Home My WebLink About2001 10 22 Regular B Street Parking on George Street COMMISSION AGENDA ITEM B CONSENT INFORMA TIONAL PUBLIC HEARING REGULAR X October 22.2001 Meeting MGR rv--IDEP~ Authorizatio~ r- REQUEST: Police Department requesting consideration by the Commission of the results of the meetings with the residents concerning on street parking on George Street and for approval of recommendations. PURPOSE: To inform Commission that the Police Department and Public Works have hosted meetings with the residents of George Street concerning the parking of their vehicles on George Street and have developed a final recommendation. CONSIDERATIONS: The Police Department and Public Works after several meetings with the residents of George Street have developed a final plan to eliminate parking on City's right-of-way and the sidewalk along George Street. This parking problem has been an enforcement issue and dilemma for residents for many years. Public Works earlier this year had budgeted $20,000.00 in the Transportation Improvement Fund for this project. At the September 26, 2001 meeting with residents a design was shown for parallel parking to the North with improvement to City property and allowing two way traffic. During the discussion it was decided that a safer method would be to create a one way street using the existing roadway accessible only from Sherry Avenue to Wade Street. This solution would turn the westbound lane into parallel parking spaces going West to East. The staff and residents feel that by re-striping the roadway, placing the parking on the current road, erecting regulatory signage, creating a natural buffer, and the replacement of the sidewalk would enhance and remedy this issue. By narrowing the roadway it would also act as a traffic calming device for the street. Kip Lockcuff informed the residents that CPH Engineers could have a drawing depicting the one way design for them to view. On October 3, 2001 the residents were shown the new design from CPH with forty (40) 9' X 20' parking spaces broken up by designated no parking areas along the North side of the existing road. Both residents and staff agreed on this design as the safest plan to eliminate the parking issues. The residents also would like to have a Seminole Speed Hump placed midway on the street as an additional calming device. The speed hump could be placed in conjunction with one of the no parking spaces. We have also spoken with the City Arborist about placing a natural buffer along the roadway using trees and shrubs from the tree bank. The City Arborist, Police Department Explorer Post and Residents have planned to work together to install all the trees and shrubs after the completion of the roadway. The residents are aware that once all improvements are completed that the enforcement of parking on the sidewalk, street, and on the City's property would be enforced. The entire project including the improvements to the roadway, speed hump, sidewalk, landscape, and irrigation being completed has an estimated cost between $17,000.00 and $20,000.00. FUNDING: $20,000 expenditure of Transportation Improvement Fund. RECOMMENDATION: Approve the recommendation for parking, road improvements, landscaping, and to one way George Street from Sherry Avenue to Wade Street. IMPLEMENTATION SCHEDULE: Immediately upon approval by Commission. PURPOSE: To inform and seek the consent of the Commission to change City Policy, and allow residents of George Street to park their vehicles on the City easement located between George Street and State Route 419. CONSIDERATIONS: Requests have been made by City residents to allow parking on the grass easement between George Street and State Route 419 to alleviate the parking problems in the area. Because this neighborhood is one of the oldest residential areas in the city, the configuration of the right-of-ways do not accommodate the multi vehicle families of today. The street/sidewalk design on George Street creates an even greater problem than other areas of the city. A change in City Policy would officially give residents permission to park on the grass easement. Residents would no longer have to park second vehicles on the sidewalk to comply with the City Ordinance that prohibits parking on the street. Parking on the sidewalk is also a violation of City Ordinance. A request was also made to pave an area of the easement to enhance the parking surface. However, it does not appear to be a cost effective measure at this time. Upon Commission approval of this item the Police Department would notify residents of George Street regarding the ability to park vehicles on the easement. FUNDING: None, no requirement for expenditure of city funds. RECOMMENDATION: Approve the policy change that would allow the residents to park on the easement. COMMISSION AGENDA ITEM A CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X January 10,2000 Meeting MGR IDEPT Authorization REQUEST: Public Works Department Providing Cost Estimates for the Relocation of George Street to Accommodate the Parking Needs for the Residents PURPOSE: The purpose of this agenda item is to provide the City Commission with the Cost Estimates requested for the relocation of George Street for their consideration. CONSIDERA TIONS: The residents on George Street have identified the lack of off street parking as a problem in their neighborhood. The.problem is created by these residences generally having single lane driveway that are too short to have two cars in a row without the second car blocking the sidewalk. Currently, about two thirds of the residents park a vehicle across the street on City property. The lot sizes along George Street are mostly 60 feet by 105 feet. The width of the City right-of-way between the residents property and S.R. 419 is about 75 feet. The standard City right-of-way for residential streets is 50 feet. At the November 8, 1999 City Commission meeting, the Police Department's recommendation to allow the residents to continue parking on City property was not approved. The City Commission directed staff to provide additional alternatives such as moving the sidewalk or moving the road. Alternative # 1 - Relocate George Street - The estimated cost to relocate the 1,100 feet length of George Street is $110,000. This includes removal and replacement of the llOOOra.doc January 10,2000 Regular Agenda Item A Page 2 --~~--K ~ road base, curbing, asphalt and sidewalk approximately 20 to 25 feet closer to S.R. 419.. Potential problems may include the proximity of new intersections to S.R. 419 and the suitability of the subbase in the area due to it being filled with construction debris. Costs associated with vacating and transferring public property, legal descriptions, surveys, etc. are not included. The residents would add about 20 to 25 feet of property for additional parking. Alternative #2 - Partial Relocation of George Street - The estimated cost to relocate one half the width of George Street is $70,000. This includes leaving the westbound lane, removing the current eastbound lane, creating a new westbound lane 12 feet closer to S.R. 419, new curbing, leveling asphalt courses, and removal and replacement of the sidewalk. Similar potential problems as previously stated. The residents would gain approximately 12 to 18 feet depending on which side the sidewalk was placed. Alternative #3 - Sidewalk Relocation - The estimated cost to remove and relocate the sidewalk to the opposite side of the road would be about $11,000. Costs associated with vacating and transferring public property, legal descriptions, surveys, etc. are not included. Public Works Department Providing Cost EstimateslFor The Relocation Of George Street To Accommodate The Parking Needs For The Residents. Mr. Kipton D. Lockcuff, P.E. Public Works/Utility Department Director discussed with the Commission various options; recommendations; and liability. "Tape I/Side B Discussion ensued on the original suggestion from the Police Department; the proposed options; parking concerns; what the recommendations of Staff are; and related costs. The consensus of the Commission was to eliminate options one (1) and two (2). Discussion followed regarding option three (3); materials used to stabilize the parking area; and the size for such an area, Deputy Mayor Gennell said, "Is it the desire of the Commission to have the City Manager come back with a cost estimate to put a very firm stabilization (i.e. asphalt) over there, the normal parking width which is approximately ten (10) feet, and some hedges" - "to define the parking area, and restrict parking then to that side of the road or in people's driveway"? Petition Requesting Improvements on George Street A petition of : improved traffic flow, parking, and appearance improvements to George St. Addressed to: City of Winter Springs We the undersigned, would like to request the following improvements to George St.: 1_ The designation of George Street, Winter Springs as a one way street with traffic flow directed from the west toward the east. This would free one lane for planed parking spaces and help restrict the speed of cars that travel on George Street. 2_ Designated, marked parallel parking spaces marked on the north half of George Street to provide more parking in an orderly manner. 3_ The removal of the sidewalk on the south side of George Street and replacement of the same sidewalk (not repaired) to provide a pleasant and safe path for foot traffic. 4_ Landscaping of the stretch of land north of George Street and south of SR 419 with attractive shrubs and decorative trees to serve as barriers to the noise and traffic on SR 419. 5_ Additional street lights along George Street (suggest minimum of 7 corner to corner 6_ Installation of one speed ramp at the approximate center point of George Street for the purpose of keeping the cars that travel that street within the legal speed limit.
