HomeMy WebLinkAbout2000 11 13 Consent A 2000-2001 Recycling and Education Grant Allowance COMMISSION AGENDA ITEM A Consent Information Public Hearin Re ular xx November 13.2000 Meeting MGR. ~ IDf REQUEST: Community Development Department, Land Development Division, requests the Commission approve the expenditure of the City's 2000/2001 Recycling & Education Grant Allowance (provided for by the Florida Department of Environmental Protection) and the addition of$254.70 from the General Fund for the purchase of 150 wheel stops which are constructed of recycled materials, PURPOSE: This Agenda Item is to inform the Commission that the Florida Department of Environmental Protection has informally approved the expenditure of the City's 2000/2001 Recycling & Education Grant Allowance for the purchase of wheel stops constructed of recycled materials. The purpose of this agenda item is to request that the Commission approve the expenditure of these funds, The City was alloted $5,870.30 of the $87,813.00 awarded to Seminole County, Further, it is requested that the City approve another $254,70 from the General Fund to be applied toward this purchase, The total purchase price for 150 wheel stops, including delivery, is $6,125.00, FINDINGS: 1. The City, in FY 1996/1997, purchased 500 wheel stops from American Earth Friendly, Inc" for use in the parks, City Hall and the Public Safety Complex. This inventory has been depleted, 2. The purchase, if approved, would again be with American Earth Friendly. The wheel stops are made from recycled materials and are different than those previously purchased, The anchoring bolts are now a separate item and cost $5,50 per stop. The stops are at the same price as when last ordered - $32.00 per stop for a total of$37.50 per stop, The freight charge is $500.00. 3. The Recreation Department has a continuing need for wheel stops for use in the upgrading of the park system, \ November 13, 2000 CONSENT AGENDA ITEM A Page 2 4, The Department of Environmental Protection Agency has informally approved the purchase of the wheel stops on October 17, 2000, Upon Commission approval, a formal request will be submitted to the Department prior to expending funds, 5, Funds allocated for FY 1999/2000 were in the amount of$II,552.00 and used to purchase recycling bins, FUNDING: The initial funding of$6,125,OO will be from the General Fund and then $5,870,30 will be replaced once the City is reimbursed for the purchase, RECOMMENDA TION: The recommendation is that the Commission approve the expenditure of the $5,870.30 Recycling & Education Grant funds, plus an additional $254.70 from the General Fund for the purchase of 150 recycled wheel stops and allow the Land Development Coordinator to proceed with the necessary correspondence to receive approval from the Florida Department of Environmental Protection prior to the purchase, ATTACHMENTS: A - Memo from Land Development Coordinator to City Manager dated October 5, 2000 B - Land Development Coordinator Letter to Colleen Puglisi dated October 6, 2000 C - American Earth Friendly, Inc., Information ATTACHMENT A ~ October 5, 2000 To: Ron McLemore City Manager #J Don LeBlanc Land Development Coordinato Prom: Re: FY 2000/2001 Recycling and Education Grant Attached is the letter received from Seminole County informing the City that for this fiscal year the City has been allocated $5,870.30 out of the $87,813.00 grant to Seminole County, In the past we have solicited recommendations from Public Works and the Recreation Department for items they may need, This past fiscal year the City purchased recycling bins for new residents or to replace broken or stolen bins, It is doubtful that we can get very much for the amount allocated to the City, but perhaps we can apply the $5,870,30 to the purchase of a piece of equipment. I recall that the Recreation Department wanted to purchase a mulcher last year, If this has not been done, perhaps we can go ahead and order it if it is in this year's budget. I will write to the County and express our desire to expend the entire amount in this fiscal year. Please advise. (. .... .:-- . This amount is approximately 50% less than last year's award. The reduction is a result of the increase in funding for the DEP Innovative Grant. The Innovative Grant is awarded on a competitive basis to Counties proposing innovative approaches to recycling and waste reduction. The DEP indicates that this reduction in Recycling and Education grant funds will continue until it is eventually phased out in favor of the Innovative Grant. Municipalities planning to use the funds will have until April 2, 2001 to provide the County with documentation of cost quotes and delivery dates for the item(s) they wish to purchase. If the County does not receive the letter by this date, the allotment for your municipality will be incorporated into the recycling and educational program to benefit the County as a whole.
