Authorization REQUEST: The Parks and Recreation Department is requesting consideration of a Monthly Senior Citizen A ward Program and if approved a Supplemental Appropriation from General Fund Reserves of$ 3, 600 for Six (6) months of this FY. PURPOSE: The purpose of this item is to consider a Monthly Senior Citizen A ward Program. CONSIDERATIONS: . Mayor Bush who was very instrumental in the city receiving statewide recognition as a "Community for a Lifetime" has requested that staff look into a Senior Citizen A ward Program. . Parks and Recreation staff has discussed a program and has received a proposal to conduct such a program from Product Marketing Group at an estimated cost of $ 7,200 per year. . The program would include custom art work for branding. . Assistance with distribution of application forms. . Assistance with Senior Citizen Organization Board to judge the monthly winner. . Customize the Award Certificate, Power Point and Printed Honoree's Bio. . Award event items and public relations activity. . In order to allow sufficient startup time the program would be for six (6) months this FY. Cost $ 3,600. · If approved and deemed successful additional budgeted funds would need to be approved for FY2006/2007 in the amount of $ 7,200 in the Parks and Recreation Senior Center budget (7250). FUNDING: Supplemental Appropriation from General Fund Reserves in the amount of $ 3,600. for FY 2005- 2006. RECOMMENDATIONS: The Parks and Recreation Department is recommending consideration and if approved a Supplemental Appropriation from General Fund Reserves in the amount of$ 3,600 for six (6) months ofFY 2005-2006. I do not know of any other local cities who do this.. .we can brand this and copyright the name ID and you folks would be the first!! I included some giveaways in the budget, although we may be able to get a nice packet of materials from merchants, Helen Stairs Theatre, the Zoo, Rivership Romance and others once we get into this.. .no promises, but it seems like a natural... . maybe get free airfare for the annual winners from one of the airlines at the Orlando Sanford International Airport.... .if they can get good exposure out of it..... .Just ideas.... anyway, I included enough to buy them a watch or jacket.. . something nice. All else is just work, time, research and coordination plus the PR angles. Sounds like lots of fun and very positive for the City. Let me know if you need anything else. One last thing, the art and name ideas are just our creative wonks' direction.. .which I really like.. .but that's up to you all to decide. This will just get you going for presentation sake. One more thing, Chuck. I put the Cost Comparison to a Sentinel ad on a page alone... .for reference sake or illustration of how much farther a program like this stretches the dollars and actually targets your specific constituency--100%. Advertising, Public Relations & sales promotion A COMMUNITY OUTREACH PROJECT PROPOSAL for the City of Winter Springs: 2006/07 Senior Citizen of the Month Honor by the Winter Springs City Commission April, 2006-March 2007 (with option for renewal annually) CONCEPT: Recognize and award a Winter Springs resident Senior Citizen's achievements in business, civic, social, church or philanthropic endeavors at the City Commission meeting one time per month. RATIONALE: A community-building activity targeting a growing segment of the City's population. The positive recognition program will both enhance and promote the award-winning program of senior activities produced by the Winter Springs Parks and Recreation Department. Additionally, the positive media exposure will encourage new senior participants to investigate the programs offered at the Senior Center. SPECIFICS: -The program would be branded and would be exclusive to the City of Winter Springs. Possible branding name 10 for the program could be: Senior Standout Award Super Senior Award Outstanding Senior Award Significant Senior Award For Example: WINTER SPRINGS SIGNIFICANT Note an illustrated brand 10 such as this would be used on all materials associated with this program and all related awards items, Power point or printed materials issued.
