Authorization~ REQUEST: The Police Department is providing additional information to the Commission regarding speeding and traffic conditions on Shore Road based on traffic surveys conducted since August 14,2000. PURPOSE: To inform Commission of the findings pertaining to current speed surveys and manpower hours spent on Shore Road for traffic enforcement. CONSIDERA TIONS: The Commission had asked for additional follow up information at the August 14, 2000 meeting in regards to speed surveys and man-hour allocation for traffic enforcement on Shore Road. The Commission also requested information relative to the installation of traffic calming devices in the area. The Police Department has since conducted four surveys a week in both the 20 and 25 mile per hour zones of Shore Road with the SMART Trailer and Officers conducted 27 hours of speed enforcement either on bicycle or patrol vehicles during this time. The cost in salaries for the officers to work radar was $368.28 during this reporting period. At the August 14, 2000 Commission meeting the Commission was informed that the studies indicated that the average speed in the 20mph was 23.92 miles per hour and 28.12 in the 25 mile per hour zone. The 85th percentile speed for the 20mph section was 28 miles per hour, and the 85th percentile speed for the 25mph section was 33 mile per hour. An officer was assigned to Shore Road based on data collected from the surveys that had indicated the time of day that vehicles were traveling at a speed greater than 10mph above the speed limit. We have continued assignment of officers in the area based on this information. With continued radar enforcement assignments and surveys. The average speed has dropped in the 20 mph section to 22.95mph and the average speed in the 25 mph section dropped to 26.90 miles per hour. The 85th percentile speed for the 20mph section dropped to 27.10 miles per hour, and the 85th percentile speed for the 25mph section also dropped to 31.50 mile per hour. The surveys indicate that the average speeds are decreasing on Shore Road. There are violations of the speed limit, however it is obvious that with efficient assignment of the SMART trailer and officers in this area during specific times of the day better compliance with the speed limit can be achieved. It should be noted that the Police Department also worked other traffic assignments throughout the City during this same time frame. Traffic calming devices have cost the City $15,000.00 per installation in Winter Springs. Therefore the construction of traffic calming devices at Sailfish Road, Silvercreek Road, and Alton Road would require $45,000.00 in expenditures. FUNDING: Dependent upon Commission direction. Expenditures for the traffic calming devices would be taken from the 99 construction fund. RECOMMENDATION: The continued operation of the SMART trailer and the efficient use of the information from surveys provided to assign manpower to effect compliance of speed limit on Shore Road.
