSBU Design contract (PS-590-01lBJC) terms and conditions, including manhours and hourly rates. PEC staff has a great deal of experience in similar projects throughout Central Florida. This experience includes the permitting process through (1) the Florida Department of Transportation District 5 and (2) Seminole County (maintaining agency). SCOPE OF SERVICES The scope of this project is broken into three major tasks. These tasks are (1) Signalization design, construction plans preparation and permitting, (2) Bidding phase services, and (3) Post design services. Task 1: Signalization Desi2:n. Construction Plans Preparation and Permitting. This task includes the following: Design topographic survey to include locating all improvements and utilities as evidenced by above ground features or as marked by the designated utility company representative. The coverage/limits of this survey will be sufficient to construct the proposed improvements. 2. This includes performing two Standard Penetration Test (SPT) borings to depth of 35 feet. 4. Visually classify and stratify representative soil samples in the laboratory using the Unified Soil Clasisification System. 5. Collect groundwater level measurements and estimate normal wet seasonal high groundwater levels. 6. Prepare complete signalization plans in accordance with the latest design standards, design manuals and policies adopted by FDOT and Seminole County as applicable, and in accordance with the City of Winter Springs criteria and preferences. 7. Provide isolated intersection timings. 8. Provide the Standard Mast Arm details and drawings. . 9. Provide foundation design for the proposed mast arm structures in accordance with FDOT criteria. 10. Perform utility coordination. 11. Perform four (4) utility verification I vaccuum excavation test holes at the proposed mast arm pole locations. 12. Submit the construction plans to FOOT and Seminole County for review and approval. 13. Coordinate the work with the proposed roadway improvements on the north side of this intersection. Task 2: Biddin~ Phase Services. This phase includes providing bid tabulation sheets suitable for bidding purposes by the contractors, transmitting bid packages to interested contractors, reviewing the received bids and providing the City with a letter of "recommendation to award" letter. The City may elect to utilize the existing Seminole County construction contract to construct these improvements assuming all parties agree to such. . Task 3: Post Desien Services. Respond to "request for information" during construction. 4. Assist in resolving any construction related issues. 5. Attend on-site meetings to discuss construction progress. SCHEDULE A sixty (60) to ninety (90) day project schedule is anticipated to complete the construction drawings. This time is exclusive of any review time by FDOT and Seminole County.
