AUGUST 21, 2000
I. CALL TO ORDER
The Special Meeting of August 21, 2000 of the City Commission was called to order by
Mayor Paul P. Partyka at 6:30 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

II. MEETING AGENDA
A. Discussion Of Southern Water Main Interconnect through Dunmar Estates.
Mayor Paul P. Partyka inquired how many attendees resided in Dunmar Estates; noted
that this was an "informal meeting"; and requested that the homeowners introduce
themselves.
Mr. Terry Zaudkte, CPH Engineers, Inc., reviewed the history of the Southern Water
Main Interconnect project; the Master Plan; the Comprehensive Plan; the three (3) areas
of concern identified by the Master Plan; the impact from the severance of water lines;
the City's water pressure criteria; the priority for this project; primary objectives;
secondary objectives; and alternates "A", "B", "C", and "D" from the "Southern Water
Main Interconnect Preliminary Engineering Report." Mr. Zaudkte continued with the
advantages and disadvantages of alternates "A", "B", "C", and "D"; alternate cost
comparisons; benefit comparisons; benefit ranking; and project ranking.

Mr. Tim Lallathin, Fire Chief identified the two (2) major contributing factors'that affect
the outcome of a fire as time and water supply. Additionally, Chief Lallathin discussed:
the amount of water necessary to combat residential fires; water supply duration; amount
of water contained on each fire apparatus; fire hydrants; hydrant spacing; pressurized
water main systems; static water supplies; relay pumping operations; water tanker
shuttles; drafting water from lakes or ponds; drafting water from pools; proximity of
Dunmar Estates to the nearest Fire Station; advantages of the proposed water main
system; and homeowner insurance rate information.
Discussion ensued regarding a six (6) to eight (8) minute response time for Dunmar
Estates; "flashover"; a non existent reliable source of water in Dunmar Estates; helicopter
water drops; water supply to Seville Chase and Oak Forest; and pumping capacity.

City Attorney Anthony A. Garganese discussed Dunmar Estates easements; and public
utility covenants.
Discussion ensued regarding obtaining a decision from Dunmar Estates residents;
maintenance of common areas; Homeowner Association dues; control of common areas;
Case Laws that challenge Florida Statute 617; liability issues; adequate fire protection to
Seville Chase and Oak Forest subdivisions; "looping the system"; and the distribution of
ballots.
Various Dunmar Estates residents spoke on this issue. Areas discussed included: a
Homeowners Association meeting scheduled on this matter; concerns with areas serviced
by existing fire hydrants; current standards for fire hydrant applications; well system
irrigation; connection fees; current fire protection; impact on property taxes; gas lines;
granting easements; limiting access to other utility companies; amending negotiated
agreements; decisions by future Commissions; obligations to connect to City water and
sewer; the capping of existing wells; and the cost of installing the water system to
Dunmar Estates in the future; and future development and requirements.
Based upon comments made by some of the residents in attendance, Commissioner
Martinez requested that Manager McLemore contact the Seminole County Tax
Assessor's Office and provide the information requested to the Dunmar Estates
Homeowner Association for their scheduled meeting.

Discussion ensued regarding the criteria for the ballots; and the Homeowners Association
submitting a consensus to the Commission. Mayor Partyka stated that the consensus of
the Commission was for the Homeowners Association to work through this issue.
