REGULAR
REQUEST: The Parks and Recreation Department is requesting that The City Commission
approve proceeding with alternative master plans for improvements on the property
south of the Police Station with a supplemental appropriation from general fund
reserves.
PURPOSE: The purpose of this item is to authorize the city manager to execute a contract for
services with Starmer Ranaldi Planning and Architecture in a form approved by the
city attorney. Services shall be in accordance with the scope of services and payment
amount provided in the agenda package with funding from the general fund reserves.
ISSUE ANALYSIS:
. On June 28~ 1999~ the City Commission directed staff to consider the area around the Police
Station for recreation practice fields.
. On January 1 O~ 2000~ the City Commission discussed the property and possible sports field
activities and referred it to a Parks and Recreation Workshop.
. On March 20,2000, a Recreation Workshop was held and the Commission consensus was to
bring back the information and budgetary amount to explore the wetlands.
. On May 22~ 2000~ the City Commission approved $5~000.00 for Environmental Services~ Inc.
to do a wetland study and present a report containing estimated costs to mitigate the wetlands.

. On September 25,2000, the City Commission directed staff to look into the development, for
recreational uses, the south 3.4 acres of to parcel adjacent to the Police Station (wetlands #4
area).
. Staffhas requested that SRI be the design consultant on the project. The information provided
will enable staff to present to the City Commission possible uses and costs. This information
is necessary to be able to submit for a CDBG grant in early March, 2001.
. Scope of services is not to exceed $1,530.00.
. Parks and Recreation distributed an informational flyer to those living adjacent to the proposed
site on November 17,2000 for public input.
FUNDING:
This request is not budgeted and will require $1,530.00. Sufficient funding is not available
in the Parks and Recreation budget. A supplemental appropriation from the general fund
reserves is needed.
RECOMMENDATION:
The Parks and Recreation Department is recommending that the City Commission authorize
the City Manager to execute a contract for services with SRI in a form approved by the City
Attorney. Services shall be in accordance with the scope of services and payment amount
provided in the agenda package with funding from the general fund reserves.

The City of Winter Springs parks and recreation
is studying the possibilities of developing the
city property, which is now wooded behind the
new Torcaso Park restroom and playground and
to the left of the Police Station. Possible usage
could be youth football and soccer practice fields : .' l/~

tive sports seasons. Another possible usage

We are delighted to have the opportunity to work with you and the City as your design consultant for the
above referenced project.
I. SCOPE OF PROJECT
Provide alternative master plans for improvements to the above referenced park site to include
possible improvements such as ball fields, soccer fields, splash park, sWimming pool, and lor
parking areas. '
II. SCOPE OF BASIC SERVICES
sri will provide complete preliminary design services to demonstrate alternative cOl1cepts showing
the build out potential of this site. The following outline describes our basic services for the project.
A. Pre Design Phase (PD)
1. Confirm owners goals and objectives
2. Prepare initial list of improvements to establish project budget
3: Confirm overall project schedule
B. Master Planning Phase (MP)
1. Prepare Master Plan alternatives identifying how various improvements might be
accomplished

III. SCOPE OF ADDITIONAL SERVICE
The following services are considered beyond the scope of basic service for this project and can be
provided by sri upon the written request and approval of the owner.
A. Architectural

B. Complete design services for construction purposes.
C. Construction Administration Phase (CA)
1. Assist owner with advertising for bids, and lor inviting contractors
2. Chair a pre-bid conference with all interested contractors
3. Assist owner with review and awarding of bids
4. Assist owner in preparing and executing contract with contractor
5. Chair a pre-construction conference with contractor and all sub-contractors
6. Review and process all shop drawing submittals
7. Review and process all quality control and test reports
8. Prepare and issue all written documentation

9. Review and approve contractors request for payments

VI. CLARIFICATIONS
A. Fees quoted herein are based on our current understanding of the scope of work as described
herein and significant modification to the scope of work may warrant modification of our fees.
B. Fees quoted herein are based on the owner providing reasonable site surveyor boundary
information.
