REQUEST:
Deputy Mayor Cindy Gennell is respectfully requesting that the City
Commission of the City of Winter Springs consider ratifying the
nomination of The Honorable Gary Brender of the City of Lake Mary, and
the Honorable Whitey Eckstein of the City of Sanford to the Seminole
County Expressway Authority (SCEA). Both individuals were recently
endorsed by the Council of Local Governments in Seminole County
(CALNO).
PURPOSE:
The purpose of this Agenda Item is for the City of Winter Springs City
Commission to ratify the nomination of The Honorable Gary Brender of
the City of Lake Mary, and the Honorable Whitey Eckstein of the City of
Sanford to the Seminole County Expressway Authority (SCEA).
CONSIDERATIONS:
At the November 1, 2000 Regular Meeting of the Council of Local
Governments in Seminole County (CALNO), this Board endorsed the
nomination of The Honorable Gary Brender of the City of Lake Mary, and
the Honorable Whitey Eckstein of the City of Sanford to the Seminole
County Expressway Authority (SCEA).
The City of Winter Springs and the other Seminole County municipalities
are asked to provide their support through endorsement.

The City of Winter Springs is asked to inform Seminole County
Commission Chairman, the Honorable Carlton Henley; and Chairperson
Cindy Gennell of the Council of Local Governments of Seminole County
(CALNO), in writing, of their endorsement.

Dear Ms. Hastings:
This letter is in response to your request for the Council of Local Governments in Seminole
County to submit nominations to the Seminole County Expressway Authority for the two
vacant municipal positions.
The Council of Local Governments has always given priority consideration to those
nominations from cities most currently and directly affected by the Seminole County
Expressway. In keeping with that practice, the Council of Local Governments voted
unanimously at the November I, 2000 meeting to nominate Commissioner Whitey Ekstein
from Sanford to be re-appointed and Commissioner Gary Brender from Lake Mary to be
appointed to fill the vacated position.
This information has been transmitted to each of the cities, along with a request for them to
ratify these nominations at their next upcoming meetings. It is anticipated that most of them
will do so prior to your scheduled meeting on November 14, 2000. I have asked that they
fOIWard those confirmations directly to your attention, with a copy fOIWarded to the Council of
Local Governments.
