COMMISSION AGENDA ITEM F CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X November 13,2000 Meeting MGR ~IDEPT ).YY Authorization REQUEST: Public Works Requesting Approval to Accept Funds from the Developer of Winding Hollow for the City to Complete the Trotwood Connection Park Improvements. PURPOSE: The purpose ofthis Board item is to request approval to accept $47,716 from The Pizzuti Companies for the City to complete the improvements to the Trotwood Connection Park and formally designate the area as Oak Hollow Park. CONSIDERATIONS: This approval is needed to complete the scope of the proposed improvements to the Trotwood Connector within the previous budget constraints. On March 22, 1999, the City Commission approved the linear park plans for the Trotwood Connection at a maximum cost of $83,247.00. Pizzuti completed the grading, road hammerheads at both ends, and sidewalk connection at a cost $35,531.00. The remaining work includes decorative concrete work, lighting, landscaping, irrigation, playground equipment, and removable bollards to allow for emergency vehicle access. This past March, Pizzuti met with us to review bids they had received to complete the scope of work. The costs far exceeded the available funds and as we reduced the scope the interest of contractors also decreased. Pizzuti offered to remit the remaining balance to the City for us to complete the work using City labor where possible. Staff has met on numerous occasions with Jim Toukatly and Dean Kowal, representing Oak Forest Unit 8 and Winding Hollow, respectively, to refine the project scope to within budget limits. The attached November 13,2000 Regular Agenda Item F Page 2 construction cost estimate details how we anticipate completing the project within the $47,716 budget. The only significant difference in the originally approved plans and proposed improvements is that seed and mulch with some Bahia sod will be used in lieu of all 8t. Augustine sod. During our meetings with Mr. Toukatly and Mr. Kowal, there was some concerns about the "Trotwood Connection" designation of this linear park and it was suggested that it be officially designated Oak Hollow Park to alleviate those concerns. The Parks and Recreation Director supports this designation. FUNDING: No City funds are anticipated to be needed at this time. The Pizzuti Companies will remit to the City the $47,716 if approved. RECOMMENDA TION: It is recommended that the City Commission approve the acceptance of $47,716 from The Pizzuti Companies for the City to complete the improvements to the Trotwood Connection Park and formally designate the area as Oak Hollow Park. IMPLEMENTA TION SCHEDULE: The improvements will be completed within 60 days of the receipt of the funds from Pizzuti. Maintenance of the area will be added to the landscape maintenance contract. FL 32708- 1800 Re: lhe Trofwood Connector @ Winding Hollow Dear Ron, Over the past several months, we have been working with Kip Lockcuff, SRI Architects and a number of vendors in an effort to complete the work outlined within the enclosed Commission Meeting Agenda (Minutes) dated 3/22/99 for the above project. To date, we have completed and paid for the concrete sidewalk and the vehicular turnarounds on both sides of the connector. We have also completed and paid for the necessary design work. responded to the homeowner's association comments and concerns with design revisions, and have obtained competitive pricing for the balance of the work. Following the completion pricing, we met with Kip lockcuff and Don LeBlanc (on 2/14/00) because the contractor pricing exceeded the proposed budget quite substanTially. We agreed during that meeting 10 .value engineer" (VE) the project in an effort to get it back within budget, and decided collectively to use the low landscape bidder to try to do this. Unfortunately, the scope of the project following VE has gotten so small that we have been unable to get any of the landscape contractors interested in pursuing it further. After some discussion with Kip, we feel that the City may be able to accomplish this work more cost effectively than Pizzuti can, and thus I am recommending that Pizzuti make a cash payment to the City to satisfy Pizzuti's responsibility for the work. lhe amount would be calculated by subtracting the current direct costs from the original budget of $83,247 stipulated in the enclosed document. Please let us know if this is an acceptable methodology, and we will move forward with a summary of the costs-to-date, which we will first present to Kip for his approval.
